AB 361 amends Government Code §54953 to authorize local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public.

The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. A.            AGRICULTURE

Approve FY 21/22 agreement with California Department of Food and Agriculture for inspection of nursery stock locations in the County, in an amount not to exceed $65,671.

B.            COUNTY ADMINISTRATION

Approve letter to Shasta-Trinity National Forest, Shasta McCloud Management Unit stating support for the 2021 Guzzler Infrastructure Rehabilitation Replacement Project-Scoping.

C.           COUNTY ADMINISTRATION

Approve Termination of 2020 Project Delivery and Construction Agreement by and among the California State Public Works Board, Department of Corrections and Rehabilitation and Board of State and Community Corrections for the County AB 900 Jail Facility Project, that was to be located at 269 Sharps Road, Yreka CA.

D.           COUNTY ADMINISTRATION

Approve contract with Robert Weidner to represent Siskiyou County regarding Public Land, Environmental and Natural Resources topics, for the term August 1, 2021 through June 30, 2022, in an amount not to exceed $26,666.66.

E.            COUNTY ADMINISTRATION - PERSONNEL

Approve Resolution amending the Siskiyou County position allocation list to: delete Fiscal Technician I, 1.0 FTE, create Fiscal Technician III, 1.0 FTE, delete Nurse Case Assistant, 1.0 FTE, create Senior Public Health Nurse, 1.0 FTE, and create Social Worker II, 1.0 FTE, in Health and Human Services Agency; create Health Educator, 1.0 FTE, create Project Coordinator, 1.0 FTE, and create Senior Public Health Nurse, 1.0 FTE, in Public Health; delete Personnel Assistant I, 1.0 FTE, create Management Analyst I – Confidential, 1.0 FTE, delete Fiscal Assistant – Confidential, 1.0 FTE, and create Management Analyst II, 1.0 FTE, in County Administration, effective November 14, 2021.

F.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution authorizing the creation of a temporary collateral position and approve associated job class specifications for Assistant Department Heads, Appointed Department Heads and Elected Department Heads, effective November 14, 2021.

G.           COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve addendum to professional services retention agreement with Abbott & Kindermann, Inc. for legal representation regarding WATER v. County of Siskiyou, increasing the agreement by $10,000 to a total amount not to exceed $145,000.

H.           DISTRICT ATTORNEY

Approve addendum to agreement with Abigail McClain-Smith, RN to provide Sexual Assault Response Team (SART) medical examinations, increasing the rate for each examination to $750 and extending the contract term through June 30, 2025.

I.              GENERAL SERVICES

Approve request to accept California State Parks and Recreation (Prop 68) grant award, in the amount of $400,000, for projects detailed in the agenda packet, and approve execution of associated Hibbard Field Deed Restriction and Memorandum of Understanding and Access Agreement between the County and Siskiyou County Flood Control and Water Conservation District.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Aurora Behavioral Healthcare - Santa Rosa, LLC dba Santa Rosa Behavioral Healthcare Hospital, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum, for the contract term November 1, 2018 through June 30, 2023.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 21/22 contract with TEACH, Inc., to provide Prevention and Early Intervention services for at risk populations in the County, in an amount not to exceed $96,627.85.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve Amendment No. 1 to Memorandum of Understanding with Partnership HealthPlan of California, to describe responsibilities of each party with regard to delivery of behavioral health services to Medi-Cal beneficiaries, for a 5-year term effective from the last date of signature on the Amendment.

M.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve Amendment No. 01 to Master Administration Services Agreement with Partnership HealthPlan of California, amending Section II: Responsibilities of Plan as detailed in the Amendment, effective July 1, 2021.

N.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Willow Glen Care Center to provide long term residential care for certain adults, at the rates identified in Exhibit A, for the term July 1, 2021 through June 30, 2023.

O.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve amendment to grant agreement for the County Medical Services Program Governing Board Health Systems Development Grant Program, amending Exhibit A to revise anticipated payment dates and extending the term through September 30, 2023.

P.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Adopt Resolution amending the policies for providing General Assistance to indigent persons in Siskiyou County, effective immediately.

Q.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve County System Improvement Plan for Child Welfare Services for the term February 2020 through January 2025, as required by the California Child and Family Services Review System.

R.           BUTTE VALLEY IRRIGATION DISTRICT

Approve request to appoint in Lieu of Election to the Butte Valley Irrigation District, Kenneth Elwood and Steve Lutz, to four year terms pursuant to Elections Code §10515.

S.            SCOTT VALLEY IRRIGATION DISTRICT

Approve request to appoint in Lieu of Election to the Scott Valley Irrigation District, Mark A. Hurlimann and James L. Morris, to four year terms pursuant to Elections Code §10515.

T.            TRANSFER OF FUNDS

1.         Public Health HPP Supplemental - $331. Requires 4/5 Vote.

Discussion, direction and possible action re request to appoint in Lieu of Election to the Big Springs Irrigation District, Woodrow N. Tannaci to a four year term pursuant to Elections Code §10515.

Discussion, direction and possible action re request to appoint in Lieu of Election to the Montague Water Conservation District, Divisions 1, 2 and 5, respectively; Keith B. Smith, Wayne A. Burch and Rex A. Houghton, to four year terms pursuant to Elections Code §10515.

D.           STATE WATER RESOURCES CONTROL BOARD

Presentation from the State Water Resources Control Board re clarification of recent curtailment orders sent to municipalities and households in Scott and Shasta Valleys, and how these orders pertain to water users.

Discussion, direction and possible action re first reading of an ordinance amending Title 2, Chapter 12, Section 2-12.101 of the Siskiyou County Code regarding County Clerk fees and direct the Clerk to schedule a public hearing for the second reading of the ordinance.

D.           COUNTY COUNSEL

1.         Hold a hearing and consider any protests to proposed lien amounts for unpaid administrative fines pursuant to Chapter 10.14 of the Siskiyou County Code. 

2.         Consider protests, then confirm, discharge or modify the proposed lien amounts. 

3.         Discussion, direction and possible action re a Resolution certifying the amount of liens sought to be collected from property owners for unpaid administrative fines pursuant to Siskiyou County Code §10-14.100. (Continued from October 19, 2021 to consider Citation #21-0044-01)

Discussion, direction and possible action re first reading of an ordinance amending Section 95 of Chapter 14 of Title 10 of the Siskiyou County Code regarding abatement by owner or occupant, to impose a fine for failure to abate cannabis in the method directed by Code Enforcement.

Presentation of an update by consultants to the Tulelake Groundwater Sustainability Agency (GSA) re the final draft of the Tule Lake Subbasin Groundwater Sustainability Plan. (Continued from October 19, 2021)
