The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement with Shasta Valley Resource Conservation District for the control of noxious weeds on the "Azalea Project", in an amount not to exceed $68,000 for the term May 1, 2023 through December 1, 2024.

B.            Behavioral Health Services Board

Adopt Resolution proclaiming May 2023 as Mental Health Awareness Month in Siskiyou County.

C.           Community Development

Approve master subscription agreement with Brightly Software, Inc., to provide software services in the Building, Planning and Environmental Health Divisions, in an amount not to exceed $76,690.57, for a term expiring February 28, 2026.

D.           County Administration - Personnel

Approve new class specification of Transportation Commission Executive Director and adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List regarding Accountant/Auditor III, Attorney II – Confidential, Attorney IV – Confidential, Behavioral Health Services Specialist II, Payroll Specialist, Transportation Commission Program Manager and Transportation Commission Executive Director positions, effective May 28, 2023.

E.            County Library

Approve request to submit Zip Books grant, in an amount not to exceed $25,000 for FY 23/24 from the California State Library for the purchase of Library items through Amazon.

F.            District Attorney

Approve addendum to contract with TransUnion Risk and Alternative Data Solutions, Inc., for nationwide person search services, deleting and replacing Exhibit A, Scope of Services and extending the term through June 30, 2026.

G.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the State General Fund (SGF) Expansion Funding for the California Home Visiting Program (CHVP), State Fiscal Year (SFY) 2023-2024 for County of Siskiyou, in the amount of $429,698 for the term July 1, 2023 through June 30, 2024.

H.           Local Child Care Planning Council

Approve Local Planning Council County Priorities Report.

I.              Probation

Approve addendum to contract with Dr. Kitt Murrision, Ph.D. to perform certain psychological evaluations/assessments at the rates specified in Exhibit A and extending the term through June 30, 2024.

J.             Probation

Approve FY 23/24 contract with J. Reid McKellar, Ph.D. to provide psychological evaluations for minors at the rates specified in Exhibit A.

K.            Probation

Approve FY 23/24 agreement for placement of juveniles with County of Tehama, at the rates specified in the agreement.

L.            PSA 2 Area Agency on Aging

Adopt Proclamation proclaiming May 2023 to be Older Americans Month in Siskiyou County.

M.           Public Works - Road Department

Approve addendum with Lawrence & Associates, Inc., for corrective action maintenance, groundwater and soil-gas monitoring services at the Tulelake District Shop, in an amount not to exceed $204,920, for the term January 1, 2023 through December 31, 2023.

N.           Public Works - Road Department

Approve addendum to contract with Pace Engineering, Inc. to provide Municipal Engineering Services, increasing the contract by $15,000 to a total not to exceed $70,000 and extending the term through June 30, 2024.

O.           Public Works - Road Department

Adopt Resolution certifying maintained mileage within the County of Siskiyou as 1,354.296 miles.

P.            Public Works - Road Department

Adopt Resolution authorizing the Director of Public Works to execute all Caltrans local agency-state agreements including the 2023/2024 Federal Apportionment Exchange Program and State Match Program.

Q.           Sheriff

Approve modification of grant or agreement with the USDA Forest Service for the cooperative law enforcement services agreement, increasing the funding in the amount of $2,289.86 for the term detailed in the documentation.

R.           Siskiyou Arts Council

Adopt Resolution designating the Siskiyou County Arts Council as the County Arts Agency for Siskiyou County through September 30, 2024.

S.            Siskiyou-Modoc Regional Department of Child Support Services

Approve Memorandum of Understanding with Shasta County Department of Child Support Services for call center shared services for FY 2023/2024, with the option of two additional one-year term renewals.

T.            Transfer of Funds

1.         County Library - $1,200. Requires 4/5 Vote.
