The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Conference with real property negotiators pursuant to Government Code §54956.8, property description: parcel on Foothill Dr., Yreka, CA APN #053-651-820, agency negotiator: Angela Davis for Siskiyou County, negotiating parties: Elizabeth Matsumoto, Rural Communities Housing Development Corporation, instructions to negotiator will concern both price and terms of payment.

6.            9:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AGRICULTURE

Approve FY 20/21 agreement with California Department of Food and Agriculture for services pertaining to the Nematode Control Program, in an amount not to exceed $40,050.

B.            AGRICULTURE

Approve FY 20/21 agreement with California Department of Food and Agriculture for nursery stock inspection services, in an amount not to exceed $48,794.

C.           COUNTY ADMINISTRATION

Adopt Resolution adopting principles to assist in the health of communities throughout Siskiyou County, related to local response to the COVID-19 virus and CARES Act funding.

D.           COUNTY ADMINISTRATION

Adopt Resolution declaring certain County-owned property identified as APN 103-250-310-000 as surplus to the needs of the County in order to facilitate the disposal of that property, located within the Klamath River Country Estates.

E.            GENERAL SERVICES - AIRPORTS

Approve hangar rental lease agreement with Advanced Database Designs, LLC for space D in Hangar 211 at the Siskiyou County Airport, at the base rent of $75 per month, adjusted annually as detailed in the agreement, for the term July 1, 2020 terminating June 30, 2025.

F.            GENERAL SERVICES - COMMUNICATIONS

Approve contract with ConvergeOne, Inc., for hardware/software associated with the Voice Over Internet Protocol (VOIP) phone system, in an amount not to exceed $81,105.66, for the term November 15, 2020 through June 30, 2023.

G.           HEALTH AND HUMAN SERVICES - OFFICE OF EMERGENCY SERVICES

Adopt Resolution making statements of facts substantiating the public health necessity to qualify for an exception to Vehicle Code Section 12527(d)(2) for volunteer ambulance drivers, for the McCloud Volunteer Ambulance Service.

H.           HEALTH AND HUMAN SERVICES - OFFICE OF EMERGENCY SERVICES

Approve contract with Roll 'N Rock Construction, Inc., to provide traffic control services during the Slater Fire incident, in an amount not to exceed $225,000, for the term September 22, 2020 through October 30, 2020.

I.              HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase one CleanSpace Respirator Station Charging and Storage Case and various accessories as fixed asset/equipment, in the amount of $18,852.56.

J.             HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase one Baxter Starling SV Noninvasive Cardiac Output and Hemodynamic Monitoring System as a fixed asset/equipment, in the amount of $30,870.38.

K.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase one Hamilton C1 model Ventilator System as a fixed asset/equipment, in the amount of $22,943.10.

L.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve agreement with California Department of Public Health for the Childhood Lead Poisoning Prevention services, in an amount not to exceed $266,730, for the term July 1, 2020 through June 30, 2023.

M.           PUBLIC DEFENDER

Approve contract with Karpel Solutions, Defender by Karpel, to provide case management system services, in an amount not to exceed $51,350, for the term December 10, 2020 through December 9, 2025.

N.           PUBLIC WORKS

Approve Guy and Anchor Easement with PacifiCorp, to improve the stability of a power pole located adjacent to County property in the City of Yreka as detailed in the document.

O.           TREASURER-TAX COLLECTOR

Approve the sale of various tax-defaulted properties via Chapter 7 Sale or Chapter 7 Sealed Bid Sale, at the minimum bids set pursuant to California Revenue and Taxation Code Section 3698.5.

P.            TRANSFER OF FUNDS

1.         General County Fire - $12,855. Requires 4/5 Vote.

2.         Provisions/Animal Control - $38,602. Requires 4/5 Vote.

3.         Provisions/Office of Emergency Services - $225,000. Requires 4/5 Vote.

4.         Public Health HPP Base - $16,920. Requires 4/5 Vote.

A.            CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE

Presentation re topics related to Siskiyou County and introduction of new Siskiyou Unit Wildlife Biologist, Axel Hunnicut.

9.            9:20 A.M. - DEPARTMENTAL REQUESTS

A.            COUNTY COUNSEL

1.         Hold a hearing and consider any protests to proposed lien amounts for unpaid administrative fines pursuant to Chapter 10.14 of the Siskiyou County Code.

2.         Consider protests, then confirm, discharge or modify the proposed lien amounts.

3.         Discussion, direction and possible action a Resolution certifying the amount of liens sought to be collected from property owners for unpaid administrative fines pursuant to Siskiyou County Code §10-14.100. (It is anticipated that this agenda item/hearing will be continued to January 19, 2021)

B.            COUNTY CLERK - REGISTRAR OF VOTERS

Discussion, direction and possible action re presentation of a summary of the November 3, 2020 General Election and request for acceptance of the Statement of Vote by the Board of Supervisors pursuant to Elections Code §15372.

C.           PROBATION

1.         Discussion, direction and possible action re agreement with Charmain Mortenson for transfer of canine (K-9) known as Ace "Roo" Lebensborn, upon Roo's retirement from service in the Probation Department, effective December 23, 2020, in the amount of $1.00.

2.         Discussion, direction and possible action re Resolution honoring Probation K-9 Ace "Roo" Lebensborn upon his retirement.

D.           SHERIFF

Discussion and possible direction re an update concerning the Siskiyou County Jail Project, including projected operational costs and the future of the Project.

E.            SHERIFF

Presentation of an update regarding marijuana in Siskiyou County, including discussion re the Resolution concerning a local emergency related to the proliferation of illegal cannabis cultivation.

F.            COUNTY ADMINISTRATION

Discussion, direction and possible action re Exclusive Negotiating Rights Agreement with the Rural Communities Housing Development Corporation, with regard to County-owned property identified as APN 053-651-820, located on Foothill Drive and Sierra Vista Drive, Yreka CA., and consideration of appointing a County representative for the agreement.

1.         Siskiyou Power Authority - Approve agreement with Northbrook Power Management, LLC, to provide operation and maintenance services for operation of the hydroelectric generation facility located at Box Canyon Dam, in the annual amount of $180,000, for the term January 1, 2021 through December 31, 2025.

2.         Siskiyou Power Authority - Approve Amendment No. 2 to power purchase agreement with PacifiCorp, at the rates identified in Attachment A and extending the term through December 31, 2021.

Public hearing to consider a Resolution vacating a portion of Old Highway 99, County Road No. 5K05, superseded by realignment, northwest of the community of Grenada on APN 038-090-120; Township 44N, Range 6W, Sections 20 & 21 MDBM.

A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the Applications of PacifiCorp and KRRC: Federal Energy Regulatory Commission proceedings: No P-2082-062 and P-14803-000.

B.            Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, initiation of litigation pursuant to Government Code §54956.9(d)(4), four cases.
