The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            COUNTY ADMINISTRATION

Approve four letters to the Klamath National Forest, expressing support for various projects listed in the 2022 First Quarter Schedule of Proposed Action (SOPA).

B.            COUNTY ADMINISTRATION

Approve letter to the Humane Society of the United States voicing opposition to Petition to the California Department of Fish and Wildlife: Black Bears.

C.           COUNTY ADMINISTRATION

Approve updated County of Siskiyou Contracting and Purchasing Policy and Procedures, updated to correlate with current laws and the Siskiyou County Code.

D.           COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List, revising as detailed in the Resolution, effective February 20, 2022; including creation of Building Plans Examiner job classification and other actions, effective March 20, 2022.

E.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Salary Schedule with regard to Appointed Department Heads, Assistant Department Heads and Confidential employees, effective February 6, 2022 and February 5, 2023.

F.            COMMUNITY DEVELOPMENT - ENVIRONMENTAL HEALTH

Adopt Resolution to apply for the 2022/2023 CUPA (Certified Unified Program Agencies) Environmental Protection Trust Fund grant(s), in the amount of $91,452.24.

G.           GENERAL SERVICES - SANITATION

Approve addendum to contract with City of Tulelake, amending hours of operation/office hours as detailed in the addendum.

H.           GENERAL SERVICES - SANITATION

Approve "Free Dump Day Events" in March, April and May, 2022 sponsored by the California Department of Transportation at various locations in the County.

I.              COMMUNITY DEVELOPMENT - PLANNING/CODE ENFORCEMENT

Approve addendum to contract with Lynn Cottier to provide hearing officer services, increasing the compensation by $10,000 to a total not to exceed $65,000 and extending the term through June 30, 2023.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with San Jose Behavioral Health, LLC to provide 24-hour inpatient psychiatric services, at the rates identified in the contract, for the term July 1, 2021 through June 30, 2026.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 21/22 Wellness and Recovery QIP grant agreement with Partnership Healthplan of California, at the rates detailed in the agreement.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Thomas Milam MD, Inc. dba Iris Telehealth Medical Group, deleting and replacing Exhibit A-Scope of Services, as detailed in the addendum, effective November 29, 2021, for a contract term July 1, 2020 through June 30, 2022.

M.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Adopt Resolution to delegate authority to the County of Shasta to submit an application, and receipt of, Homeless Housing, Assistance and Prevention Round 3 (HHAP-3) funding, for an allocation in the amount of $319,892.82.

N.           OFFICE OF EMERGENCY SERVICES

Adopt Governing Body Resolution naming Authorized Agents for various grant programs provided by the federal Department of Homeland Security and sub-awarded through the State of California and identified in the Resolution.

O.           PROBATION

Approve addendum to contract with Ray Morgan Company, to add an additional color printer and maintenance services, increasing the contract by $145.18 per month, to a total not to exceed $322.38 per month for 41 months.

P.            PROBATION

Approve addendum to contract with Rose Smith dba Rose Therapy, adding services specified in a new Exhibit B - Business Associates Agreement, to allow the provision of additional mental health services.

Q.           PROBATION

Approve Memorandum of Understanding with Siskiyou County Superior Court for funding of expanded and restored services for Pretrial Release Program as detailed in the MOU, for a term beginning July 1, 2021.

R.           PROBATION

Approve amendment to electronic monitoring service agreement with BI Incorporated, for monitoring of juveniles and adults, extending the term through June 30, 2022, for the services and rates identified in the amendment.

S.            PUBLIC WORKS

Adopt Resolution certifying the total amount of County maintained mileage as 1,361.226 miles as of March 15, 2022, pursuant to Streets and Highways Code §2121.

T.            SHERIFF

Approve purchasing contract with Avtec, LLC for the purchase of new equipment for Dispatch hardware and software upgrades, in an amount not to exceed $27,351, for Fiscal Years 21/22 through 25/26.

U.           SHERIFF

Adopt Resolution giving authorization to apply for and accept, if awarded, Fiscal Year 2021-2022 Boating Safety and Enforcement Financial Aid Program funding from the State of California Department of Parks and Recreation, Division of Boating and Waterways in the anticipated amount of $71,489, and authorization to participate in the Program.

V.            SHERIFF

Approve request to accept a donation of law enforcement mutual aid services provided by the Lassen County Sheriff's Office pertaining to the Lava Fire.

W.          SHERIFF

Approve request to accept a donation of law enforcement mutual aid services provided by Shasta County pertaining to the Lava Fire.

X.            SHERIFF

Approve request to accept a donation of law enforcement mutual aid services provided by the Redwood City Police Department pertaining to the Lava Fire.

Y.            SHERIFF

Approve request to accept a donation of law enforcement mutual aid services provided by Tehama County Probation pertaining to the Lava Fire.

Z.            TRANSFER OF FUNDS

1.         ELC Expansion - $604,642. Requires 4/5 Vote.

Discussion, direction and possible action re first reading of an uncodified ordinance temporarily restricting new production well permits, with specified exemptions, in the Scott Valley Watershed pending the County's further study and consideration of regulations.

Presentation of a staff report re a request that the County submit to the National Register of Historic Places a request to consider the Ancient Beswick Forest area as a historic place.

Discussion, direction and possible action re Memorandum of Understanding by and between the County of Siskiyou and the cities of Dunsmuir, Weed, Mt. Shasta, Yreka, Montague, Fort Jones, Etna, Dorris and Tulelake for the establishment of an Edible Food Recovery Program consistent with California Code of Regulations, Title 14, Division 7, Chapter 12 Short-lived Climate Pollutants.
