The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            AUDITOR-CONTROLLER

Approve contract with Avenu Government Systems, LLC, to provide services related to the Banner Accounting System, in an amount not to exceed $403,259.61, for the term January 1, 2022 through December 31, 2024.

B.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County position allocation list to create one Deputy Sheriff II position, 1.0 FTE, in the Sheriff's Office, effective January 9, 2022.

C.           COMMUNITY DEVELOPMENT - PLANNING/CODE ENFORCEMENT

Approve addendum to contract with Prentice Long PC for legal services related to cannabis enforcement, increasing the contract by $25,000 to a total not to exceed 50,000.

D.           DISTRICT ATTORNEY

Approve contract with Coleman Reporters to provide criminal Grand Jury court reporting and transcription services, at the rates identified in Exhibit A, for the term July 1, 2021, through June 30, 2024.

E.            GENERAL SERVICES - SANITATION

Approve addendum to contract with Clean Earth Environmental Solutions, Inc., to provide universal waste disposal services, extending the term through June 30, 2023, repealing and replacing Exhibit A and increasing the contract by $50,000 to a total not to exceed $100,000.

F.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve addendum to contract with Siskiyou Child Care Council amending the contract related to compensation and reimbursement of the contractor as specified in the addendum and increasing compensation to a total not to exceed $430,007.

G.           SHERIFF

Approve FY 21/22 revenue agreement with the Siskiyou Joint Community College District for coordination of the Administration of Justice Program, in an amount not to exceed $120,000.

H.           SHERIFF

Approve request to ratify the Sheriff's Office's application for grant funding, in the amount of $7,012, from the NRA Foundation to support the purchases of Special Response Team training supplies and equipment.

I.              TRANSFER OF FUNDS

1.         Predatory Animal Control - $581. Requires 4/5 Vote.

2.         District Attorney - $50,000. Requires 4/5 Vote.

3.         Accumulated Capital Outlay - $350,000. Requires 4/5 Vote.

4.         Behavioral Health - $560,000. Requires 4/5 Vote.

Presentation of an update re COVID-19 and vaccinations as they pertain to Siskiyou County.

B.            NATURAL RESOURCES

Discussion, direction and possible action re request to approve Charter of Commitments by Members of the Klamath Communities Coalition "Coalition of the Willing" Steering Committee with the goal to identify and address challenges to Klamath Basin communities associated with water availability.

2.         Flood Control and Water Conservation District - Approve letter from the Siskiyou County Groundwater Sustainability Agency to the California Department of Water Resources, supporting the Montague Water Conservation District's North Coast Regional Partnership Proposal for their Main Canal Lining for Instream Benefit project.

D.           COMMUNITY DEVELOPMENT - PLANNING DIVISION

Public hearing for the first reading of an ordinance amending Chapter 5 of Title 10 of the Siskiyou County Code regarding the County's Surface Mining and Reclamation (SMARA) Ordinance.

E.            COMMUNITY DEVELOPMENT

Continued public hearing to discuss recommendations regarding the issuance of well permits within the Scott Valley Watershed as associated with the consideration of the Public Trust Doctrine and consider a Resolution making Public Trust findings for the Environmental Health Division's (EHD) ministerial issuance of de minimis water well permits in the Scott Valley and directing EHD to bring forward an interim ordinance for a moratorium on new production well applications and permits in the Scott Valley, with certain exceptions. A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the License Surrender Proceedings for the Lower Klamath Project: Federal Energy Regulatory Commission proceedings: No P-2082-063 and 14803-001.
