The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            ASSESSOR - RECORDER

Approve FY 22/23 agreement with Megabyte Systems Inc. to provide MPTS Property Tax System Maintenance and support services, in an amount not to exceed $186,061.85.

B.            COUNTY ADMINISTRATION

Approve request to revise/amend the Siskiyou County Contracting and Purchasing Policy and Procedures as detailed in the agenda item, effective August 2, 2022.

C.           COUNTY ADMINISTRATION

Approve letter to Senators Umberg and Eggman concerning Senate Bill 1338: Community Assistance, Recovery, and Empowerment (CARE) Court Program.

D.           COUNTY ADMINISTRATION

Approve request to ratify letter to the National Fish and Wildlife Foundation in support of the proposed CalTrans Shasta Klamath (CA) Wildlife Connectivity Project.

E.            COUNTY ADMINISTRATION

Approve letter to CORE Response expressing support for CORE Response Pilot Project to conduct fire safe projects in the Dunsmuir and similar areas within Siskiyou County.

F.            COUNTY ADMINISTRATION

Approve letter to the United States Forest Service regarding Hazardous Fuels Funding Priorities and requesting the increased budget be focused on wildfire reduction and forest health projects, as well as drawing attention to the County's desire to utilize its Master Stewardship Agreement.

G.           COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Position Allocation List revising allocated positions in various County Departments as specified in the Resolution, effective August 7, 2022.

H.           COUNTY LIBRARY

Approve agreement with Columbia Telecommunications Corporation (CTC Technology and Energy) for the provision, installation and maintenance of Advanced Network (data) services, for coordination of Broadband services to County Library branches, in an amount not to exceed $127,906, for the term July 1, 2022 through June 30, 2026.

I.              COMMUNITY DEVELOPMENT - PLANNING DIVISION

1.         Adopt Resolution for submission of an application for the 2022/2023 CalRecycle Farm and Ranch Solid Waste Cleanup and Abatement Grant Program, for a grant in the amount of $200,000.

2.         Adopt Resolution authorizing submittal of application(s) for all CalRecycle Grant and Payment Programs for which Siskiyou County is eligible.

J.             DISTRICT ATTORNEY

Approve master agreement with Kelley Connect for lease of two Xerox copiers, at the monthly rate of $396 plus tax, for a 60 month term effective September 1, 2022.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve Memorandum of Understanding with the Siskiyou County Office of Education for implementation of the School-Based Mental Health and Wellness Program, for use of grant funds in the amount of $1,531,219, for the term April 12, 2022 through June 30, 2026.

L.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve contract with Jones Carpet Cleaning and Janitorial, LLC, to provide janitorial and cleaning maintenance services for various HHSA Housing Unit Trailers located at Cove Mobile Villa, 6431 Old Hwy 99 Yreka, CA, at the rates specified in the contract, for the term July 1, 2022 through June 30, 2024.

M.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the COVID-19 ELC Enhancing Detection and COVID-19 ELC Enhancing Detection Expansion funding for County of Siskiyou, with the funding periods modified to May 18, 2020 through July 31, 2024 and January 15, 2021 through July 31, 2024, respectively.

N.           OFFICE OF EMERGENCY SERVICES

Approve request to ratify Proclamation of the County of Siskiyou proclaiming a state of emergency (Mud Creek debris flows) signed by the Director of the Office of Emergency Services.

O.           SHERIFF

Approve request to update allowable expenses with regard to the Sheriff's budget (1002-202010) and the Search and Rescue discretionary fund (1003-202228) as detailed in the agenda worksheet to provide expense separation between the two.

P.            TRANSFER OF FUNDS

1.         Fuel Services - $116,909. Requires 4/5 Vote.

Public hearing for the second reading of an Ordinance amending Chapter 1 of Title 2 of the Siskiyou County Code adopting Sections 2-1.18 through 2-1.26 related to administration of County Airports. (Continued from July 12, 2022)

Continued public hearing to consider proposed amendments to two agricultural preserves and rescission of a portion of two Williamson Act contracts with subsequent reentry in order to consolidate all property under one preserve and one contract for property located east of the community of Macdoel, CA, for the Matthew and Audrey Parsons Trust Agricultural Preserve Amendment and Williamson Act contract rescission and reentry project (APA-22-02).
