The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement with Environmental Systems Research Institute, Inc. (ESRI) for software products and support services related to Geographic Information System (GIS), in an amount not to exceed $117,900, for the term August 1, 2023 through July 31, 2026.

Approve letter to the Office of the State Fire Marshal providing comments on Updated Fire Hazard Severity Zone Map.

C.           County Administration

Ratify letter to the Honorable Anna Caballero, Chair, Senate Governance and Finance Committee, expressing opposition to AB 1168 (Bennett): Emergency medical services (EMS): prehospital EMS - as amended July 5, 2023.

D.           County Administration - Personnel

Authorize County Administration to execute a side letter with the Siskiyou County Probation and Juvenile Peace Officers’ Association for referral and signing bonus, effective March 22, 2023.

Adopt Resolution amending the Siskiyou County Position Allocation List, regarding Management Analyst I/II, Behavioral Health Services Crisis Worker I and Behavioral Health Services Staff Services Analyst I/II/III positions, effective August 6, 2023.

Adopt Resolution adopting the comprehensive Memorandum of Understanding with the Siskiyou County Probation and Juvenile Peace Officers Association and implementing the provisions thereof, and adopt Resolution amending the Siskiyou County Position Allocation List and Salary Schedule re Probation Aide classification, effective August 20, 2023.

Approve addendum to professional services agreement with Spinelli, Donald & Nott for the Chang litigation, substituting a new Exhibit A - Rates, effective July 1, 2023.

Approve addendum to contract with M. Peters, Inc. for services at the Black Butte Transfer Station, increasing the contract by $130,000 to a total not to exceed $550,000 and deleting and replacing Exhibit A - Scope of Services.

I.              General Services - Sanitation

Approve addendum to contract with M. Peters, Inc. for services at the Oberlin Road Transfer Station, increasing the contract by $141,000 to a total not to exceed $495,000 and deleting and replacing Exhibit A - Scope of Services.

J.             General Services - Sanitation

Approve contract with Yreka Transfer, LLC to pick up and haul appliances, mixed metal and cardboard from Black Butte Transfer Station, at the rates specified in Exhibit A, for the term August 1, 2023 through June 30, 2024.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Willow Glen Care Center to provide long term 24-hour skilled residential treatment to certain adults, deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2025.

Approve addendum to contract with The Sail House, Inc., deleting and replacing Exhibit A - Scope of Services to increase compensation, effective July 1, 2023.

Approve assignment and assumption of lease agreement for property located at 1200 South Main Street, Yreka CA from Parmeer Singh, Jaskarn Singh Johal and Bhupinder Kooner to Northern Valley Catholic Social Services, dated July 1, 2023.

Approve CalFresh Healthy Living Program grant agreement with California Department of Public Health, to provide nutrition education and obesity prevention activities, in a total amount not to exceed $487,170, for the term October 1, 2023 through September 30, 2026.

Approve California Public Health Workforce Career Ladder Education and Development Program grant agreement with the California Department of Public Health, to improve retention of existing public health workforce, in the a total not to exceed $65,400, for the term February 1, 2023 through June 30, 2026.

Approve agreement with California Department of Social Services for quality assurance services in accordance with Federal Child and Family Services Review, in an amount not to exceed $217,390 for the term July 1, 2023 through June 30, 2028.

Approve modification of grant or agreement to the 2020-2025 Cooperative Agreement with US Forest Service, increasing funding to a total not to exceed $121,000 and making administrative changes as detailed in the document, for a term ending September 30, 2023.

Approve lease agreement with Golden Arrow Investments LLC for the building located at 520 South Main Street, Yreka CA, at the rates specified in Schedule A, for the term August 1, 2023 through June 30, 2028.
