The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Community Development - Environmental Health Division

Approve amendment to software as a service agreement with Tyler Technologies Inc., extending the term an additional three years and increasing the agreement by $29,195.31 to a total not to exceed $87,705.31.

B.            County Administration

Approve request to make a one-time contribution, in the amount of $100,000, to the National Center for Public Lands Counties, to assist public lands counties, including Siskiyou, with developing county profiles which will emphasize the importance of public lands counties.

C.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List and approving new class specifications regarding Department Personnel Assistant I and II, Public Information Specialist, Executive Secretary, Sheriff Lieutenant and Deputy Sheriff II, as detailed in the agenda item, effective April 2, 2023.

D.           County Administration - Personnel

1.         Adopt Resolution regarding certain terms and conditions of employment for Assistant Department Heads, effective April 2, 2023.

2.         Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List and approving new class specifications for Assistant District Attorney, Assistant Public Defender and Undersheriff positions, effective April 2, 2023.

E.            County Administration - Personnel

1.         Approve three side letter agreements with the Organized Employees of Siskiyou County for the Miscellaneous, Management and Professional Units; one with the Operating Engineers Local No. 3; and one with the Sheriffs Management Unit, effective March 22, 2023.

2.         Adopt Resolutions regarding certain terms and conditions for employment for Appointed Department Heads, Assistant Department Heads; Elected Department Heads; and Confidential Unit, with regard to referral and signing bonus, effective March 22, 2023.

F.            General Services - Airports

Approve contract with Jon Purvis DBA Benson and Sons Roofing, for roof replacement at the Siskiyou Airport CALFIRE (Building 100), in an amount not to exceed $48,750, effective May 15, 2023.

G.           General Services - Airports

Approve contract with Ark Design Construction & Roofing, Inc., for roof replacement at the Siskiyou Airport FAA Equipment Building, in an amount not to exceed $29,000, effective March 21, 2023.

H.           General Services - Airports

Approve contract with Ark Design Construction & Roofing, Inc., for roof replacement at the Siskiyou Airport Equipment Storage Building (Bldg. 300), in an amount not to exceed $40,000, effective March 27, 2023.

I.              Health and Human Services - Behavioral Health Division

Approve assignment and assumption of the lease agreement with the Siskiyou Community Resource Collaborative from the Spaulding Family Trust, for property located at 309-2 Lawrence Lane, Yreka, CA, as detailed in the agreement.

J.             Health and Human Services - Behavioral Health Division

Approve assignment and assumption of the lease agreement with the Siskiyou Community Resource Collaborative from the Spaulding Family Trust, for property located at 531 Outsen Road, Yreka, CA, as detailed in the agreement.

K.            Health and Human Services - Behavioral Health Division

Approve contract with Crestwood Behavioral Health, Inc., to provide residential care and other associated mental health services, at the rates identified in the contract for the term July 1, 2023 through June 30, 2027.

L.            Health and Human Services - Behavioral Health Division

Approve contract with the Yreka Police Department, for City of Yreka, to provide Homeless Liaison Officer services, in an amount not to exceed $160,000, for the term October 1, 2022 through June 30, 2023.

M.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with North American Mental Health Services, to add the provision of psychiatric medication training to community prescribers by deleting and replacing Exhibit A, Scope of Services.

N.           Health and Human Services - Public Health Division

Approve Medi-Cal County Inmate Program participation agreement and agreement for administrative services with California Department of Health Care Services, at the rates specified in the agreements, for the term July 1, 2023 through June 30, 2026.

O.           Health and Human Services - Public Health Division

Approve addendum to contract with Les Hall to assist with Medi-Cal Administrative Activities as detailed in the contract, extending the term through June 30, 2028, deleting and replacing Exhibit A, Scope of Services and increasing the contract by $540,000 to a total not to exceed $700,000.

P.            Health and Human Services - Public Health Division

Approve addendum to contract with Diamond Drugs, Inc. dba Diamond Pharmacy Services, to provide services at the Jail, extending the term through June 30, 2028, deleting and replacing Attachment A, Scope of Services, and increasing the contract by $460,000 to a total not to exceed $778,500.

Q.           Health and Human Services - Social Services Division

Adopt Resolution authorizing application for and acceptance of the Access to Technology grant through the California Department of Aging, and approve associated agreement, in the amount of $204,874, for the term October 1, 2022 through December 31, 2024.

R.           Sheriff

Approve request to ratify application to the Drug Enforcement Administration Domestic Cannabis Eradication/Suppression Program, approve associated agreement and accept award, in the amount of $135,000, for the term October 1, 2022 through September 30, 2023.

S.            Sheriff

Approve addendum to contract with Axon Enterprise, Inc., for certain cloud storage services, revising Exhibit A, Scope of Services and increase the contract by $69,456 to a total not to exceed $313,516, for a term ending June 30, 2027.

T.            Sheriff - Jail

Approve addendum to contract with Elior, Inc. dba Summit Food Service, LLC, to provide emergency kitchen services, increasing the contract by $74,400 to a total not to exceed $299,400.

U.           Transfer of Funds

Public hearing to consider the Kidder Creek Orchard Camp Zone Change (Z-14-01) and Use Permit (UP-11-15) for project located at the west end of South Kidder Creek Road, approximately 2 miles west of State Hwy 3, south of the community of Greenview, CA; APNs 025-370-040 and 380; 024-440-140, 150, 310, 320 and 330; 024-450-390, 400 and 590. (It is anticipated that this item will be continued to April 18, 2023)
