The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            COUNTY ADMINISTRATION

Approve request to ratify letter to California Trout Mt. Shasta/Klamath Region expressing support for proposed Shasta River Safe Harbor Agreement Habitat Improvement Design and Implementation Project.

B.            COUNTY ADMINISTRATION

Approve request to ratify letter to United States Fish and Wildlife Services expressing support for Montague Water Conservation District's proposed multi-discipline project entitled: MWCD-Upper Shasta River Infrastructure Improvement for Habitat Enhancement and Restoration Project.

C.           COUNTY ADMINISTRATION

Approve request to ratify letter to the United States Fish and Wildlife Service expressing support for the Analysis of the Shasta Valley Water Rights in the Klamath River Proposal, submitted by the Siskiyou County Farm Bureau.

D.           COUNTY ADMINISTRATION

Approve master services contract with Occu-Med, to provide employment related medical services, at the rates specified in Exhibit A, for the term May 17, 2022 through June 30, 2025.

E.            COUNTY ADMINISTRATION

Approve request to ratify letter to Shasta-Trinity National Forest expressing support for proposed 31 Road Shaded Fuelbreak Project Scoping.

F.            COUNTY ADMINISTRATION

Approve letter to California Governor Newsom in response to Executive Order N-7-22, State of Emergency - Groundwater Recharge.

G.           COUNTY ADMINISTRATION

Approve application to the California Department of General Services, Office of Fleet and Asset Management to become an active Donee with the State of California Surplus Property Program and adopt Resolution naming authorized County representatives to acquire surplus property.

H.           COUNTY ADMINISTRATION

1.         Approve grant agreement with California Office of the Small Business Advocate, Governor’s Office of Business and Economic Development for California Microbusiness COVID-19 Relief Grant Program, in a total amount not to exceed $55,880.24, for the term April 1, 2022 through December 30, 2022.

2.         Approve Memorandum of Understanding with Siskiyou County Economic Development Council for management and implementation of California Microbusiness COVID-19 Relief Grant Program, for a 12-month term.

3.         Approve Memorandum of Understanding with Siskiyou County Economic Development Council, Jefferson Economic Development Institute and Great Northern Services for program promotion, marketing, and outreach of California Microbusiness COVID-19 Relief Grant Program, for a 12-month term.

I.              COUNTY ADMINISTRATION

Adopt Resolution determining a public convenience or necessity for McCloud River Bed and Breakfast to allow on-sale beer and wine consumption located at 325 Lawndale Court, McCloud, for license type #42 - On-Sale Beer and Wine-Public Premises through the California Department of Alcoholic Beverage Control (ABC).

J.             COUNTY MUSEUM

Adopt Resolution accepting various donations from the Siskiyou County Historical Society, as detailed in the Resolution and approving execution of Exhibit A, associated letter agreement between Siskiyou County Historical Society and the County.

K.            GENERAL SERVICES - SANITATION

Approve contract with Lawrence & Associates, Inc., for landfill gas and groundwater monitoring services, in an amount not to exceed $254,979 for the term July 1, 2022 through June 30, 2025.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Victor Treatment Centers, Inc., to provide acute psychiatric inpatient medical services, at the rates specified in Exhibit A, for the term July 1, 2022 through June 30, 2025.

M.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve contract with Christine Wright dba Wright Education Services, to provide therapeutic counseling services associated with Juvenile Court Dependency Proceedings, at the rates specified in Exhibit A, for the term July 1, 2022 through June 30, 2024.

N.           PUBLIC WORKS - ROAD DIVISION

Approve amended Local Transportation Fund Claim for Fiscal Year 2020/2021, in the amount of $908,442, and approve Local Transportation Fund Claim for Fiscal Year 2021/2022, in the amount of $611,970 for Public Transit and $692,021 for Streets and Roads.

O.           SHERIFF

Approve contract with Brim Equipment Leasing LLC, dba Brim Aviation, to provide reconnaissance flight services at the rates specified in Exhibit A, for the term May 17, 2022 through May 17, 2027.

P.            SHERIFF

Approve contract with A&P Helicopters, Inc.,  to provide reconnaissance flight services at the rates specified in Exhibit A, for the term May 17, 2022 through May 17, 2025.

Q.           WEED RECREATION AND PARKS DISTRICT

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $100,000 to the Weed Recreation & Parks District, which loan shall be repaid to the County on or before April 10, 2023.

R.           TRANSFER OF FUNDS

1.         Communications - $7,553. Requires 4/5 Vote.

A.            COUNTY ADMINISTRATION - PERSONNEL

Informational presentation re Side Letter Agreement with the Sheriff's Management Unit pertaining to overtime during formally declared local emergency, mutual aid, grant, and/or service contract assignments.

B.            COUNTY ADMINISTRATION - PERSONNEL

Discussion, direction and possible action re the following:

1.         Resolution adopting the comprehensive Memorandum of Understanding with the Operating Engineers Local Union No. 3 and implementing the provisions thereof, for the term May 17, 2022 through September 27, 2025.

2.         Associated Resolution amending the Siskiyou County Salary Schedule, effective June 12, 2022, June 11, 2023, June 9, 2024, and June 8, 2025 as detailed in the Resolution.

C.           COUNTY ADMINISTRATION / FIRESAFE COUNCIL OF SISKIYOU COUNTY

Presentation of an update re County Coordinator Grant accomplishments and other fire safe projects affecting Siskiyou County.

Shasta Ski Park Zone Change (Z-21-10) and adoption of Resolution approving the Mount Shasta Ski Park Use Permit (UP-21-30) and approving the prepared Subsequent Mitigated Negative Declaration, for construction of the Grey Butte Ski Lift.
