The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

A.            AGRICULTURE

Adopt Resolution recognizing and accepting the terms and conditions of the Cooperative Agreement with the State of California, Department of Transportation for the treatment of noxious weeds on State highways, in the amount of $60,000, for the term November 1, 2020 through October 31, 2023.

B.            AGRICULTURE

Approve FY 20/21 agreement with California Department of Food and Agriculture for High Risk Pest Exclusion Program enforcement and inspection activities, in an amount not to exceed $6,638.33.

C.           AGRICULTURE

Approve agreement with California Department of Food and Agriculture for noxious weed eradication and management, in an amount not to exceed $40,000, for the term May 1, 2020 through December 31, 2021.

D.           COUNTY ADMINISTRATION - PERSONNEL

Approve agreement with Governmentjobs.com Inc. (Neogov) to provide an onboarding module for processing online/electronic hires and for an evaluation module for completion/tracking of evaluations, in an amount not to exceed $63,958, for the term December 1, 2020 through November 30, 2022.

E.            COUNTY ADMINISTRATION - PERSONNEL

Adopt Resolution amending the Siskiyou County position allocation list, to delete one Juvenile Correctional Officer II position, 1.05 FTE, create one Probation Resource Officer position, 1.0 FTE; and adjust one Child Support Specialist II position, from .50 FTE to .75 FTE, effective December 13, 2020.

F.            DISTRICT ATTORNEY

Adopt Resolution authorizing the District Attorney's Office to manage the state awarded Life and Annuity Consumer Protection Program grant, in the amount of $5,000 for FY 20/21 and ratify the grant application.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Victor Treatment Centers, Inc. amending the contract to revise rates payable as specified in the contract.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Kathryn L. Eckert, Eckert & Associates to provide consultation services related to improving fiscal processes, in an amount not to exceed $30,000, for the term November 1, 2020 through June 30, 2022.

I.              PROBATION

Approve addendum to agreement with Tehama County #2017-237 for the placement of juveniles, extending the term through June 30, 2021.

J.             PUBLIC WORKS

Approve Notice of Completion of the Slater Fire Emergency Exigent Fire Damage Debris and Tree Removal Service on County Roads and Right-of-Ways Project Contract 20-03.

K.            TRANSFER OF FUNDS

1.         Automotive Department - $7,100. Requires 4/5 Vote.

2.         County Library - $5,000. Requires 4/5 Vote.

3.         Provisions/Tax Collector - $5,000. Requires 4/5 Vote.

Discussion, direction and possible action re proposed concept and associated draft Joint Exercise of Powers Agreement for the California Fairgrounds Authority between the State of California and various counties for the operation of local fairs.

A.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Presentation of an update re COVID-19 in Siskiyou County.

B.            COUNTY COUNSEL

Discussion, direction and possible action re an Urgency Ordinance granting a 90-Day extension to Pacificorp of a previously granted right, privilege and franchise of erecting, constructing, installing and maintaining electric lines consisting of poles, conduits, and/or other suitable structures with wires, cables, and/or other appliances installed thereon or therein, including communication circuits, in so many and in such parts of the public highways, streets, roads, and places of the County of Siskiyou, State of California, as the Grantee of said right, privilege and franchise, its successors or assigns, may from time to time elect to use for the following purposes, and of using such electric lines for transmitting, conveying, distributing, and supplying electricity to the public for any and all purposes and declaring the urgency thereof, extending the term of PacifiCorp's existing franchise under Ordinance No. 05-17 for 90 days.

C.           COMMUNITY DEVELOPMENT

Discussion, direction and possible action re Resolution regarding the uses of the Community Development Code Enforcement Committed Account, to defray the costs and expenses of abatement, equipment, training, and administrative hearings and hearing officers arising out of code enforcement activities.

D.           COUNTY ADMINISTRATION

Presentation of an update re the Klamath River dams, including a recent agreement reached between Klamath River Renewal Corporation, Berkshire Hathaway and the States of Oregon and California.

E.            COUNTY ADMINISTRATION

1.         Presentation of an update re four re-appraised County-owned parcels referred to as the Foothill Property, located on Foothill Drive, Yreka, CA, in a total appraised value of $582,000.

2.         Discussion, direction and possible action re draft letter to the City of Yreka expressing intent to sell one parcel identified as: APNs 053-642-580 and 053-651-760, at the total appraised value of $277,000.

F.            COUNTY CLERK

Discussion, direction and possible action to set a date and time for a Personnel hearing re a grievance filed on behalf of a Sheriff's Department employee.
