The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            COUNTY ADMINISTRATION

Approve contract with Kevin Kimple to provide services relating to Personnel investigations, at the rates identified in Exhibit A, for the term June 21, 2022 through June 30, 2024.

B.            COUNTY ADMINISTRATION

Approve two addenda to contract with Avenu Insights and Analytics, LLC, increasing the contract by a total amount of $220,000, for a total not to exceed $2,617,073.14, for term ending June 30, 2024, and deleting and replacing Exhibit A, Scope of Services.

C.           COUNTY ADMINISTRATION / NATURAL RESOURCES

Authorize staff to work with the Siskiyou County Fish and Game Commission on the Siskiyou Elk Management Unit, as detailed in the Commission's letter to the Board of Supervisors.

D.           COUNTY COUNSEL

Approve addendum to engagement agreement with Downey Brand, LLP (Griset litigation), increasing the contract by $10,000, to a total not to exceed $175,000.

E.            DISTRICT ATTORNEY - VICTIM WITNESS

Adopt Resolution authorizing the District Attorney's Office to apply for, accept and manage the Victim Witness Assistance Program grant from the California Governor's Office of Emergency Services, in the amount of $305,624 for the term October 1, 2022 through September 30, 2023.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Mt. Shasta Ambulance Services, Inc., to provide on-call transportation services for 5150 clients, at the rates identified in Exhibit A, for the term July 1, 2022 through June 30, 2026.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 22/23 contract with Steven M. Star, PA, to provide psychiatric medication management services, at the rates identified in Exhibit A.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Imagine Medical Group of California PC, to provide tele-psychiatric treatment and counseling services, in an amount not to exceed $176,800 for the term May 1, 2022 through June 30, 2023.

I.              HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Willow Glen Care Center, revising Exhibit A, Scope of Services to reflect rates effective July 1, 2022, for the contract term through June 30, 2023.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 22/23 contract with Dr. William E. Lofthouse, to provide Medical Director services, medical care and medication management services, at the rates identified in Exhibit A.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve master sales and services agreement with Canon Solutions America, Inc., for the lease of five color copiers and three black/white copiers, in an amount not to exceed $88,266, for the term July 1, 2022 through June 30, 2027.

L.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve County-Based Medi-Cal Administrative Activities/Targeted Case Management agreement with County of Santa Cruz, for Santa Cruz to act as Host Entity, with a $500 initial membership fee and annual participation fees as detailed in the agreement, for the term July 1, 2022 through June 30, 2025.

M.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve Memorandum of Understanding between Northern Rural Training and Employment Consortium (NoRTEC) partners and America's Job Centers of California (AJCC) partners concerning operation of the AJCC delivery system, for the term July 1, 2022 through June 30, 2024.

N.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve contract with Personnel Preference, Inc., for placement of temporary workers to supplement the Department's workforce, at the rates identified in Exhibit A, for the term May 15, 2022 through June 30, 2023.

O.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY 22/23 training services agreement with the University of California, Davis, to provide specialized staff training services, in an amount not to exceed $144,500.

P.            PROBATION - COMMUNITY CORRECTIONS PARTNERSHIP

Approve addendum to contract with Strawberry Valley Counseling Services, deleting and replacing Exhibit A - Scope of Services, increasing the contract by $64,800 to a total not to exceed $79,800 and extending the term through June 30, 2023.

Q.           PROBATION - COMMUNITY CORRECTIONS PARTNERSHIP

Approve addendum to contract with Rose Smith dba Rose Therapy, deleting and replacing Exhibit A - Scope of Services, increasing the contract by $64,800 for a total not to exceed $99,800 and extending the term through June 30, 2023.

R.           SHERIFF

Approve FY 21/22 contract with Catherine Nicka, MD, to provide autopsy services, at the rates identified in the contract.

S.            SHERIFF

Approve request to ratify application for additional funding through the US Department of Justice, Drug Enforcement Administration Domestic Cannabis Eradication and Suppression Program, in the amount of $50,000 and approve associated agreement, for the term October 1, 2021 through September 30, 2022.

T.            SHERIFF

Approve cooperative law enforcement operation and financial plan with the USDA Forest Service, Exhibits A and B, in the total amount of $64,000, for the term ending September 30, 2022.

U.           SHERIFF

Approve request to accept donation of a 2021 Mercedes Sprinter vehicle from the Siskiyou County Sheriff Search & Rescue Association for use as a mobile command post for the Search and Rescue team, approximate value of $62,009.

V.            TRANSFER OF FUNDS

1.         Sheriff - $20,000. Requires 4/5 Vote.

2.         Risk Management-Liability - $20,000. Requires 4/5 Vote.

A.            GENERAL COUNTY FIRE

Presentation of the 2021 Annual Report of the Siskiyou County Fire Departments, including response totals for fire, medical, and other emergency responses.

B.            SHERIFF / D.A.R.E.

Presentation re an update on the Drug Abuse Resistance Education (D.A.R.E.) Program and its benefits.

A.            COMMUNITY DEVELOPMENT

Continued public hearing for the second reading of an uncodified ordinance temporarily restricting new production well permits, with specified exemptions, in the Scott Valley Watershed pending the County's further study and consideration of regulations. (Continued from May 3, 2022)

10.         CLOSED SESSION - It is the intent of the Board to meet in closed session to discuss the following items:

A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: Dilevon Lo, et al., v. County of Siskiyou, et al., United States District Court, Eastern District of California, Sacramento Division, Case No. 2:21-CV-00999-KJM-DMC.

B.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the License Surrender Proceedings for the Lower Klamath Project: Federal Energy Regulatory Commission proceedings: No. P-2082-063 and 14803-001.
