The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. A.            AUDITOR-CONTROLLER

Adopt Resolution setting Gann expenditure limitations (Prop 4 Gann limit) for 2021-2022, in the amount of $59,776,947.

B.            AUDITOR-CONTROLLER

Adopt Resolution setting tax rate for 2021/2022 fiscal year as $1.00 per hundred dollars of appraised valuation and setting FY 21/22 debt rates.

C.           COUNTY ADMINISTRATION

Adopt Resolution recognizing National Hunting and Fishing Day, September 25, 2021.

D.           COUNTY ADMINISTRATION

Approve contract with United Rentals (North America), Inc. for heavy equipment rental services as needed during the contract term, at the rates identified in the contract, for the term September 1, 2021 through June 30, 2024.

E.            COUNTY ADMINISTRATION

Approve contract with Cresco Equipment Rentals Company for heavy equipment rental services as needed during the contract term, at the rates identified in the contract, for the term September 1, 2021 through June 30, 2023.

F.            COUNTY ADMINISTRATION - PERSONNEL

1.         Adopt Resolution adopting the Countywide Salary Schedule effective July 2, 2017, with revisions through September 4, 2021;

2.         Adopt Resolution amending the Siskiyou County Salary Schedule with footnotes effective September 5, 2021.

3.         Adopt Resolution regarding certain terms and conditions of employment for Appointed Siskiyou County Department Heads, for the term April 21, 2020 through April 20, 2022, effective September 5, 2021;

4.         Adopt Resolution regarding certain terms and conditions of employment for members of the Assistant Department Head Unit, for the term April 21, 2020 through April 20, 2022, effective September 5, 2021;

5.         Adopt Resolution regarding certain terms and conditions of employment for members of the Siskiyou County Confidential Unit, for the term April 21, 2020 through April 20, 2022, effective September 5, 2021.

G.           COUNTY ADMINISTRATION / SISKIYOU DOMESTIC VIOLENCE AND CRISIS CENTER

Approve addendum to contract with Siskiyou Domestic Violence and Crisis Center, for disbursement of marriage license and domestic violence fees collected, and distribution of Battered Women's Shelter Agency funds, extending the term through June 30, 2022.

H.           COUNTY FIRE WARDEN

Approve donation of one 1995 GMC 3500 Type 6 Fire Engine from Siskiyou General County Fire to South Yreka Fire Protection District, estimated value $0.

I.              GENERAL SERVICES - AIRPORTS

Approve request to ratify application and adopt Resolution authorizing the submittal of an application, acceptance of an allocation of funds and execution of a grant agreement with the US Department of Transportation Federal Aviation Administration, in the amount of $557,090 for the Weed Airport Improvement Project.

J.             HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Restpadd, Inc. to provide therapeutic and rehabilitation services in a non-hospital 24-hour inpatient setting for adult patients, at the rates identified in Exhibit A, for the term July 1, 2021 through June 30, 2023.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Restpadd Health Corporation to provide therapeutic and rehabilitation services in a non-hospital 24-hour inpatient setting for adult and children patients, at the rates identified in Exhibit A, for the term July 1, 2021 through June 30, 2023.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with California Institute for Behavioral Health Solutions to provide Strengths Model Case Management training services, in an amount not to exceed $38,150, for the term July 1, 2021 through June 30, 2023.

M.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Visions of the Cross, Inc., to provide licensed alcohol and other drug residential treatment services, at the rates identified in Exhibit A, for the term July 1, 2020 through June 30, 2023.

N.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 21/22 contract with Dr. William E. Lofthouse to provide psychiatric and medication management services to adolescent and adult clients, at the rates identified in Exhibit A.

O.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve Amendment No. 1 to Memorandum of Understanding between Partnership Healthplan of California and Siskiyou County, extending the term to June 30, 2022, revising payment schedule and deleting and replacing Attachment B - Payment Schedule, as detailed in the Amendment.

P.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to ratify Proclamation of Local Health Emergency by the County Health Officer, dated August 19, 2021, concerning health hazards resulting from active, local wildfires.

Q.           RECORDER

Approve addendum to contract with Iron Mountain Management, LLC for archival document storage services, extending the term through June 30, 2022 and amending Schedule A - Pricing Schedule as detailed in the addendum.

R.           RECORDER

Approve Exchange Agreement with CD-DATA dba ParcelQuest to provide certain recorded documents in exchange for access to ParcelQuest data and products, as detailed in the Agreement, for a term of fifty (50) years commencing on the date of execution.

S.            SISKIYOU LAND TRUST

Adopt Resolution authorizing Agricultural Conservation Easement proposals to the California Farmland Conservancy Program of the California Department of Conservation for the French Creek, Marble Peaks, & Novy Ranches located in Siskiyou County and authorizing the filing of the three applications for funding.

T.            WEED RECREATION AND PARKS DISTRICT

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $100,000 to the Weed Recreation & Parks District, which loan shall be repaid to the County on or before April 10, 2022.

U.           TRANSFER OF FUNDS

1.         Accumulated Capital Outlay - $338,274. Requires 4/5 Vote.

A.            COUNTY ADMINISTRATION

Presentation of an update re multiple Siskiyou County fires.

B.            COUNTY ADMINISTRATION

Discussion, direction and possible action regarding the first reading of an ordinance amending Section 2-3.04 and adding Section 2-3.06 of Chapter 3 of the Siskiyou County Code relating to the County Administrator, that it be understood that, outside of County Code Chapter 3, any reference to the County Administrator shall be "The County Administrator, or his or her designee".

C.           COUNTY COUNSEL

Discussion, direction and possible action re request to vacate the following that was scheduled for September 7, 2021:

A hearing to consider any protests to proposed lien amounts for unpaid administrative fines pursuant to Chapter 10.14 of the Siskiyou County Code; discharge or modification of proposed lien amounts; and possible adoption of associated Resolution certifying the lien amounts.

D.           COUNTY COUNSEL

Discussion, direction and possible action re an Urgency Ordinance granting a third extension to Pacificorp of a previously granted right, privilege and franchise of erecting, constructing, installing and maintaining electric lines consisting of poles, conduits, and/or other suitable structures with wires, cables, and/or other appliances installed thereon or therein, including communication circuits, in so many and in such parts of the public highways, streets, roads, and places of the County of Siskiyou, State of California, as the grantee of said right, privilege and franchise, its successors or assigns, may from time to time elect to use for the following purposes, and of using such electric lines for transmitting, conveying, distributing, and supplying electricity to the public for any and all purposes and declaring the urgency thereof, extending the term under Ordinance 05-17 to December 31, 2021 or to the effective date of a new franchise with PacifiCorp, whichever date is earlier.

E.            COUNTY COUNSEL

Discussion, direction and possible action re Resolution exempting certain permit holders from the County's Water Truck Ordinance as detailed in the Resolution.
