The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 1.         Election of Chair and Vice Chair for 2021.

2.         Grant County Officials permission to leave the State of California and the United States during 2021.

5.            9:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

B.            COUNTY ADMINISTRATION

Adopt Resolution relinquishing the County's Assembly Bill 900 Local Jail Construction Financing Program Project Conditional Award and approve letter to VANIR terminating the new Jail Project contract.

C.           COUNTY ADMINISTRATION

Adopt Resolution amending the Siskiyou County salary schedule to reflect various adjustments to account for California minimum wage increase, effective December 27, 2020.

D.           GENERAL SERVICES - AIRPORTS

Approve airport ground lease with Brian Favero for Hangar #3 at the Siskiyou County Airport, at the annual base rent of $673.20, increasing as detailed in the agreement, for the term commencing December 1, 2020 and ending November 30, 2050.

E.            GENERAL SERVICES - COMMUNICATIONS

Approve contract with ConvergeOne, Inc., for the migration and upgrade of licenses for the Communications Division, in an amount not to exceed $38,448, for the term November 1, 2020 through September 30, 2022.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve request to ratify and approve grant application and authorize acceptance of the grant award, in the amount of $250,879.78 from NorCal Continuum of Care for the Homeless Housing Assistance and Prevention Program.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Adopt Resolutions authorizing participation in the No Place Like Home Program, Competitive and Noncompetitive Allocations applications, for the No Place Like Home Program as outlined in the Enforceable Funding Commitment letters.

H.           SHERIFF

Approve request to purchase three used 2015 Ford Explorer patrol vehicles and one 2014 Ford Explorer patrol vehicle from Shasta County, in the total amount of $31,786.25.

Discussion, direction and possible action re appointment of two members of the Board of Supervisors to the North Coast Resource Partnership (NCRP - North Coast Integrated Regional Water Management Plan/North Coast Resource Partnership Policy Review Panel) for 2021.

A.            COMMUNITY DEVELOPMENT - PLANNING

Public hearing to consider a Resolution approving the rescission and re-entry of existing Williamson Act contracts under application APA 20-02, proposing amendments to two agricultural preserves in order to effect a proposed boundary line adjustment (BLA1904) between agricultural properties, located at 6608 and 7044 Scott River Road, approximately six miles west of the Town of Fort Jones on APNs 015-410-730, 015-410-740, 015-530-100, 015-530-120, 015-550-160, 015-550-180, 015-550-190, 015-550-200 and 015-560-080; Sections 25, 26, 35, and 36, Township 44N, Range 10W, MDB&M, for the Golden Willow Ranch LLC project.
