The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Agriculture

Approve Notice of Intent and associated agreement to apply for and accept award from UC Davis Koret Shelter Grant Program, in the amount of $53,000, to purchase an animal transportation vehicle and veterinary spay and neuter services, for the term January 1, 2023 through December 31, 2023.

B.            Community Development

Adopt Resolution rescinding Resolution 17-60 and setting aside the approval of Use Permit UP-16-03 and certification of the associated Final Environmental Impact Report (SCH#2016062056) for a caretaker's residence at 210 Ski Village Drive, Mt. Shasta, CA (Crystal Geyser Project) per the order of the trial court.

C.           County Administration

Approve second addendum to contract with Siskiyou Domestic Violence and Crisis Center, for disbursement of marriage license and domestic violence fees collected, and distribution of Battered Women's Shelter Agency funds, extending the term through June 30, 2023.

D.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County salary schedule and position allocation list and approving new class specifications re Eligibility/Social Services Support Supervisor, General Services Technician I and II, Deputy Director of General Services and Grant Coordinator and various actions as specified in the Resolution, effective February 19, 2023.

E.            County Administration - Personnel

Approve and authorize County Administration to execute side letter agreements between the County of Siskiyou and the Organized Employees of Siskiyou County - Miscellaneous, Management and Professional Units re retention bonus incentives for Child Welfare Services staff in the Health and Human Services Agency.

F.            County Clerk

Approve appointment of Supervisor Valenzuela to the Sierra Nevada Conservancy Governing Board as an active/voting member for 2023/2024.

G.           Office of Emergency Services

Authorize acceptance of the 2021 Emergency Management Performance Grant - American Rescue Plan Act Program (EMPG-ARPA) supplement, in the amount of $60,335 for the subaward performance period July 1, 2021 to June 30, 2023.

H.           General County Fire

Approve FY 22/23 agreement with California Department of Forestry and Fire Protection for staffing of the Hornbrook Station and Yreka Interagency Command Center, in an amount not to exceed $615,334.

I.              General Services

Approve contract with Ray-Mac Mechanical Inc., to provide an Audit Report examining and assessing the Heating Ventilation and Air Conditioning Systems for all County owned facilities, in an amount not to exceed $29,850, for the term February 7, 2023 through June 30, 2023.

J.             Health and Human Services - Public Health Division

Approve addendum to contract with California Health Collaborative Corporation for a county-wide diabetes prevention program, deleting and replacing Exhibit A, increasing compensation by $169,000 to a total not to exceed $211,250 and extending the term through January 31, 2025.

K.            Transfer of Funds

1.         Behavioral Health - Local MHSA - $36,946. Requires 4/5 Votes.

2.         Emergency Services - $60,335. Requires 4.5 Votes.

3.         District Attorney - Public Admin - $29,107. Require 4/5 Votes.

Discussion, direction and possible action re appointment of Eldon Beck and Terry Smith to four year terms on the Grenada Irrigation District Board of Directors in lieu of an election pursuant to CA Elections Code §10515.

Discussion, direction and possible action re request to reaffirm continuation of the Proclamation of Local Health Emergency by the County Health Officer associated with the health and safety issues caused by the destruction of structures from the 2022 McKinney, Mill and Mountain wildland fires.

Discussion and possible direction following staff presentation regarding draft groundwater well application processing guidelines and staff recommendation to share the draft protocol (dictated by the Governor's Executive Order N-7-22) with the local Groundwater Sustainability Agency advisory committees.

Public hearing to consider adopting Resolution approving the Rescission and Re-Entry of Existing Williamson Act Contracts under Application APA-22-16 and finding the project exempt from the California Environmental Quality Act for the Acord Williamson Act Rescission and Re-entry project.

Public hearing to consider adopting Resolutions approving the Rescission and Re-Entry of Existing Williamson Act Contracts under Application APA-22-15 and approving an Amendment to Two Existing Agricultural Preserves and finding the project exempt from the California Environmental Quality Act for the Shasta Valley Holdings Williamson Act Rescission and Re-entry and Agricultural Preserve Amendment project.
