The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Public hearing to consider adoption of the FY 22/23 Mental Health Services Act (MHSA) Annual Plan Update.

B.            PUBLIC HEARING - (For budget purposes only the Board of Supervisors will be conducting business as: the Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority).

COUNTY ADMINISTRATION - Public hearing to consider adoption of the Fiscal Year 22/23 Adopted Budget, including the following:

1.         Adopt Resolution specifying the amount of appropriation approved in the Fiscal Year 2022-2023 Adopted Budget and approving all additions and deletions to the Recommended Budget for Fiscal Year 2022-2023, of which includes financing uses by unit, intrafund transfers by unit, transfers out by fund, appropriations for contingencies by fund, provisions for restricted and committed accounts by fund and purpose, and financing sources, in the amount of $361,064,432; and

2.         Adopt Resolution amending the Siskiyou County Salary Schedule, Personnel Allocation list, and approve new class specifications; and

3.         Adopt the County Statement of Allocated Positions and Salary Schedules.

6.            CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet. A.            AGRICULTURE

Approve contract with Patrick Griffin to provide Wolf management services, at the rates specified in Exhibit A, for the term October 1, 2022 through June 30, 2027.

B.            AGRICULTURE

Approve FY 22/23 cooperative agreement with California Department of Food and Agriculture for nursery inspection services, in a total amount not to exceed $97,746.

C.           COUNTY ADMINISTRATION

Approve amendments to County Contracting and Purchasing Policy and Procedures, as specified in Sections 2.3 - Contracting Authority under Director of Emergency Services and Section 5.1 - Goods or Services Totaling $5,000 or Less.

D.           DISTRICT ATTORNEY

Adopt Resolution authorizing the District Attorney's Office to apply for, accept and manage the County Victim Services (XC) Program grant, in the amount of $136,826, from the California Governor's Office of Emergency Services, effective January 1, 2023 through December 31, 2023.

E.            DISTRICT ATTORNEY

Approve addendum to contract with Denise Wheeler, R.N. to provide medical examination services related to the Sexual Assault Response Team, increasing the rate for each examination to $911 and extending the term through June 30, 2025.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Northern Valley Catholic Social Service, for oversight and program facilitation at the Six Stones Wellness Center, increasing the contract by $41,000 to a total not to exceed $781,000, for Fiscal Year 22/23.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 22/23 contract with James Coles aba Housing Tools, to provide consultation services related to housing development projects, in an amount not to exceed $57,360.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve participation agreement with California Mental Health Services Authority for the Semi-Statewide Enterprise Health Record Program, in a total not to exceed $1,132,712.01, as detailed in the agreement, for a term ending March 18, 2029.

I.              HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the Proposition 47 grant award from the Board of State and Community Corrections to implement Project Base Camp homeless shelter located in Yreka, in an amount not to exceed $2,595,948, for the term September 1, 2022 through June 1, 2026.

J.             PUBLIC WORKS

Approve contract with Evans Building and Excavating, Inc., to provide Hibbard Baseball Field renovation services, in a total amount not to exceed $211,856.06, with work to be completed within 80 calendar days from September 26, 2022 start date.

K.            SHERIFF

Approve FY 22/23 agreement with the Siskiyou Joint Community College District for the Sheriff to provide certain Administration of Justice Program services, in an amount not to exceed $120,000.

L.            SHERIFF

Approve addendum to Memorandum of Understanding and agreement with the City of Montague for the Sheriff to provide law enforcement services, revising certain language as specified in the addendum, extending the term through June 30, 2023 and increasing the contract by $213,200 to a total not to exceed $852,800.

M.           SHERIFF

Adopt Resolution honoring the Siskiyou County Sheriff's K-9 "Aron" upon his retirement and approve the transfer of ownership to his handler Lt. Tharsing, effective October 2nd, 2022, in the amount of $1.00.

Discussion, direction and possible action re first reading of an Ordinance amending gate fees at various Siskiyou County solid waste facilities. (Continued from September 6, 2022)

1.         Approve request to place one 1997 Freightliner Water Tender, valued at $15,000 on surplus property list.

2.         Approve request to trade surplussed 1997 Freightliner Water Tender toward the purchase of one 2007 Ford F-750 Water Tender in a lump sum of $75,000.

Review status of local emergency related to Mud Creek Debris Flows declared by the Director of Emergency Services on July 27, 2022; action to extend or terminate local emergency.

Appoint one member to the scheduled vacancy on the Far Northern Coordinating Council, for a two- or three-year term ending in February 2024 or 2025. (Continued from March 1, 2022)

B.            COUNTY CLERK

1.         Appointment of one member to an unscheduled vacancy on the Henley-Hornbrook Cemetery District for a term ending January 5, 2026. (Continued from September 6, 2022)

2.         Appointment of two members to the scheduled vacancies on the Henley-Hornbrook Cemetery District for terms ending January 1, 2024. (Continued from September 6, 2022)

C.           COUNTY CLERK

Appointment of one member to the scheduled vacancy on the Mayten Fire Protection District for a term ending August 15, 2026.

D.           COUNTY CLERK

Appointment of one member to the Public Health Solid Waste Hearing Panel, Public-At-Large position, for a term ending September 12, 2026.

A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the License Surrender Proceedings for the Lower Klamath Project: Federal Energy Regulatory Commission proceedings: No. P-2082-063 and 14803-001.

B.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: National Prescription Opiate Litigation, United States District Court for the Northern District of Ohio, Case No. 1-17-MD-2804.

C.           Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: We Advocate Thorough Environmental Review, et al. v. County of Siskiyou, et al., Siskiyou County Superior Court, Case No. SCCV PT 18-0041.
