The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve copier maintenance agreement with UBEO West, LLC, at the services and rates identified in the agreement, for the term July 1, 2023 through June 30, 2026.

B.            Assessor

Approve FY 23/24 agreement with Megabyte Property Tax System for property tax system maintenance services, in an amount not to exceed $195,364.91.

C.           County Administration

Approve agreement with California Department of State Hospitals, for services related to solutions concerning individuals felony incompetent to stand trial individual, in an amount not to exceed $500,000, for the term July 1, 2023 through June 30, 2028.

D.           County Administration

Approve letter to Senator Nancy Skinner expressing opposition to AB/SB 120, In Home Supportive Services (IHSS) collective bargaining penalty.

E.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Position Allocation List, regarding District Attorney Investigator and Public Health Department Fiscal Officer and Staff Services Analyst I/II/III positions, effective July 9, 2023 and July 23, 2023, respectively.

F.            Community Development

Adopt Resolution adopting exceptions to the County of Siskiyou Community Development Block Grant Housing Rehabilitation Guidelines specifically for the Slater Fire Home Replacement Program as outlined in Exhibit A.

G.           Community Development

Approve contract with State Food Safety to provide regulatory online training and testing services, at the rates specified in Appendix A, for a three-year term effective November 15, 2023.

H.           Dunsmuir Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $80,000 to the Dunsmuir Recreation & Parks District, which loan shall be repaid to the County on or before April 10, 2024.

I.              General Services - Sanitation

Ratify addendum to contract with Dry Creek Landfill Inc. to extend services to all County operated transfer stations through June 30, 2024 at the rates outlined in the Agreement.

J.             General Services - Sanitation

Ratify FY 23/24 contract with M. Peters Inc. for the services of loading waste at the Black Butte Transfer Station in an amount not to exceed $420,000.

K.            General Services - Sanitation

Ratify FY 23/24 contract with M. Peters Inc. for the services of loading waste at the Oberlin Road Transfer Station in an amount not to exceed $354,000.

L.            General Services - Sanitation

Ratify solid waste transportation services agreement with Recology Ashland Inc, to transfer waste for all County operated transfer stations at the rates outlined in Exhibit A, for the term July 1, 2023 through June 30, 2025.

M.           Health and Human Services - Behavioral Health Division

Approve two letters of commitment to the Rural Communities Housing Development Corporation re the Ascent Housing Permanent Supportive Housing project.

N.           Health and Human Services - Behavioral Health Division

Approve Street Outreach Grant agreement with Partnership HealthPlan of California, to provide certain services to persons experiencing homelessness, for the term June 1, 2023 through October 31, 2023, in an amount not to exceed $10,000.

O.           Health and Human Services - Behavioral Health Division

Approve contract with Crisis Support Services of Alameda County to provide after hours crisis intervention telephone counseling services for the term July 1, 2023 through June 30, 2025 in an amount not to exceed $92,300.

P.            Health and Human Services - Public Health Division

Approve first addendum to the contract with the National Coalition of STD Directors (NCSD) to extend the term through June 30, 2025 and increase funding by $30,000 for a total amount not to exceed $80,000.

Q.           Health and Human Services - Public Health Division

Approve California Department of Public Health (CDPH) California Immunization Program Grant Agreement Number 22-11084 to assist local health departments is preventing and controlling vaccine preventable diseases for the term July 1, 2022 through June 30, 2027 in an amount not to exceed $1,350,639.58.

R.           Health and Human Services - Public Health Division

Approve addendum to contract with Harold's Cleaning to exclude the office space located at 1275 S. Main Street, Buildings A, B, and C, Yreka CA, decreasing the funding by $19,550 for the term August 1, 2023 through June 30, 2025 in an amount to exceed $236,000.

S.            Health and Human Services - Public Health Division

Approve Memorandum of Understanding (MOU) with Health Management Associates, Inc. for the Medication Assisted Treatment (MAT) in Jails & Drug Courts Implementation Grant funded by the Department of Health Care Services (DHCS) for the term July 1, 2023 through June 30, 2025 in an amount not to exceed $85,000.

T.            Health and Human Services - Public Health Division

Approve agreement for the provision of telepsychiatry services with Orbit Health, at the rates specified in Exhibit A, for the term ending June 30, 2025.

U.           Health and Human Services - Social Services Division

Approve FY 23/24 contract with the Siskiyou Child Care Council to administer the Bridge Program which would increase the number of successful home based family care setting for children in foster care in an amount not to exceed $139,705.

V.            Health and Human Services - Social Services Division

Approve FY 23/24 contract with the California Department of Social Services for the provision of family evaluation, complaint investigation and legal consultation/representation in administrative action appeals associated with the Resource Family Approval (RFA) program in an amount not to exceed $56,633.

W.          Sheriff

Adopt Resolution for authorization to apply for and accept, if awarded, Boating Safety and Enforcement Financial Aid Program funding from the State of California Department of Parks and Recreation, Division of Boating and Waterways in the anticipated amount of $71,489, and authorization to participate in the program for 2023-24.

X.            Transfer of Funds

1.         Public Health - $507,310. Requires 4/5 Vote.

2.         Solid Waste Disposal - $3,400,000. Requires 4/5 Vote.
