Discussion, direction and possible action re request to approve Charter of Commitments by Members of the Klamath Communities Coalition "Coalition of the Willing" Steering Committee with the goal to identify and address challenges to Klamath Basin communities associated with water availability. A.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List to make revisions as detailed in the Resolution to positions in the Road Department and Health and Human Services Behavioral Health and Social Services Divisions, effective February 6, 2022.

B.            COUNTY ADMINISTRATION - PERSONNEL

1.         Authorize the termination of all employment contracts between the County of Siskiyou and the Chief Probation Officer, Director of Community Development, Director of Health and Human Services Agency, and Public Defender effective February 5, 2022.

2.         Adopt Resolutions regarding certain terms and conditions of employment for Appointed Department Heads, Assistant Department Heads and Confidential Employees, effective February 6, 2022.

3.         Adopt Resolution amending the Siskiyou County Salary Schedule as detailed in the Resolution, effective February 6, 2022.

C.           COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County Salary Schedule to make revisions as detailed in the Resolution to positions in the Sheriff’s and District Attorney’s Offices, effective February 6, 2022.

D.           COMMUNITY DEVELOPMENT - BUILDING DIVISION

Approve contract with Richard Friedman to provide Plan Check Review services, in an amount not to exceed $50,000 for the term January 18, 2022 through June 30, 2024.

E.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve contract with HousingTools to prepare the County's 2022-2030 Housing Element update to the General Plan, in an amount not to exceed $120,567, for the term January 18, 2022 through December 31, 2022.

F.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve contract with ECORP Consulting, Inc., to provide CEQA analysis services for the proposed Kidder Creek Orchard Camp Project, in an amount not to exceed $43,261.

G.           COUNTY COUNSEL

Approve letter from Best Best and Krieger requesting that the County consent to a conflict waiver resulting from the firm merging with another law firm.

H.           COUNTY LIBRARY

Approve Zip Book grant application and award, in the amount of $26,000 from the California State Library to allow the purchase of Library items through Amazon.

I.              GENERAL SERVICES - STAGE

Approve contract with Ads in Motion to provide advertising on the inside and outside of STAGE buses, at the rates specified in Exhibit B, for the term October 31, 2022 through June 30, 2027.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Thomas Milam, MD dba Iris Telehealth Medical Group, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 22/23 contract with Rogue Valley Medical Transport, LLC to provide on-call transportation services for certain persons, at the rates identified in Exhibit A.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with NorCal Services for Deaf and Hard of Hearing to provide interpretation services as needed, at the rates identified in Exhibit A, for the term January 1, 2022 through June 30, 2024.

M.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Remi Vista, Inc., to provide specialty mental health services detailed in the contract, in an amount not to exceed $675,000 for the term July 1, 2021 through June 30, 2024.

N.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Prime Healthcare Services, Inc., dba Shasta Regional Medical Center to provide 24-hour inpatient psychiatric services to certain patients, at the rates identified in Exhibit A, for the term July 1, 2021 through June 30, 2026.

O.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Adopt Resolution authorizing application for and acceptance of the County Allocation Award under the Housing Navigation Program, for the Siskiyou County Health and Human Services Agency, Social Services Division and correcting and superseding Resolution 21-162 adopted on November 9, 2021.

P.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve addendum to contract with Edgewood Custom Interiors to replace carpeting at 818 South Main Street, Yreka CA, deleting and replacing Exhibit A and increasing the compensation by $3,173.06 to a total not to exceed $40,366.24.
