The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to Assembly Member Bauer-Kahan expressing opposition to Assembly Bill 460 - State Water Resources Control Board: water rights and usage: interim relief: procedures.

Approve amendments to the Siskiyou County Contracting and Procurement Procedures, as detailed in the document.

C.           County Administration

Approve FY 23/24 contract with North State Security, Inc. to provide security services in and around various County locations as detailed in the contract at the rates outlined in Exhibit A.

D.           County Administration

Approve letter to the State Water Resources Control Board (SWRCB) Curtailment Orders, recommending non-renewal of those orders for the Scott and Shasta Rivers.

E.            County Counsel

Approve addendum to professional services agreement with Spinelli, Donald & Nott, increasing the compensation by $30,000 to a total not to exceed $60,000.

F.            General Services - Airports

Approve agreement with the United States Forest Service for Tanker Base lease located at the Siskiyou County Airport, for the term July 1, 2023 through June 30, 2043 in an amount not to exceed $829,186.50.

G.           General Services - STAGE

Adopt Resolution authorizing adoption of the Title VI Program for the Siskiyou Transit and General Express (STAGE) Title VI Program.

H.           General Services - STAGE

Adopt Resolution re the Siskiyou Transit and General Express (STAGE) Zero Emission Bus Rollout Plan concerning future transition to zero emission buses by 2040.

I.              General Services - STAGE

Approve addendum to contract with Charles W. Pillon, C.P.A., extending the term through June 30, 2028 and increasing compensation by $71,000 to a total not to exceed $110,000.

J.             Health and Human Services - Behavioral Health Division

Approve amendment to participation agreement with California Mental Health Services Authority, increasing the amount by $2,000 to a total not to exceed to $64,425.

K.            Health and Human Services - Behavioral Health Division

Approve lease agreement with Thomas Spaulding, Trustee of the Spaulding Family Trust for lease of property located at 309-2 Lawrence Lane, Yreka for the term April 1, 2023 through June 30, 2025 in an amount not to exceed $170,280.

L.            Health and Human Services - Behavioral Health Division

Approve lease agreement with Thomas Spaulding, Trustee of the Spaulding Family Trust for lease of property located at 531 Outsen Road, Yreka for the term April 1, 2023 through June 30, 2025 in an amount not to exceed $170,280.

M.           Health and Human Services - Behavioral Health Division

Approve contract with Northern Valley Catholic Social Services to provide Homeless Shelter Facility oversight at 1200 South Main Street, Yreka for the term July 1, 2023 through June 30, 2026 in an amount not to exceed $1,537,538.

N.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the California Healthy Brain Initiative State and Local Public Healthy Partnerships for County of Siskiyou, in an amount not to exceed $580,000.

O.           Health and Human Services - Public Health Division

Approve addendum to contract with Prevent Child Abuse/Healthy Families America (HFA), deleting and replacing Exhibit A, increasing funding by $6,200 to a total not to exceed $49,075, for the term October 1, 2019 through March 31, 2025.

P.            Health and Human Services - Public Health Division

Approve FY 23/24 contract with Adele James Consulting, Inc. to provide certain services related to Health Equity Plan implementation, in an amount not to exceed $154,000.

Q.           Health and Human Services - Social Services Division

Approve FY 23/24 Memorandum of Understanding with the Probation Department for Family Urgent Response System services, at the rates outlined in Exhibit A.

R.           Health and Human Services - Social Services Division

Approve FY 23/24 contract with Siskiyou Child Care Council to provide Stage 1 child care services for currently aided CalWORKS families, at the rates outlined in Exhibit A.

S.            Health and Human Services - Social Services Division

Approve addendum to contract with Jones Carpet Cleaning and Janitorial, LLC to provide cleaning services at 818 South Main Street, 2060 Campus Drive, 525 N Main Street, Yreka, and 1107 Ream Street, Mount Shasta, extending the term through September 30, 2023 and increasing the contract by $38,322 to a total not to exceed $487,686.

T.            Public Works - Road Department

Award contract 20-06 for the Big Springs Road Rehabilitation Project, in an amount not to exceed $2,727,432, to Tullis, Inc.

U.           Probation Department

Approve printer service maintenance agreement with Ray Morgan/UBEO for the term of July 1, 2023, through June 30, 2028 at the rates outlined in the agreement.

V.            Sheriff

Approve agreement with Sun Ridge Systems, Inc. to provide software and services to the Sheriff, County Jail and appropriate contracted cities, in an amount not to exceed $641,161, for the term through June 30, 2024.

W.          Transfer of Funds

Public hearing to consider adoption of the Fiscal Year 2023-2024 Recommended Budget as presented, of which includes but not limited to; County Department budgets, Committed Accounts, Fixed Assets, Capital Improvements, Contribution to Others, Statement of Salaries; and adoption of a Resolution amending the Siskiyou County Salary Table and Position Allocation List.
