The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. A.            AUDITOR - CONTROLLER

Approve lease agreement with Canon Solutions America, Inc., for one Canon IRA DX C5840i copier and six imageCLASS X desk printers, at the rates identified in the agreement for a total not to exceed $13,023.10, for a 60-month term effective May 18, 2022.

B.            COUNTY ADMINISTRATION

Approve contract with Koff & Associates, a Division of Gallagher Benefit Services, Inc., to conduct a staff compensation study, in an amount not to exceed $93,225, for the term July 1, 2022 through December 31, 2022.

C.           COUNTY ADMINISTRATION

Approve Challenge Cost Share Agreement between the County of Siskiyou on behalf of the Siskiyou County Fish and Game Commission and Shasta-Trinity National Forest for the Siskiyou County Guzzler Rehabilitation Project, for payment/reimbursement in an amount not to exceed $112,500.

D.           COUNTY ADMINISTRATION

Approve request to ratify letter to California Department of Water Resources expressing support for Siskiyou County UC Cooperative Extension 2022 Small Community Drought relief Program Solicitation grant proposal.

E.            COUNTY COUNSEL

Approve addendum to engagement agreement with Downey Brand, LLP (Griset litigation), increasing compensation by $15,000 for a total not to exceed $165,000.

F.            COUNTY COUNSEL

Approve addendum to professional services retention agreement with Abbott & Kindermann, Inc. (Spencer litigation), increasing compensation by $30,000 for a total not to exceed $55,000.

G.           GENERAL COUNTY FIRE

Approve agreement with Siskiyou Joint Community College District for the Fire Warden to provide education in the areas of standardized and certified training for potential and existing volunteer and career firefighters, at the rates specified in the agreement, for the term July 1, 2021 through June 30, 2023.

H.           GENERAL SERVICES - AIRPORTS

Approve request to apply for the annual California Department of Transportation Aeronautics California Aid to Airports Program, for funding in a total amount of $34,820 for the Butte Valley, Scott Valley and Siskiyou County airports for FY 2021/2022.

I.              GENERAL SERVICES - STAGE

Adopt Resolution authorizing the Federal funding under FTA Section 5311 (49 U.S.C. Section 5311) and/or 5339 (49 U.S.C. Section 5339) with California Department of Transportation, in a total allocation amount of $741,119 and authorizing acceptance of the award for the 2022 and 2023 cycle.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Restpadd, Inc., revising rates identified in Exhibit A - Scope of Services and extending the term through June 30, 2023.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Restpadd Health Corporation, revising rates identified in Exhibit A - Scope of Services and extending the term through June 30, 2023.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with FasPsych, LLC, to provide tele-psychiatric treatment and counseling services, at the rates identified in Exhibit A, for the term May 1, 2022 through June 30, 2023.

M.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award for Public Health Emergency Preparedness funding for County of Siskiyou, in an estimated total amount of $1,610,350, for the Public Health Emergency Preparedness, Hospital Preparedness Program and Pandemic Influenza grants, for a five-year term July 1, 2022 to June 30, 2027.

N.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISON

Approve addendum to contract with Jones Carpet Cleaning and Janitorial, deleting and replacing Exhibit A, Scope of Services, and increasing the contract by $7,500 to a total amount not to exceed $449,364 for the term ending June 30, 2023.

O.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY 22/23 contract with Barbara Gephart, General Partner DBA Shasta Treatment Associates, to provide therapeutic counseling services associated with Juvenile Court Dependency Proceedings, at the rates identified in Exhibit A.

P.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve contract with Redwood Toxicology Laboratory, Inc., to provide substance abuse testing for client services, in an amount not to exceed $270,000 for the term July 1, 2022 through June 30, 2024.

Q.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve contract with Social Change Partners, LLC, to provide services associated with the Family First Prevention Services Program and Family First Transition Act Grant, in an amount not to exceed $90,000, for the term May 15, 2022 to January 31, 2023.

R.           PUBLIC WORKS

Adopt Resolution adopting a list of projects for Fiscal Year 2022-23 funded by SB 1: The Road Repair and Accountability Act of 2017.

S.            TREASURER - TAX COLLECTOR

Approve Discharge of Accountability of unsecured delinquent tax accounts, in the amount of $24,516.77 per California Revenue & Taxation Code Section 2611.1.

T.            TRANSFER OF FUNDS

1.         Accumulated Capital Outlay - Plant Acquisition - $2,717. Requires 4/5 Vote.

2.         Civil Grand Jury - $18,000. Requires 4/5 Vote.

3.         County Counsel - $40,000. Requires 4/5 Vote.

Discussion, direction and possible action re the following:

1.         Resolution adopting the comprehensive Memorandum of Understanding with the Siskiyou County Probation and Juvenile Peace Officers Association and implementing the provisions thereof, for the term effective June 14, 2022 and ending September 21, 2024.

2.         Resolution amending the Siskiyou County Salary Schedule, effective July 10, 2022, as detailed in the Resolution.

B.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Discussion, direction and possible action re first reading of an ordinance amending Sections 10-6.1601(n) and 10-6.1601(ac)(9) of the Siskiyou County Code, amending the Planning Fee Schedule, Article 16 Application Fees.

Discussion, direction and possible action re urgency ordinance adding Chapter 3.1 to Title 3 of the Siskiyou County Code relating to fireworks, within the unincorporated area of Siskiyou County.

Discussion, direction and possible action re Memorandum of Understanding by and between the County of Siskiyou and the cities of Dunsmuir, Weed, Mt. Shasta, Yreka, Montague, Fort Jones, Etna, Dorris and Tulelake for the establishment of an Edible Food Recovery Program consistent with California Code of Regulations, Title 14, Division 7, Chapter 12 Short-lived Climate Pollutants.
