The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            AGRICULTURE

Approve revised cooperative agreement with the California Department of Food and Agriculture for noxious weed work within the County, in a total amount not to exceed $64,000 for the revised term of January 15, 2021 through June 30, 2023.

B.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution delegating authority to pay a reimbursement for intra-County transfers to the Sheriff's Department, in order to pay for COBRA premiums for employees due to a gap in coverage, effective January 1, 2021.

C.           COUNTY COUNSEL/NATURAL RESOURCES

Approve addendum to contract with SWCA Environmental Consultants, incorporating Exhibit B-3 (Billing Rates), increasing the contract by $50,000 to a total not to exceed of $300,000, and extending the term through June 30, 2022.

D.           GENERAL SERVICES - AIRPORTS

Approve airport ground lease with Robert M. Stafford for Hangar #10 at the Weed Airport, at the annual base rent of $545.60, increasing as detailed in the lease, for the term February 1, 2021 through January 31, 2051.

E.            GENERAL SERVICES - AIRPORTS

Approve airport ground lease with Matei A. Beloiu, for Hangar #16 at the Scott Valley Airport, at the annual base rent of $337.90, increasing as detailed in the lease, for the term July 1, 2021 through June 30, 2051.

F.            GENERAL SERVICES - SANITATION

Approve addendum to contract with Oil Re-Refining Company (ORRCO) for collecting used oil and oil filters, deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2026.

G.           GENERAL SERVICES - SANITATION

Approve request to ratify CalRecycle Used Oil grant application and adopt Resolution authorizing submittal of a regional payment program application as the Regional Lead Participant, related authorizations and identification of participating jurisdiction, in the amount of $55,000 for the OPP12, FY 21/22 grant cycle.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve agreement with the California Department of Health Care Services for Community Mental Health Performance, for the term July 1, 2021 through June 30, 2024.

I.              HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the Agreement CTCP-21-47 for County of Siskiyou, for the California Tobacco Control Program Proposition 99 and Proposition 56 funding, in the total allocation amount of $1,050,000 with spending authority through June 30, 2025.

J.             HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve addendum to contract with Siskiyou Child Care Council to provide STAGE 1 child care services, deleting and replacing Exhibit A1 - Budget, increasing the contract by $25,000 to a total not to exceed $185,000 and extending the term through August 31, 2021.

K.            OFFICE OF EMERGENCY SERVICES

Approve request to ratify FY 2020 Homeland Security grant in the amount of $120,736 from the California Office of Emergency Services and adopt Resolution naming Authorized Agents for various grant program awards for Fiscal Years 2020, 2021, and 2022.

L.            OFFICE OF EMERGENCY SERVICES

Approve emergency purchase of a GP20CN5 4,000 lb. capacity LP Pneumatic Tire Lift Truck (forklift) from Holt of California, in the amount of $30,377.96.

M.           PROBATION DEPARTMENT

Approve addendum to contract with Noble Software Group, LLC, for Static Risk Assessments services, deleting and replacing Exhibit D - Pricing, increasing the contract to a total not to exceed $61,418.85 and extending the term through June 30, 2024.

N.           PROBATION DEPARTMENT

Approve addendum to contract with Dr. Kitt Murrison, PhD., to provide psychological evaluation/assessment for employment candidates, extending the term through June 30, 2022.

O.           PROBATION DEPARTMENT

Approve addendum to agreement with Tehama County for housing and care of Siskiyou County youth, extending the term through June 30, 2022.

P.            PROBATION DEPARTMENT

Approve Memorandum of Understanding between Siskiyou County Superior Court and Siskiyou County Probation granting access to the Court's computer portal and Case Explorer case management system, in an amount not to exceed $10,000, for the term July 1, 2021 through June 30, 2026.

Q.           SHERIFF

Approve addendum to contract with A&P Helicopters, Inc., adjusting the term to expire September 30, 2021 and adjusting the allocation in Fiscal Years 2020/21 and 2021/22 for the total contract amount of $70,000, as detailed in the addendum.

R.           TREASURER-TAX COLLECTOR

Approve contract with Print N Mail, Inc., to print and mail the secured property tax bills for Fiscal Years 2021/22, 2022/23 and 2023/24, in a total amount not to exceed $66,000, for the term August 10, 2021 through June 30, 2024.

S.            TRANSFER OF FUNDS

1.         Accumulated Capital Outlay - $105,500. Requires 4/5 Vote.

2.         CDBG 08-STBG-4829 Repay - $94,777. Requires 4/5 Vote.

3.         CDBG Revolving Loan Funds-Program Income - $12,699. Requires 4/5 Vote.

Continued public hearing for the second reading of an ordinance adding Article 15 to Chapter 4 of Title 3 of the Siskiyou County Code relating to water trucks and regulating their use upon certain County roads. (Continued from July 6, 2021)

B.            COMMUNITY DEVELOPMENT / COUNTY COUNSEL

Continued public hearing for the second reading of an ordinance adding Article 3.5 to Chapter 13 of Title 3 of the Siskiyou County Code regarding administrative permit required for use of groundwater off the parcel from which it was extracted and clarifying and amending Section 3-13.601 of said chapter and title related to fines for violation of the Groundwater Management Ordinance. (Continued from July 6, 2021)

C.           COMMUNITY DEVELOPMENT

Continued public hearing for the second reading of an ordinance establishing a moratorium on accepting new short-term vacation rental applications for all properties less than 2.5-acres Countywide. (Continued from July 6, 2021)

D.           GENERAL SERVICES / COUNTY COUNSEL

Continued public hearing for first reading of an ordinance granting an electric utility franchise to Pacificorp with regard to electrical distribution and transmission lines and related appurtenances for a 15-year term. (Continued from July 13, 2021) It is anticipated that staff will request to continue the public hearing on, and first reading of the Ordinance to August 10, 2021.
