The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve Memorandum of Understanding between the counties of Siskiyou, Shasta, Lassen, and Modoc to establish an event for the disposal of unwanted pesticides, with a term ending June 30, 2024.

B.            Auditor-Controller

Adopt Resolution setting tax rate for 2023/2024 fiscal year as $1.00 per hundred dollars of appraised valuation and setting FY 2023/2024 debt rates.

C.           Auditor-Controller

Adopt Resolution setting Gann expenditure limitations for 2023-2024 at $68,043,817.91.

D.           Community Development - Planning Division

Adopt Resolution approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2021-2022 funding year of the State CDBG Program, in an amount not to exceed $950,000 of Program Income for the Slater Fire Home Replacement Program.

E.            County Administration

Approve addendum to monthly rental agreement with Edgewood Hospitality Group, LLC d.b.a. Trailer Lane Campground for the rental of Recreational Vehicle space, increasing rent to an amount not to exceed $1,150 per month for the term August 1, 2023 through October 31, 2023 and reducing to an amount not to exceed $700 per month, effective November 1, 2023 through December 31, 2023.

F.            County Administration

Approve Third Addendum to contract with Liebert, Cassidy, and Whitmore to provide specialized legal consulting services, deleting and replacing Exhibit A, Fee Schedule, for the term July 1, 2021 through June 30, 2024.

Adopt Resolution recognizing National Hunting and Fishing Day, September 23, 2023.

Adopt Resolution recognizing California Native American Day on September 22, 2023.

Ratify letter to Senator Portantino, Chair, Senate Appropriations Committee expressing opposition to Assembly Bill 505 (AB 505), The Office of Youth and Community Restoration.

J.             County Administration - Natural Resources

Approve license agreement for groundwater monitoring station on County-owned property located at the Butte Valley Airport with the California Department of Water Resources for the term detailed in the agreement.

K.            General Services

Approve County of Siskiyou and Siskiyou County Flood Control and Water Conservation District Policy and Procedures for facility and property use for various facilities and amenities that are available to be reserved and/or utilized for public and private functions.

L.            General Services

Approve contract with Ray-Mac Mechanical, Inc. for replacement of the heating ventilation and air conditioning (HVAC) unit in the Sheriff's Evidence Room office, in an amount not to exceed $11,957.87 to be completed within 90 calendar days from the December 5, 2023 start date.

M.           General Services - Airports

Approve agricultural lease agreement with Hanna Brothers Ranch, Inc., for property located within the boundary of the Scott Valley Airport, at the annual base rent of $624.54, increasing as detailed in the agreement for the term August 1, 2023 through July 31, 2028.

N.           General Services - Airports

Approve airport ground lease with Sherman Griffith for Hangar #A4 located at the Siskiyou County Airport, at the annual base rent of $3,390.04 increasing as detailed in the agreement, for the term July 1, 2023 through June 30, 2028.

O.           General Services - Airports

Approve addendum to ground lease agreement with DG Airparts, Inc. to adjust the base rent and County Adjustment Factor as detailed in the agreement and in Exhibit C, for a term ending July 14, 2029.

P.            General Services - STAGE

Adopt Resolution authorizing adoption of the Title VI Program, including vital documents in Spanish.

Q.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Shree Sai Hospitality LLC dba Budget Inn, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $349,200 to a total not to exceed $430,800 and extending the term through June 30, 2026.

R.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Restpadd Health Corporation deleting and replacing Exhibit A, Scope of Services and adding Exhibit A.1 to reflect rates effective July 1, 2023.

Approve addendum to contract with Restpadd Psychiatric Health Facility deleting and replacing Exhibit A, Scope of Services and adding Exhibit A.1 to reflect rates effective July 1, 2023.

Approve contract with Empire Hotel, EHARC Inc. dba Empire Recovery Center to provide residential and detox substance abuse treatment for adults at the rates specified in Exhibit A for the term July 1, 2023 through June 30, 2026.

Approve addendum to contract with San Jose Behavioral Health, LLC for 24-hour inpatient psychiatric services, deleting and replacing Exhibit A, Scope of Services, for the term through June 30, 2026.

Approve contract with Visions of the Cross, Inc. to provide licensed Alcohol and Other Drug residential treatments to certain patients, at the rates identified in the contract, for the term July 1, 2023 through June 30, 2026.

W.          Health and Human Services - Behavioral Health Division

Approve contract with John Muir Behavioral Health to provide inpatient psychiatric services for children, adolescents and adults, at the rates identified in Exhibits A and A.1, for the term July 1, 2023 to June 30, 2026.

X.            Health and Human Services - Behavioral Health Division

1.         Adopt Resolution directing the County of Siskiyou 2020-23 Permanent Local Housing Allocations to a dedicated, interest-bearing reserve account for supportive services costs associated with Permanent Supportive Housing.

2.         Adopt Resolution directing the cities of Dorris, Dunsmuir, Etna, Montague, Mount Shasta, Weed and Yreka, and the Town of Fort Jones 2019 and 2022 Permanent Local Housing Allocations to a dedicated interest-bearing reserve account for supportive services associated with Permanent Supportive Housing.

Approve certification statement to accept the State mandated Child Health & Disability Prevention Program 23/24 Fiscal Year Allocation in an amount not to exceed $92,453.

Z.            Health and Human Services - Public Health Division

Approve certification statement to accept the State mandated Health Care Programs for Children in Foster Care for FY 23/24 allocation in an amount not to exceed $83,564.

AA.        Health and Human Services - Public Health Division

Approve Memorandum of Understanding between Public Health, Social Services and Probation for the Health Care Program for Children in Foster Care (HCPCFC) effective July 1, 2023 and remaining in effect until revised by mutual agreement between the departments.

BB.        Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under California Department of Public Health (CDPH)-Office of AIDS (OA), California Harm Reduction Initiative (CHRI) for County of Siskiyou for the period July 1, 2023 through December 31, 2023 in an amount not to exceed $53,801.

Approve amended agreement #21-10263-A with the California Department of Health Care Service re Intergovernmental Transfer of Public Funds, to replace Exhibit 1.

DD.        Health and Human Services - Social Services Division

Approve addendum to Memorandum of Understanding between HHSA Social Services and the Siskiyou County District Attorney, deleting and replacing Exhibit A, Scope of Services to increase staff levels from 0.5 FTE to 1.5 FTE, for a term ending June 30, 2027.

Approve addendum to contract with A&P Helicopters, Inc. to provide aviation services, deleting and replacing Exhibit A, Scope of Services for the term May 17, 2022 through May 17, 2025.

Approve service subscriber agreement with Network Communications International Corp, dba NCIC Communications to provide certain communications services to the incarcerated population in the Siskiyou County Jail, at the rates detailed in Attachment A - Rates, Fees and Revenue-Share for a five-year term.
