The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. A.            COUNTY ADMINISTRATION

Approve letter to California State Assembly member Jim Patterson expressing support for Assembly Bill 1773 (AB 1773) Williamson Act: subvention payments: appropriation.

B.            COUNTY ADMINISTRATION

Ratify letter to the Fire Safe Council of Siskiyou County supporting their 2022 CalFire Prevention Grant Program - Lake Shastina CEQA and Fuels Reduction Project: 21-FP-SKU-0214.

C.           COUNTY ADMINISTRATION

Approve Addendum 5 to contract with NEOGOV, Inc., for online recruitment licensing, in an amount not to exceed $15,774.06 for the term June 21, 2021 through June 20, 2022.

D.           COUNTY ADMINISTRATION

Ratify letter to Cal-Ore Telephone Company supporting their Reconnect 3 Grant Program application.

E.            COUNTY ADMINISTRATION

Approve contract with Shasta Valley Resource Conservation District for partnership in management of the Scott McKinley Fuels Reduction Project, in an amount not to exceed $500,000 for the term November 9, 2021 through June 30, 2022.

F.            COUNTY ADMINISTRATION - PERSONNEL

Appoint Deputy County Administrative Officer/Personnel and Risk Manager Melissa Cummins to represent the County in discussing terms for re-appointment of County Counsel position.

G.           COUNTY COUNSEL

Approve addendum to professional services retention agreement with Nossaman, LLP (Klamath Basin legislation, litigation and administrative proceedings), substituting a new Exhibit A Rates, as detailed in the addendum.

H.           COUNTY LIBRARY

Approve request to apply for California State Library High-Speed Broadband Project grant program funding, for the McCloud Branch Hardship grant, in the amount of $11,475.

I.              GENERAL SERVICES - AIRPORTS

Approve hangar rental agreement with Aaron Stutz for lease of hangar space 28 at the Weed Airport, at the base rate of $75 per month, increasing annually as detailed in the agreement, for the term January 1, 2022 through December 31, 2026.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Kings View Professional Services to provide Electronic Health Record Information System services, in an amount not to exceed $660,558.25 for the term July 1, 2021 through June 30, 2024.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve acceptance of grant award from the California Department of Health Care Services Behavioral Health Response and Rescue Project (BHRRP) for the Substance Abuse Prevention and Treatment Block Grant (SABG) in the amount of $367,417.75.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to lease agreement with Sisson Development, LLC, for property located at 2060 Campus Drive, Yreka CA, temporarily increasing the rent as detailed in the addendum to a total not to exceed $94,436.16, for the term January 1, 2022 through December 31, 2022.

M.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve Children's Medical Services Plan for Fiscal Year 21/22, for California Children's Services, Child Health and Disability Prevention Program, Child Health and Disability Prevention-Lead Prevention Program and Health Care Program for Children in Foster Care, in the total allocation amount of $330,106.

N.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the agreement DIS-PS-19-1901 for County of Siskiyou, in the amount of $531,445, with spending authority through December 31, 2025.

O.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve amendment to grant agreement with California Department of Public Health for California Immunization Program, increasing the funding by $1,330,180 to a total not to exceed $1,638,970 for FY 21/22.

P.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve addendum to Participation Agreement with California Department of Health Care Services for the Medi-Cal County Inmate Program amending the agreement as detailed in the addendum with regard to Alternative Formatting.

Q.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve addendum to contract with Harold's Cleaning to add services at the Public Health Satellite Clinic, 1275 South Main Street, Yreka CA, deleting and replacing Exhibit A - Services and increasing the contract by $1,750 to a total not to exceed $28,750 for FY 21/22.

R.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the agreement ELCCON-85 for County of Siskiyou, in the amount of $34,283, with spending authority through July 31, 2024.

S.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the Comprehensive Suicide Prevention Program award for County of Siskiyou, in the amount of $50,000, with spending authority through August 31, 2022.

T.            NATURAL RESOURCES

Approve letter to Seatone Consulting/Coalition of the Willing providing recommended edits to the Klamath Communities Coalition Steering Committee Charter of Commitments.

U.           NATURAL RESOURCES

Approve letter to State of California and the Klamath River Renewal Corporation re anticipated adverse impacts associated with the proposed Klamath River Dam Removal Project. (Continued from February 1, 2022)

Approve Memorandum of Agreement with the Etna Police Department pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement on the Lava Fire.

Approve Memorandum of Agreement with the Atherton Police Department pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement on the Lava Fire.

Approve Memorandum of Agreement with the El Dorado County Sheriff's Office pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement on the Lava Fire.

Adopt Resolution designating the Siskiyou County Arts Council as the County Arts Agency for Siskiyou County for FY 22/23.

3.         Discussion, direction and possible action re Resolution authorizing submittal of application for payment programs and grant programs and related authorization to CalRecycle related to implementation of SB 1383 regulatory requirements.
