The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            COUNTY ADMINISTRATION

Approve letter to the Siskiyou County Superior Court providing County responses to the FY 2021/2022 Civil Grand Jury Report, topics including the County budget process, Deadwood Conservation Camp, illegal cannabis, Code Enforcement and the Siskiyou County Jail.

B.            COUNTY ADMINISTRATION

Approve three letters to the Klamath National Forest in support of projects within the 2022 second quarter Schedule of Proposed Action (SOPA).

C.           COUNTY ADMINISTRATION

Adopt Proclamation honoring volunteer Firefighting and Emergency Personnel in Siskiyou County.

D.           COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution delegating authority to submit applications for disability retirement or industrial disability retirement or make determinations for employees of the County to the Deputy County Administrator-Personnel and Risk Management Officer or the County Administrator.

E.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution fixing the employer contribution under the Public Employees' Medical and Hospital Care Act at an equal amount for employees and annuitants with respect to a recognized employee organization for the Siskiyou County Correctional Peace Officer Association (SCCPOA).

F.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution fixing the employer contribution under the Public Employees' Medical and Hospital Care Act at an equal amount for employees and annuitants with respect to a recognized employee organization for the Elected Department Heads.

G.           COUNTY ADMINISTRATION - PERSONNEL

Approve request to ratify/adopt Resolution amending the Siskiyou County Salary Schedule revising pay range for various Communications Dispatcher positions, effective July 10, 2022.

H.           COUNTY CLERK

Approve requests from the cities of Dorris, Dunsmuir, Etna, Montague, Mt Shasta, Tulelake, Weed, Yreka and the Town of Fort Jones; as well as the Community Services Districts of Happy Camp, Tennant, Lake Shastina and McCloud, Fire Protection Districts of Happy Camp, Montague, Mt Shasta, South Yreka and Tulelake Multicounty, Weed Recreation and Parks District and Tulelake Irrigation District, to consolidate their elections with the Statewide General Election and authorize the County Clerk to provide necessary election services.

I.              COMMUNITY DEVELOPMENT

Approve addendum to contract with Prentice Long PC, to provide certain legal services related to illegal cannabis cultivation, increasing compensation by $50,000 to a total not to exceed $100,000.

J.             DUNSMUIR RECREATION AND PARKS DISTRICT

Approve request to adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $60,000 to the Dunsmuir Recreation and Parks District, which loan shall be repaid to the County on or before April 10, 2023.

K.            GENERAL SERVICES - SANITATION

Approve addendum to contract with Scott Valley Disposal for Salmon River area waste hauling services, repealing Exhibits A, B and C replacing with Exhibit D, increasing compensation as detailed in the addendum to an amount not to exceed $531,341.49 and extending the contract through June 30, 2025.

L.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve addendum to contract with Harold's Cleaning, revising Exhibit A - Scope of Services to include services at 1275 S. Main Street, Yreka CA, Buildings B and C, increasing compensation by $111,600 to a total not to exceed $255,550 and extending the term through June 30, 2025.

M.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY 22/23 contract with Siskiyou Child Care Council to provide STAGE I child care services for currently aided CalWORKs families, in an amount not to exceed $415,120 as specified in the contract.

N.           PUBLIC WORKS

Approve contract with Hunt & Sons, Inc., to supply lubricants and solvents to the County Yard, at the rates identified in Exhibit A, for the term July 5, 2022 through June 30, 2023.

O.           PUBLIC WORKS

Approve addendum to contract with Pace Engineering, Inc., amending the Scope of Services as detailed in the addendum, increasing the contract by $10,000 to a total not to exceed $55,000 and extending the term through December 31, 2022.

P.            SHERIFF

Approve contract with CORDICO Psychological Corporation to provide pre-employment screening and employee evaluations required for County Jail and Sheriff's Office applicants, at the rates identified in Exhibits A and B, for the term July 1, 2022 through June 30, 2025.

Q.           SHERIFF

Approve addendum to contract with Keith Bradley Law Enforcement Chaplain, to provide various chaplain services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $29,400 to a total not to exceed $58,800 and extending the term through June 30, 2023.

R.           SHERIFF

Approve request to accept donation of a 2005 Armored Rescue Vehicle, VIN 1FDAF57Y85ED15498 from the City of Redding CA, in the approximate value of $65,000 for use by the Sheriff's Special Response Teams.

S.            SHERIFF

Approve master services and purchasing agreement with Axon Enterprise, Inc., for body worn camera equipment and evidence storage, in an amount not to exceed $244,060, for the term July 1, 2022 through June 30, 2027.

T.            SHERIFF

Approve letter to the Assembly members Bradford and Caballero expressing opposition to Assembly Bill 1608 (AB 1608) County officers: consolidation of offices with regard to Sheriff and Coroner duties.
