The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve addendum to General Retainer Agreement with Olson Remcho, LLP (Fairchild Medical Center litigation proceedings), increasing compensation by $105,000, to a total not to exceed $290,000.

B.            County Administration

Approve request to authorize Shelly Davis, Director of Public Health, to enter into a professional services contract with the County of Del Norte for consultation services pertaining to the Jail and Juvenile Hall facilities' medical program.

C.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule, Position Allocation List and approving new job class specification for Disaster Services Coordinator, and correcting rates for Permit Technician II classification, effective October 2, 2022.

D.           County Counsel

Approve request to ratify letter to the State Water Resources Control Board, North Coast Regional Water Quality Control Board and California Department of Fish and Wildlife expressing renewed request for Cannabis Priority Watershed Status and Immediate Inspection and Enforcement Attention for the Shasta River Watershed.

E.            General Services - Airports

Adopt Resolution authorizing the ratification of two FAA Airport Improvement Program (AIP) grants for the implementation of the Pavement Maintenance Management Program (PMMP) and the Airport Layout Plan (ALP) at Siskiyou County Airport and authorizing acceptance of the allocation, in the total amount of $632,977.

F.            General Services - Airports

Approve addendum to Fixed Base Operation lease with Eagle's Nest Aviation Service, LLC, amending the amount of rent payable as detailed in the addendum, effective October 4, 2022.

G.           General Services - Airports

Approve Assignment of Rights and Assumption of Obligations under Fixed Base Operation Lease at the Weed Airport by and between Eagle's Nest Aviation Services, LLC and Vali Aviation, LLC as detailed in the agenda item.

H.           General Services - Airports

Approve agreement for emergency use of facilities with CalFire for the Fixed Base Operation at the Siskiyou County Airport for use as Helibase Management Office, Crew Rest/Recovery, at the rate of $250 per day, for the term July 1, 2022 through June 30, 2025.

I.              General Services - Airports

Approve agreement for emergency use of facilities with CalFire for Helicopter Operations Base for parking helicopters at the Weed, Siskiyou, Scott Valley and Butte Valley Airports, at the rate of $150 per day per helicopter, for the term July 1, 2022 through June 30, 2025.

J.             General Services - Communications

Approve contract with Pacific Electrical Contractors, Inc., to provide emergency repair and replacement of the high voltage electrical cable at Harvey Jones Butte repeater, in a total amount not to exceed $162,246, with work to be completed within 267 calendar days from October 4, 2022 start date.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with North American Mental Health Services, a Corporation, deleting and replacing Exhibit A, Scope of Services, adding Telemedicine Nursing Support Services as detailed in the addendum.

L.            Health and Human Services - Social Services Division

Approve amendment to training service agreement with The Regents of the University of California, Davis (UC Davis), amending the Services and Payment Sections of the agreement as detailed in Exhibit A-1 in the amendment.

M.           Sheriff

Approve addendum to Memorandum of Understanding and agreement to provide law enforcement services with the City of Dunsmuir, increasing the compensation by $416,000, to a total not to exceed $1,664,000 and extending the term through June 30, 2023.

Public hearing to consider adopting a Resolution for proposed changes to Siskiyou County's Guidelines for establishing and administering Agricultural Preserves and Williamson Act Contracts. (It is anticipated that this item will be continued to October 18, 2022)

Continued public hearing to consider proposed amendments to two agricultural preserves and rescission of a portion of two Williamson Act contracts with subsequent reentry in order to consolidate all property under one preserve and one contract for property located east of the community of Macdoel, CA, for the Matthew and Audrey Parsons Trust Agricultural Preserve Amendment and Williamson Act contract rescission and reentry project (APA-22-02).
