The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Approve Master Services agreement with DocuSign, Inc. to provide certain services, in an amount not to exceed $37,624.80, for the term September 28, 2022 through September 27, 2023.

B.            County Administration

Adopt Resolution to recognize Childhood Cancer Awareness Week in Siskiyou County, November 6th through November 12th.

C.           County Administration

Approve Memorandum of Understanding with the Governor's Office of Emergency Services (OES) of the State of California of the United States of America, for assistance from Cal OES for fire survivors impacted by the Mill Fire, including an emergency sheltering program, for a term ending March 31, 2023.

D.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Position Allocation List, re Building Plans Examiner, Building Inspector III, Building Maintenance Worker III, Fiscal Technician II, Senior Legal Secretary, Deputy Director of Admin Services, and Deputy Director of Road/Bridge Services, effective October 30, 2022.

E.            County Museum

Approve Memorandum of Understanding (MOU) with the Friends of the Museum detailing the framework for operations using volunteers as detailed in the MOU, for the term July 1, 2021 through June 30, 2025.

F.            General Services - Airports

Approve addendum to airport ground lease with Duane Brooks for a hangar located at the Weed Airport, extending the hangar footprint and increasing the annual base rent as detailed in the addendum, for the term September 10, 2022 through September 9, 2025.

G.           General Services/County Jail

Approve contract with Inline Fence Construction Sole Proprietor for installation of chain link fencing at the Siskiyou County Jail employee parking, in an amount not to exceed $79,260, effective October 18, 2022.

H.           Health and Human Services - Behavioral Health Division

Approve contract with BHC Sierra Vista Hospital, Inc. dba Sierra Vista Hospital, to provide 24 hour inpatient psychiatric services to certain patients, at the rates specified in Exhibit A, for the term July 1, 2020 through June 30, 2025.

I.              Health and Human Services - Behavioral Health Division

Approve amendment to California Mental Health Services Authority participation agreement for Performance Improvement Projects support, increasing the funding by $46,875 to a total project cost of $62,425.

J.             Health and Human Services - Behavioral Health Division

Approve amendment to Mental Health Services Oversight and Accountability Commission grant agreement, increasing the funding by $674,751 to a maximum award of $3,174,751 and extending the term through December 31, 2026.

K.            Health and Human Services - Behavioral Health Division

Approve contract with Marin General Hospital Corp. dba MarinHealth & MarinHealth Medical Center to provide 24 hour inpatient psychiatric services to certain patients, at the rates specified in Exhibit A, for the term December 1, 2021 through June 30, 2026.

L.            Probation

Approve FY22/23 contract with J. Reid McKellar, Ph.D., A Psychology Corporation, to provide psychological evaluations for minors, at the rates specified in Exhibit A.

M.           Probation

Approve addendum to Memorandum of Understanding between Siskiyou County Superior Court and Siskiyou County Probation Department, adding procedures required to manage major purchases for both parties as detailed in the addendum.

N.           Sheriff

Approve addendum to contract with Siskiyou Hospital Inc. dba Fairchild Medical Center, deleting and replacing Exhibit A, Scope of Services to revise rates and extending the term through June 30, 2025.

O.           Transfer of Funds

1.         Plant Acquisition - $5,860. Requires 4/5 Vote.

2.         Road Department - $10,500. Requires 4/5 Vote.

Discussion, direction and possible action re Siskiyou County's Local Assistance and Tribal Consistency Fund (LATCF) allocation, established by Section 605 of the Social Security Act, as added by Section 9901 of the American Rescue Plan Act of 2021 and request to designate one Board member to the LATCF work group.

B.            Community Development/Office of Emergency Services

Discussion, direction and possible action re Urgency Ordinance establishing requirements for the removal of fire damaged debris from private property following the 2022 Siskiyou County fire disasters.

A.            Community Development - Planning Division

Public hearing for the first reading of an ordinance reclassifying approximately 691 acres of land south and west of the community of Grenada, from Prime Agricultural (AG-1) and Non-Prime Agricultural, 40 acre minimum (AG-2-B-40) to Timberland Production District (TPZ) on APNs 022-010-200 and 022-010-220; Township 43 North, Range 7 West, Section 1, MDB&M, for the Dobson Zone Change (Z-21-08) Project.

B.            Health and Human Services - Behavioral Health Services

Public hearing to consider amending the Mental Health Service Act Annual Update, Innovation Section, and request to authorize the Department to proceed with the Electronic Health Record Multi-County Innovation Project Amendment.

C.           Health and Human Services - Behavioral Health Division

Public hearing to consider Resolutions authorizing the application and adopting the PLHA Plan for the Permanent Local Housing Allocation Program, for the cities of Yreka, Weed, Mount Shasta, Montague, Etna, Dunsmuir and Dorris and the Town of Fort Jones to delegate their allocations to the County and approving associated agreements with each jurisdiction, for a total grant amount of up to $3,673,117.
