The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            California Department of Fish and Wildlife

Presentation of an update regarding wolf activity and activities at the State level regarding wolf interactions and attacks on livestock.

Adopt Resolution delegating authority for the application and acceptance of grants from the CUPA Forum Environmental Protection Trust Fund for the County Administrator or Community Development Director to submit all grant applications.

B.            County Administration

Approve letter to the California Department of Forestry and Fire Protection expressing support for the CAL FIRE Forest Health Post-Fire Reforestation and Regeneration Grant (McKinney Fire).

C.           County Administration

Approve letter to the California Department of Forestry and Fire Protection expressing support for the CAL FIRE Forest Health Post-Fire Reforestation and Regeneration Grant (Mountain Fire).

D.           District Attorney

Approve request to authorize the Auditor to establish budgets and purpose of Local Innovation Subaccount as detailed in the agenda worksheet, to utilize funds in the amount of $102,700.

E.            Office of Emergency Services

Approve WebEOC subscription agreement with ESi Acquisition, Inc. for use of WebEOC Software-as-a-Service (SAAS) in the Siskiyou County Emergency Operations Center, for the term March 1, 2023 through February 28, 2027, in a total amount not to exceed $83,500.

F.            General Services - Airports

Approve request to apply for annual credits through the California Department of Transportation Aeronautics Program - Aid to Airports Program, for Butte Valley, in the amount of $7,820; Scott Valley, in the amount of $10,000; Siskiyou County, in the amount of $10,000; and Weed Airport, in the amount of $10,000 for the total of $37,820 for FY 2022/2023.

G.           General Services - Airports

Approve Fixed Base Operator Commercial lease with Vali Aviation, LLC, located at the Weed Airport, in the annual base rental amount as detailed in the lease agreement, for the term December 1, 2022 to December 1, 2042.

H.           General Services - STAGE

Approve request to ratify application, authorize acceptance of grant funds from the California Department of Transportation Division of Mass Transportation American Rescue Plan Act grant and approve associated grant agreement, in the amount of $270,000, for the term January 20, 2020 to June 30, 2028.

I.              Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the CHVP SGF Expansion Year 1 (2022-2023) for County of Siskiyou, from the California Home Visiting Program in the amount of $410,917, for the period July 1, 2022 through June 30, 2023.

J.             Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the CLPPP funding for Fiscal Years 2023-2026, for County of Siskiyou, from the Childhood Lead Poisoning Prevention Program, in the amount of $201,000, with spending authority through June 30, 2026.

K.            Health and Human Services - Public Health Division

Approve request to purchase a Mobile Clinic 29' single exam layout, from Mission Mobile Medical, in the amount of $316,973.

L.            Probation Department

Adopt Resolution honoring Assistant Chief Probation Officer Jennifer Villani on the occasion of her retirement.

M.           Public Works

1.         Approve Notice of Completion for work completed by Evans Building and Excavating at Hibbard Field in Yreka CA on February 9, 2023.

2.         Approve request to donate old baseball field lights, removed by Evans Building and Excavating, to the Friends of Hibbard Field 501c3.

N.           Public Works - Road Department

Approve plans and specifications and request to advertise a Request for Bids (RFB) for the Big Springs Road construction project, contract No. 20-06.

O.           Sheriff

Approve addendum to Memorandum of Understanding and agreement with the City of Etna to provide dispatch and records services, increasing the agreement by $20,500 to a total not to exceed $77,432, and extending the term through June 30, 2023.

P.            Transfer of Funds

1.         Accumulated Capital Outlay - Plant Acquisition - $23,240. Requires 4/5 Vote.

2.         Public Health - $316,973. Requires 4/5 Vote.

3.         Public Health COVID-19-47 Crisis Response - $4,212. Requires 4/5 Vote.
