The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. A.            AGRICULTURE

Approve contract with the Bureau of Land Management for control of noxious weeds as detailed in the contract, in an amount not to exceed $87,693, for the term July 1, 2022 through April 30, 2025.

B.            ASSESSOR - RECORDER

Approve addendum to contract with Iron Mountain Information Management, LLC to provide storage for archival records, extending the term through June 30, 2023 and amending the Pricing Schedule as detailed in the addendum.

C.           AUDITOR-CONTROLLER

Adopt Resolution setting tax rate for 2022/2023 fiscal year as $1.00 per hundred dollars of appraised valuation and setting FY 22/23 debt rates.

D.           AUDITOR - CONTROLLER

Adopt Resolution setting Gann expenditure limitations (Prop 4 Gann limit) for 2022-2023, in the amount of $65,699,150.

E.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve addendum to professional services retention agreement with Abbott & Kindermann, Inc., related to the WATER vs. County of Siskiyou court case, increasing the compensation by $10,000 to a total not to exceed $155,000, with Crystal Geyser responsible for reimbursing the County for costs associated with said services.

F.            COUNTY ADMINISTRATION

Approve contract with Koff & Associates, a Division of Gallagher Benefit Services, Inc., to conduct a staff compensation study, in an amount not to exceed $93,225, for the term July 1, 2022 through December 31, 2022.

G.           COUNTY ADMINISTRATION

Approve contract with North State Security, Inc., to provide security services in/around County owned/occupied buildings, in an amount not to exceed $60,000, for the term September 6, 2022 through June 30, 2023.

H.           COUNTY ADMINISTRATION

Approve request to ratify letter to the National Oceanic and Atmospheric Administration expressing support for California Trout's Shasta River SHA Habitat Improvement Design and Implementation Project.

I.              COUNTY ADMINISTRATION

Adopt Resolution recognizing National Hunting and Fishing Day, September 24, 2022.

J.             COUNTY ADMINISTRATION

Approve request to ratify letter to California Governor Gavin Newson, encouraging a veto of Assembly Bill (AB) 1951 (Grayson) sales and use tax: exemptions: manufacturing.

K.            COUNTY ADMINISTRATON - PERSONNEL

Approve request to reinstate Steven Serdahl as Transportation Services Coordinator at Step 4 of the salary schedule, effective September 4, 2022.

L.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Position Allocation List and Salary Schedule, with regard to Communications Dispatch Coordinator, Intern and Staff Services Analyst III positions, as detailed in the Resolution, effective September 4, 2022.

M.           COUNTY CLERK

Adopt Resolution updating the Conflict of Interest Code and designating members and employees in all County Departments, Special Districts and School Districts.

N.           COUNTY CLERK

Approve Assignment of Contract between Municipal Code Corporation and CivicPlus, LLC, related to codification services of the County's Code of Ordinances.

O.           COUNTY COUNSEL

Approve addendum to professional services retention agreement with Abbott & Kindermann, Inc., for the Spencer litigation, increasing the agreement by $40,000 to a total not to exceed $95,000.

P.            COUNTY JAIL

Approve Jail food services agreement with Elior, Inc. dba Summit Food Service, LLC, to provide emergency kitchen services at the Siskiyou County Jail, in an amount not to exceed $225,000, for a term through March 1, 2023.

Q.           DISTRICT ATTORNEY

Approve addendum to contract with Thomson Reuters for legal software services, increasing the contract by $30,574, to a total not to exceed $82,836 and extending the term through September 6, 2024.

R.           DISTRICT ATTORNEY

Approve addendum to contract with Abigail McClain-Smith, R.N. to provide medical examination services related to the Sexual Assault Response Team, increasing the rate for each examination to $911.

S.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Sacramento Behavioral Healthcare Hospital, LLC, to provide 24-hour inpatient psychiatric services, at the rates specified in Exhibit A, for the term July 1, 2022 through June 30, 2026.

T.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Thomas Milam MD, Inc. dba Iris Telehealth Medical Group to provide tele-psychiatric treatment and medical director services to the County, at the rates specified in Exhibit A, for the term July 1, 2022 through June 30, 2024.

U.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve amendment to Letter of Agreement with Bay Psychiatric Associates for emergency client placement, with regard to Pro Fee rates for beneficiary placement SCA/LOA, as detailed in the letter.

V.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve modification to subcontract agreement with Advocates for Human Potential, Inc., for the Behavioral Health Mobile Crisis and Non-crisis Services, replacing the Business Associate Agreement and deleting certain language as detailed in the modified agreement.

W.          HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve agreement with California Department of Health Care Services, to provide specialty mental health services to Medi-Cal beneficiaries, as detailed in the agreement for the term July 1, 2022 through June 30, 2027.

