The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            AGRICULTURE

Approve addendum to contract for services with Patrick Griffin to provide wolf management services and expertise, extending the term through September 30, 2023 and increasing the compensation by $30,000 to a total not to exceed $80,000.

B.            COUNTY ADMINISTRATION

Approve letter to Assembly Member Thurston Smith expressing support for Assembly Bill 1725 Illegal cultivation of cannabis.

C.           COUNTY COUNSEL

Approve addendum to General Retainer Agreement with Olson Remcho, LLP (Fairchild Medical Center litigation proceedings), substituting a new Exhibit "A" to reflect the current rates for attorneys and staff.

D.           COUNTY COUNSEL

Adopt Resolution of the Board of Supervisors thanking Dennis Tanabe for his service to the County on the occasion of his retirement.

E.            GENERAL SERVICES - COMMUNICATIONS

Approve addendum to lease agreement for the Mt. Bradley repeater site with Shasta Cascade Timberlands, LLC extending the term through August 31, 2026, and increasing the compensation by $14,771.40 to a total not to exceed $27,513.32.

F.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase one 40' High Cube Cargo Worthy Plus container with roll-up door as a Fixed Asset, in the amount of $9,000.

G.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve agreement for County Medical Services Program Governing Board Local Indigent Care Needs Grant Program, in the total allocation amount of $1,203,700, for the term February 1, 2022 through May 1, 2025.

H.           SHERIFF

Approve Memorandum of Agreement with the Paradise Police Department pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement on the Lava Fire.

I.              TRANSFER OF FUNDS

1.         Planning - $1,000. Requires 4/5 Vote.

2.         Environmental Health - $8,037. Requires 4/5 Vote.

3.         Crisis CoAg COVID-19 Response - $9,000. Requires 4/5 Vote.

4.         HR 1424 Title III - $673,870. Requires 4/5 Vote.

A.            FIRST 5 SISKIYOU CHILDREN & FAMILIES COMMISSION

Discussion, direction and possible action re Proclamation proclaiming April as Child Abuse Prevention and Sexual Assault Awareness Month and April 2-8, 2022 as Week of the Young Child in Siskiyou County.

B.            COUNTY MEDICAL SERVICES PROGRAM

Presentation re County Medical Services Program (CMSP) Connect to Care and other CMSP programs as they relate to County residents.

7.            DEPARTMENTAL REQUESTS

A.            NATURAL RESOURCES

Approve letter to State of California and the Klamath River Renewal Corporation re anticipated adverse impacts associated with the proposed Klamath River Dam Removal Project. (Continued from February 15, 2022) It is anticipated that this item will be continued to March 15, 2022.

B.            GENERAL SERVICES

1.         Discussion, direction and possible action re Memorandum of Understanding by and between the County of Siskiyou and the cities of Dunsmuir, Weed, Mt. Shasta, Yreka, Montague, Fort Jones, Etna, Dorris and Tulelake for the establishment of an Edible Food Recovery Program consistent with California Code of Regulations, Title 14, Division 7, Chapter 12 Short-lived Climate Pollutants. (Continued from February 15, 2022) It is anticipated that this item will be continued to March 15, 2022.

2.         Discussion, direction and possible action re Resolution authorizing submittal of application for payment programs and grant programs and related authorization to CalRecycle related to implementation of SB 1383 regulatory requirements. (Continued from February 15, 2022)

C.           COUNTY ADMINISTRATION

Discussion, direction and possible action re Employment Agreement Amendment #1 with County Counsel Edward J. Kiernan, for the term March 1, 2022 through February 28, 2026, at the base salary amount of $200,000, increasing as detailed in Amendment #1; and associated Resolution amending the Siskiyou County salary schedule to set County Counsel salary range, effective March 6, 2022 and February 5, 2023.

Appoint three members to the Local Child Care Planning Council, for two-year terms ending February 28, 2024.

Appoint one member to the scheduled vacancy on the Far Northern Coordinating Council, for a two- or three-year term ending in February 2024 or 2025.

Appoint one member to the unscheduled vacancy on the PSA 2 Area Agency on Aging Advisory Council, for a four-year term effective the date of appointment.
