The Siskiyou
County Board of Supervisors welcomes you to this meeting. This agenda contains
a brief general description of each item to be considered. If you wish to speak
on an item on the agenda, please complete a Speaker’s Card identifying the
item(s) and return it to the Board Clerk. If you wish to speak on a matter that
does not appear on the agenda, you may do so during the Public Comment period.
Persons speaking during Public Comment will be limited to three minutes, or
depending on the number of persons wishing to speak, it may be reduced to allow
all members of the public the opportunity to address the Board. Except as
otherwise provided by law, no action or discussion shall be taken/conducted on
any item not appearing on the agenda. When addressing the Board, please state
your name for the record prior to providing your comments. Please address the
Board as a whole through the Chair. Comments to individual Supervisors or staff
are not permitted.
The Board may take action sitting as the Board of
Supervisors and as the governing body of: Siskiyou County Flood Control and
Water Conservation District Board, Siskiyou Power Authority, County Service
Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport
Land Use Commission, and In Home Supportive Services Public Authority.
Availability of Public Records. All public records related to an open session item on
this agenda, which are not exempt from disclosure pursuant to the California
Public Records Act, that are distributed to a majority of the legislative body
will be available for public inspection at 311 Fourth Street, Room 201, Yreka
CA 96097 at the same time that the public records are distributed or made

request for Melissa Cummins, Deputy County Administrator – Personnel and Risk
Management Officer, to act as the Interim Executive Director for the Siskiyou
County Local Transportation Commission (SCLTC), effective October 19, 2022, and
until appointment of a successor to the position.

Approve
letter to the California Public Utilities Commission stating continued support
of the 2-1-1 dialing code in Siskiyou County.

Adopt
Resolution amending the Siskiyou County Position Allocation List, regarding
Transportation Services Coordinator and Transportation Services Manager,
effective November 13, 2022 and amending Footnote F017, effective October 16,
2022.

Approve
application to the California State Library for the Zip Books Program grant and
accept awarded funds, in the amount of $17,753 for Fiscal Year 2022-2023.

Airports
Approve
ground lease agreement with Nelson Harding for Hangar #A at the Scott Valley
Airport, at the annual base rent of $1,098.24, increasing as detailed in the
agreement, for the term July 11, 2022 through July 10, 2052.

Approve FY
22/23 contract with TEACH, Inc., to provide Prevention and Early Intervention
services to at risk populations, in an amount not to exceed $164,928.

Approve
agreement with the Board of State and Community Corrections for the Proposition
47 grant, in a total not to exceed $2,148,353, for the term September 1, 2022
through June 1, 2026.

Intergovernmental Transfer (IGT) Agreement regarding transfer of public funds
with the California Department of Health Care Services, to transfer up to a
maximum funding of $135,004, for the period January 1, 2021 through December

Approve
addendum to contract with Les Hall, deleting and replacing Exhibit A - Scope of
Services, and increasing the contract by $1,090.90 to a total not to exceed

Adopt
Governing Body Resolution authorizing the County Administrator, or Deputy
County Administrator, or Director of Emergency Services, or Auditor-Controller
to take any actions necessary for the purpose of obtaining federal financial
assistance provided by the federal Department of Homeland Security and
sub-awarded through the State of California.

Approve
addendum to contract with Kitt Murrison, Ph.D., to provide psychological
evaluations/assessments for those seeking employment, deleting and replacing
Exhibit A - Scope of Services, and extending the term through June 30, 2023.

addendum to Memorandum of Understanding and Agreement with the City of Tulelake
for dispatch and records services, increasing compensation by $9,880 to a total
