The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Agriculture

Authorize the Agricultural Department to apply for California Department of Fish and Game Interim Wolf Livestock Loss Carcass Compost Grant for the implementation of the carcass composting pilot project in the amount of $23,500 and approve acceptance of grant if awarded and authorize Auditor to appropriate budget.

B.            Community Development

Contract with Mintier Harnish for a comprehensive General Plan Update, Environmental Impact Report (EIR) and associated Zoning Code Amendments for the term January 17, 2023 through August 31, 2025 in an amount not to exceed $999,318.

C.           County Administration

Approve contract with Vestra Resources, Inc. to increase GIS parcel boundary accuracy and create a Parcel Fabric for County use for the term January 23, 2023 through June 30, 2024 in an amount not to exceed $137,926.

D.           County Administration

Approve letter in support of Supervisor Ray Haupt's application to serve on the Northwest Forest Plan Federal Advisory Committee.

E.            County Administration - Personnel

Authorize County Administration to execute a side letter between the County of Siskiyou and the Sheriffs Management Unit for Duty Commander Pay and Extra Shift Premium Pay effective January 22, 2023 with both provisions expiring on June 24, 2023.

F.            County Counsel

Approve Fourth Addendum to professional services retention agreement with Abbott & Kindermann, Inc., increasing the agreement by $25,000 for a total not to exceed $120,000.

G.           Emergency Services

Ratification of a Proclamation of Local Emergency by the Director of Emergency Services related to winter storms and flooding within the County.

H.           General Services

Approve contract with Ray-Mac Mechanical Inc. for the replacement of the Heating Ventilation and Air Conditioning Systems at the Community Development Building effective January 17, 2023 in an amount not to exceed $18,975.

I.              General Services

Approve contract with Ray-Mac Mechanical Inc. for the replacement of the Heating Ventilation and Air Conditioning Systems at the Farm Advisory Building effective January 17, 2023 in an amount not to exceed $32,950.

J.             General Services

Approve contract with Ray-Mac Mechanical Inc. for the replacement of the Heating Ventilation and Air Conditioning Systems at the Happy Camp Substation effective January 17, 2023 in an amount not to exceed $11,400.55.

K.            Health and Human Services - Behavioral Health Division

Approve Lease Agreement with Jaskarn Johal for the real property located at 1200 S, Main St, Yreka, CA for the purpose of providing government funded low-barrier homeless shelter and treatments services for an initial six month term ending June 30, 2023 in an amount not to exceed $42,000.

L.            Health and Human Services - Public Health Division

Approve First Addendum to Contract with Prevent Child Abuse America/Healthy Families America (HFA) to provide training and technical assistance to all home visitors, Supervisors and Program Managers for the term October 1, 2019 through March 31, 2025 in an amount not to exceed $42,875.

M.           Health and Human Services - Public Health Division

Approve the FY 22/23 contract for the Children's Medical Services (CMS) Plan that consists of three programs:  California Children's Services, Child Health & Disability Prevention, and the Health Care Program for Children in Foster Care in an amount not to exceed $270,909.

N.           Health and Human Services - Social Services Division

Approve the First Addendum to the Contract with Redwood Toxicology Laboratory, Inc. to provide substance abuse testing for client services for the term July 1, 2022 through June 30, 2024 in an amount not to exceed $270,000.

O.           Health and Human Services - Social Services Division

Approve the First Addendum to the Medi-Cal Privacy and Security Agreement with the California Department of Health Care Services Agreement to establish statewide minimum criteria and procedures for handling physical and electronic data containing Personally Identifiable Information inherent in the determination of Medi-Cal eligibility for the term September 1, 2019 through March 1, 2024.

P.            Probation

Approve the First Addendum to contract with Relias Learning, LLC agreement to provide supplemental online training, with the necessary Standard and Training for Corrections accreditation that meets the mandated requirement for department staff for the term December 1, 2022, through November 30, 2027 in an amount not to exceed $121,745.73.

Q.           Sheriff

Approve agreement with PropertyRoom.com, Inc. to provide auction services related specifically to firearms booked into evidence at the rates specified in the contract.

R.           Siskiyou Economic Development Council

Adopt Resolution supporting renewal of the Siskiyou County Recycling Market Development Zone (RMDZ).

S.            Transfer of Funds

1.         Information Technology - $221,922.  Requires 4/5 Vote.

2.         Inmate Health - $115,000.  Requires 4/5 Vote.

3.         Community Development Block Grant - $8,218.  Requires 4/5 Vote.

4.         Community Development Block Grant - $60,000.  Requires 4/5 Vote.

Presentation regarding the rehabilitation efforts in Yreka's West Miner Historic District which includes Yreka's Carnegie Library.

Discussion, direction and possible action re request to reaffirm continuation of the Proclamation of Local Health Emergency by the County Health Officer associated with the health and safety issues caused by the destruction of structures from the 2022 McKinney, Mill and Mountain wildland fires.
