The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve master subscription agreement with Brightly Software, Inc., to provide software services in the Building, Planning and Environmental Health Divisions, in an amount not to exceed $76,690.57, for a term expiring February 28, 2026.

B.            Community Development

Approve agreement with Design Path Studio to provide pre-approved Accessory Dwelling Unit (ADU) plans, at the rates identified in Exhibit B, for a total not to exceed $172,225, for the term April 4, 2023 through January 31, 2026.

C.           County Administration

Approve revised letter to Malin Community Service Club stating support for the Art of Survival Century 2023, with corrected event dates.

D.           County Administration

Approve letter to the National Fish and Wildlife Foundation, Shasta Valley Program Review Committee, stating support for the Shasta Valley Resource Conservation District's Shasta River Fish Passage and Instream Enhancement Project.

E.            County Administration

Approve letter to the National Fish and Wildlife Foundation, Shasta Valley Program Review Committee, stating support for the Shasta Valley Resource Conservation District's Huseman Ditch Pipeline and Water Efficiency Improvement Project.

F.            County Administration

Approve letter to US Department of Energy Secretary stating support for PacifiCorp Application to DE-FOA-0002740 (Topic Area 1) for Federal grants to help support wildfire education and resiliency focused on underserved communities.

G.           County Administration

Approve request to receive Siskiyou County Livestock Pass Program: 2022 Annual Report.

H.           County Administration

Approve request to CalFire for modification of the Forest Health Grant, McKinley Scott Fuel Reduction Project, to incorporate changes to the original footprint and treatment acres following the 2022 McKinney Fire.

I.              County Administration - Office of Emergency Services

Approve addendum to the Aum Sai Hospitality monthly rental agreement for motel rooms, for Mill Fire temporary emergency sheltering, extending the term through November 30, 2023 and deleting and replacing Exhibit A, Premises as detailed in the addendum.

J.             County Administration - Personnel

1.         Approve side letter agreement with Organized Employees of Siskiyou County - Professional Unit to add Social Worker IV classification for eligible incentives, with various effective dates.

2.         Approve side letter agreement with Siskiyou County Correctional Peace Officer Association for referral bonus, effective March 22, 2023.

3.         Approve side letter agreement with Organized Employees of Siskiyou County – Miscellaneous Unit for uniform allowance, effective April 16, 2023.

K.            County Administration - Personnel

Approve two side letter agreements with Deputy Sheriffs' Association for referral and hiring incentives, effective March 22, 2023 and rural area premium pay, effective April 16, 2023.

L.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County salary schedule and position allocation list to create Civil Service Coordinator in the Sheriff's Department and make various accounting changes related to District Attorney Investigator position, effective April 16, 2023.

M.           Health and Human Services - Behavioral Health Division

Approve addendum to Master Service agreement with Social Solutions Global, Inc., adding ten additional licenses for the Electronic Health Record program, increasing the contract by $14,391 to a total not to exceed $64,753.17, for the term expiring March 31, 2025.

N.           Health and Human Services - Social Services Division

Approve Memorandum of Understanding with Partnership HealthPlan of California to provide street outreach and field services as part of the Housing and Homelessness Incentive Program, for a term ending March 31, 2024.

O.           Health and Human Services - Social Services Division

Approve first amendment to the CARES Act Emergency Solutions Grant Program (ESG-CV) subrecipient agreement with Shasta County Housing and Community Action Agency, increasing the funding by $250,000 to a total not to exceed $503,000, extending the term to December 31, 2023 and replacing Exhibits A-1 and B-1.

P.            Sheriff

Authorize the Sheriff's Office to accept Officer Wellness and Mental Health Grant award from the Board of State and Community Corrections, funding in the amount of $45,635.37 to be utilized through December 2025.

Q.           Sheriff

Approve agreement for the provision of Court Security services with Siskiyou County Superior Court of California, at the rates identified in the agreement for the term July 1, 2022 through June 30, 2025.

Public hearing to consider two Resolutions approving the rescission and re-entry of existing Williamson Act contracts and approving an amendment to an Agricultural Preserve under Application APA-22-08 and finding the project exempt from CEQA for the Lava Lakes Ranch Williamson Act project located on Highway A-12 east of the community of Grenada.

Public hearing to consider Resolution approving the rescission and re-entry of existing Williamson Act contracts under Application APA-22-06 for the Costello Williamson Act project located near the Town of Fort Jones.

Public hearing to consider Resolutions declaring the Board's intent to name three unnamed private roads as "Joy Place", "Gene Court" and "Lilly Loop" in Supervisorial District 5 and to set the time and date for a public hearing on the proposed road names, for the project located south of the City of Etna, CA.
