The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            COMMUNITY DEVELOPMENT / COUNTY COUNSEL

Approve agreement with Maire & Deedon, Inc. to provide hearing officer services, in an amount not to exceed $35,000 for the term February 1, 2022, ending February 1, 2025; and adopt Resolution designating a hearing officer for purposes of Chapter 10.14 of the Siskiyou County Code (Marijuana Cultivation Ordinance).

B.            GENERAL COUNTY FIRE

Approve FY 21/22 agreement with California Department of Forestry and Fire Protection for staffing of the Hornbrook Station and Yreka Interagency Command Center, in an amount not to exceed $565,352.

C.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 21/22 contract with Happy Camp Community Action, Inc. to provide Prevention and Early Intervention services to at risk populations, in an amount not to exceed $60,074.25.

D.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve California Mental Health Services Authority Participation Agreement for the Superior Regional Partnership-OSHPD WET grant, in an amount not to exceed $43,081.66, for the term July 1, 2021 through June 30, 2025.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve request to ratify grant application, accept award and approve subrecipient agreement with Shasta County Community Action Agency, for allocation from the Homeless Housing, Assistance and Prevention Program, Round 2 grant, in an amount not to exceed $142,234.95.

F.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve addendum to contract with Personnel Preference, Inc. to provide the Expanded Subsidized Employment Program, increasing the contract by $78,000 to a total not to exceed $255,189 and extending the term through June 30, 2022.

G.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve agreement with Suburban Propane to provide lease and propane delivery to twelve 120-gallon propane tanks, for trailers supporting various housing programs, at the rates specified in the agreement, for the term January 4, 2022 through June 30, 2023.

H.           NATURAL RESOURCES

Approve letter to State of California and the Klamath River Renewal Corporation re anticipated adverse impacts associated with the proposed Klamath River Dam Removal Project.

I.              NATURAL RESOURCES

Approve request to not reauthorize the Scott Valley Groundwater Advisory Committee and direct staff to notify current members that the Committee will not be active.

J.             PUBLIC WORKS

Approve addendum to contract with CH2MHill, Inc. for the Wooley Bridge Rehabilitation and Pier Project, increasing the contract by $224,134.93 to a total not to exceed $454,884.97 as detailed in the addendum.

K.            SHERIFF-JAIL

Approve contract with American Alarm Co. Inc. to upgrade the Department's fire alarm system, in an amount not to exceed $83,532.69, for the term January 1, 2022 through June 30, 2022.

L.            SHERIFF

Approve request to ratify grant application and accept grant award from the Drug Enforcement Agency-Domestic Cannabis Eradication/Suppression Program, in the amount of $135,000; and approve associated agreement for reimbursement of costs detailed in the application, for the term October 1, 2021 through September 30, 2022.

M.           SHERIFF

Approve Memorandum of Agreement with the San Mateo County Sheriff's Office pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement of services on the Lava Fire.

N.           SHERIFF

Approve Memorandum of Agreement with the Redding Police Department pertaining to assistance under the Law Enforcement Mutual Aid Plan for reimbursement of services on the Lava Fire.

O.           SHERIFF

Adopt Resolution for authorization to apply for and accept, if awarded, Fiscal Year 2021-2022 Boating Safety and Enforcement Equipment grant from the State of California Department of Parks and Recreation, Division of Boating and Waterways in the anticipated amount of $100,000 and authorization to participate in the program, for the term October 1, 2021 through November 30, 2022.

P.            TRANSFER OF FUNDS

1.         District Attorney-Public Admin - $2,250. Requires 4/5 Vote.

2.         Public Health COVID-19-47 Crisis Response - $20,324. Requires 4/5 Vote.

Discussion, direction and possible action re request to appoint Ms. Joy Hall to the position of Director of General Services, effective February 6, 2022.

Discussion, direction and possible action re Resolution calling an election to submit to the voters of Siskiyou County a proposal for the establishment of a Board-Appointed County Auditor-Controller and ordering that the County election be consolidated with the statewide election to be held June 7, 2022.
