The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Community Development

Approve addendum to contract with Holy Smoke Incorporated to provide contractor/retailer services to the Community Development Block Grant (CDBG) Woodsmoke Reduction and Heating Replacement Program, increasing compensation by $179,169 to a total not to exceed $312,169.

B.            Community Development

Approve master subscription agreement with Brightly Software, Inc., to provide software services in the Building, Planning and Environmental Health Divisions, in an amount not to exceed $76,690.57, for a term expiring February 28, 2026. (Continued from April 4, 2023)

C.           District Attorney

Approve contract with Carin Ishida to provide criminal Grand Jury Court reporting and transcription services, at the rates specified on Exhibit A, for the term February 21, 2023 through June 30, 2024.

D.           General Services

Approve contract with Pace Engineering, Inc., to provide certain structural engineering services, at the rates specified in Exhibit A, for the term April 18, 2023 through June 30, 2027.

E.            General Services

Approve contract with Ray-Mac Mechanical Inc., to provide certain heating ventilation and air conditioning services at the Charlie Byrd facility, in an amount not to exceed $141,650, effective April 18, 2023.

F.            Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the California Strengthening Public Health Initiative (CASPHI) for County of Siskiyou, grant award in the amount of $609,957, with spending authority through November 30, 2027.

G.           Health and Human Services - Social Services Division

Approve FY 23/24 training services agreement with the Regents of the University of California, Davis, to provide specialized staff trainings, in an amount not to exceed $134,385.

H.           Natural Resources

Approve submittal of the Groundwater Sustainability Plan Annual Report Water Year 2022 for the Tule Lake Groundwater Subbasin.

I.              Probation

Approve contract with Corrections Software Solutions, LP to provide case management software/data processing services, in an amount not to exceed $123,120, for the term July 1, 2023 through June 30, 2026.

J.             Health and Human Services - Behavioral Health Division

Approve amendment to California Department of Health Care Services, Drug Medi-Cal agreement, increasing the agreement by $2,121,600 to a total not to exceed $3,598,200, for the term ending June 30, 2023.

K.            Transfer of Funds

1.         Community Development Department - $222,169. Requires 4/5 Vote.

Discussion, direction and possible action re first reading of an Ordinance amending Title 2, Chapter 12, Section 2-12.101 of the Siskiyou County Code regarding County Clerk fees with regard to Confidential Marriage Licenses.

C.           Office of Emergency Services

Discussion, direction and possible action re request to direct sell six surplus 2020 FEMA trailers, identified in the staff report, to survivors of the McKinney Fire who are experiencing homelessness.

Public hearing to consider the first reading of an Ordinance reclassifying land in the unincorporated community of Greenview from Timber Production Zone (TPZ) to Rural Residential (R-R) on APN 025-370-380; Township 42 North, Range 10 West, Section 01, MDB&M; adopt Resolution to approve the Kidder Creek Orchard Camp Use Permit application (UP-11-15), approve the project’s Environmental Impact Report and adopt Project Alternative Number 4 (Reduced Occupancy) and adopt a Mitigation and Monitoring Reporting Plan for the Kidder Creek Orchard Camp Zone Change (Z-14-01) and Use Permit (UP-11-15) project.