X.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve amended grant agreement with the California Department of Public Health for the CalFresh Healthy Living Program, increasing compensation to a total not to exceed $600,000 for an amended term October 1, 2019 through September 30, 2023.

Y.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the PATH Justice Involved Capacity Building Round 1 Program for County of Siskiyou, allocation amount of $50,000 with spending authority through June 30, 2023.

Z.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the Future of Public Health Funding - Award Number FoPH-050 for the County of Siskiyou, allocation amount of $538,801 with spending authority through June 30, 2024.

AA.        HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve Memorandum of Understanding between Siskiyou County Health and Human Services Agency and District Attorney for prevention, detection and investigation of welfare fraud related to issuance of CalWORKs, CalFresh, Medi-Cal, County Medical Services and General Assistance Programs benefits, at the rates identified in Exhibit A, for the term July 1, 2022 through June 30, 2027.

BB.        HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve Memorandum of Understanding between Siskiyou County Health and Human Services Agency and District Attorney for prosecution of crimes against the CalWORKs and CalFresh Programs, in an amount not to exceed $125,000 for the term July 1, 2022 through June 30, 2027.

CC.        OFFICE OF EMERGENCY SERVICES

Approve request to accept the 2021 Homeland Security Grant, in the amount of $118,727 from California Governor's Office of Emergency Services.

DD.        OFFICE OF EMERGENCY SERVICES

Approve request to ratify Proclamation proclaiming a state of emergency (McKinney Fire Debris Flows) related to flash flooding in the McKinney Fire burn scar area.

EE.        PROBATION

Approve contract with Redwood Toxicology Laboratory, Inc., to provide drug screening services at the rates specified in Exhibit A, for the term July 1, 2022 through June 30, 2024.

FF.         PROBATION

Approve addendum to contract with The Machine Cleaning, LLC to provide janitorial services at Adult and Juvenile facilities, located on Juvenile Lane and Sharps Road, Yreka CA, deleting and replacing Exhibit A - Scope of Services, increasing the contract by $23,640 to a total not to exceed $70,440 and extending the term through June 30, 2024.

GG.       TRANSFER OF FUNDS

1.         Planning Projects - $10,000. Requires 4/5 Vote.

A.            GRENADA IRRIGATION DISTRICT

Discussion, direction and possible action re request for the Board of Supervisors to call a Special Election for the Grenada Irrigation District to be held on December 5, 2022.

Presentation re highway connectivity projects and an update concerning the Hwy 97 wildlife crossing proposal. (Continued from August 2, 2022)

Presentation of an update re Tourism Business Improvement District (TBID) lodging occupancy, lodging review, tourism trends, and marketing. (Continued from August 2, 2022)

Presentation of an update re work related to business relief programs, business services, and business attraction strategies. (Continued from August 2, 2022)

Presentation re a fuels reduction project around Medicine Lake and an update concerning activities in the Modoc National Forest.

Discussion, direction and possible action re the following:

1.         Resolution adopting the comprehensive Memorandum of Understanding (MOU) with the Organized Employees of Siskiyou County (OESC) – Professional Unit and implementing the provisions thereof, for the term October 2, 2022 through February 5, 2024.

2.         Resolution amending the Siskiyou County Salary Schedule, associated with the OESC - Professional Unit MOU, effective October 2, 2022, October 1, 2023 and December 24, 2023.

B.            COUNTY ADMINISTRATION - PERSONNEL

Discussion, direction and possible action re the following:

1.         Resolution adopting the comprehensive Memorandum of Understanding (MOU) with the Organized Employees of Siskiyou County (OESC) – Management Unit and implementing the provisions thereof, for the term October 2, 2022 through September 27, 2025.

2.         Resolution amending the Siskiyou County Salary Schedule, associated with the OESC - Management Unit MOU, effective October 2, 2022, October 1, 2023 and September 29, 2024.

Discussion, direction and possible action re the following:

1.         Resolution adopting the comprehensive Memorandum of Understanding with the Deputy Sheriffs' Association and implementing the provisions thereof, for the term October 2, 2022 through September 21, 2024.

2.         Resolution amending the Siskiyou County Salary Schedule, associated with the Deputy Sheriffs' Association Memorandum of Understanding, effective October 2, 2022 and October 1, 2023.

D.           COUNTY ADMINISTRATION - PERSONNEL

Discussion, direction and possible action re first reading of an ordinance amending Section 2-6.10 of Chapter 6 of Title 2 of the Siskiyou County Code regarding salary and benefits for the Siskiyou County Board of Supervisors (Continued from July 12, 2022).

Discussion, direction and possible action re first reading of an Ordinance amending gate fees at various Siskiyou County solid waste facilities.
