The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve the Agriculture Department to be a cooperating agency with the Bureau of Land Management and authorize the Agricultural Commissioner/Sealer to participate in their planning process.

B.            Community Development Department

Approve addendum to contract with Lynn Cottier to provide hearing officer services, increasing the compensation by $40,000 to a total not to exceed $105,000 and extending the term through June 30, 2025.

C.           County Administration

Approve addendum to contract with GovernmentJobs.com Inc. dba NeoGov, increasing funding by $108,403.83 to a total not to exceed $145,469.20 and extending the term through June 30, 2025.

D.           County Administration

Approve request to amend the appointment of Ms. Natalie Reed to the position of County Counsel from the term of May 17, 2023 through May 16, 2027 to May 19, 2023 through May 18, 2027 and approve the amended employment agreement (term only), by and between Ms. Reed and the County of Siskiyou.

E.            County Administration - Personnel

Adopt Resolution regarding Employer-Employee Relations as outlined in Exhibit A effective June 6, 2023. 

F.            County Administration - Personnel

Adopt Resolution electing to be subject to the Public Employees’ Medical and Hospital Care Act at an equal amount for employees and annuitants with respect to a recognized employee organization 015 Deputy Sheriff Association effective January 1, 2024.

G.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Position Allocation List, regarding Staff Services Analyst III (1.0) FTE and Project Coordinator (1.0) FTE, effective June 25, 2023.

H.           District Attorney - Victim Witness

Adopt Resolution authorizing the District Attorney's Office to apply for, accept and manage the Victim Witness Assistance Program grant, in the amount of $305,744 for the funding cycle October 1, 2023 through September 30, 2024.

I.              General County Fire

Approve FY 23/24 Fire Protection Reimbursement Agreement with the California Department of Forestry and Fire Protection (CAL FIRE) to provide emergency fire protection, emergency response, basic fire support, and dispatch services in the amount of $647,978.

J.             General Services - Airports

Approve the FAA Airport Improvement Program (AIP) grant agreement for the Weed Taxiway & Apron Construction Phase 1 Project and adopt resolution authorizing the County Administrator to execute any documents to obtain financial assistance from the FAA and accept the allocation in the amount of $2,669,502 and apply for and accept the state match grant. 

K.            General Services - Airports

Approve the FAA Airport Infrastructure Grant (AIG) agreement for the Weed Taxiway & Apron Construction Phase 1 Project and adopt Resolution authorizing the County Administrator to execute any documents to obtain financial assistance from the FAA and accept the allocation of $750,000 and apply for and accept the state match grant.

L.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Michaele Brown, MSW, LCSW, to provide Licensed Practitioner of the Healing Arts services increasing the compensation to a total not to exceed $98,000 and extending the term through June 30, 2025.

M.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Imagine Medical Group, PC to add Solution Focused Therapy training, at the rates outlined in Exhibit A for the term May 1, 2022 through June 30, 2023.

N.           Health and Human Services - Social Services Division

Approve Contract for Services with Youth Empowerment Siskiyou (Y.E.S.) to provide various youth services to youth who are homeless or at risk of homelessness for a term ending June 30, 2026 in an amount not to exceed $71,793.65.

O.           Health and Human Services - Social Services Division

Adopt Resolution honoring Social Worker Suzanne Hogue on the occasion of her retirement.

P.            Health and Human Services - Social Services Division

Approve contract for services with Exemplar Human Services, LLC, to provide reporting services for the term July 1, 2023 through June 30,2024 in an amount not to exceed $133,500.

Q.           Health and Human Services - Social Services Division

Approve FY 23/24 contract with Kevin Kemple, Private Investigator, to conduct investigations of Civil Rights violation complaints at the rates outlined in Exhibit A. 

R.           Health and Human Services - Public Health Division

Approve the Public Works Agreement with BNG Finish Products, Inc.to renovate the existing Immunization Clinic housed in the Public Health building located at 810 S. Main Street. Yreka, CA, in an amount not to exceed $72,645.

S.            Office of Emergency Services

Ratify request for exemption from requirements for ambulance drivers as outlined in Title 13, California Vehicle Code, section 12527(d)(2) to the requirements for ambulance drivers as outlined in Title 13, California Vehicle Code, Section 12527 (d)(1) for Fay Clontz who volunteers for Butte Valley Ambulance.

T.            Probation

Approve contract with Shasta County Probation for placement of juvenile court wards at the Shasta County Juvenile Rehabilitation Facility for a term ending June 30, 2026 in an amount not to exceed $75,000.

U.           Probation - Community Corrections Partnership

Approve addendum to contract with Strawberry Valley Counseling Services, to provide individual, group, and family counseling to incarcerated adults extending the term through June 30, 2024 and increasing the compensation by $70,200 to a total not to exceed $150,000.

V.            Probation - Community Corrections Partnership

Approve addendum to contract with Rose Smith dba Rose Therapy, to provide individual, group, and family counseling to incarcerated adults extending the term through June 30, 2024 and increasing compensation by $70,200 to a total not to exceed $170,000.

W.          Public Works - Road

Adopt Resolution regarding adopting a list of road projects for Fiscal Year 2023-24 funded by SB 1:  The Road Repair and Accountability Act of 2017, in an estimated amount of $5,432,557 to be received for Fiscal Year 2023-24 from SB 1.

X.            Public Works - Road

Approve FY 23/24 contract with Pavement Engineering, Inc., to provide inspection and quality assurance services for the Big Springs Road Project and Jackson Ranch Road, at the rates identified in Exhibit A.

Y.            Sheriff

Approve contract between Leixipol, LLC for Law Enforcement/Custody Policy Manual updates and daily training bulletin subscriptions from March 1, 2023 through February 28, 2026 in an amount not to exceed $74,358.02.

Z.            Sheriff

Approve contract between National Medical Services Lab Corps for professional services pursuant to toxicology analysis in Coroners cases and other investigations at the rates outlined in Exhibits "A" and "B" for the term January 1, 2023 through June 30, 2024.

AA.        Treasurer - Tax Collector

Approve Discharge of Accountability of unsecured delinquent tax accounts, in the amount of $26,101.32 per California Revenue & Taxation Code Section 2611.1.

BB.        Weed Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $100,000 to the Weed Recreation & Parks District, which loan shall be repaid to the County on or before April 10, 2024.
