The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

3. 9:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A. COUNTY ADMINISTRATION

Adopt Resolution recognizing National Hunting and Fishing Day 2020 as September 26.

B. COUNTY ADMINISTRATION

Adopt Resolution electing to be subject to the Public Employees' Medical and Hospital Care Act at an equal amount for employees and annuitants with respect to a recognized employee organization for the Elected Department Heads Unit, effective October 1, 2020.

C. GENERAL SERVICES

Adopt Resolution authorizing the Federal funding under FTA Section 5311 (49 U.S.C. Section 5311) with California Department of Transportation, retroactively approve the CARES Act Phase II grant, authorize acceptance of the allocation, in the amount of $546,202 to provide assistance for preventing, preparing for, and responding to COVID-19.

D. GENERAL SERVICES - COMMUNICATION

Approve Telecommunications ground lease no. L-2951 with the California Highway Patrol, for property situated at Slater Butte as outlined in Site Map - Exhibit A, for the purpose of an underground power line and related appurtenances, for a one-time administrative fee payment in the amount of $2,500 and annual rental payments as outlined in the lease, for the term September 1, 2020 through August 31, 2030.

E. GENERAL SERVICES - SANITATION

Approve addendum to contract with BC Laboratories, Inc. to provide landfill storm water analysis monitoring services, extending the term through June 30, 2025, increasing the contract to a total not to exceed $30,000 and repealing and replacing Exhibit A.

F. GENERAL SERVICES - SANITATION

Approve addendum to contract with BC Laboratories, Inc. to provide landfill water analysis monitoring services, extending the term through June 30, 2025, increasing the contract to a total not to exceed $495,000 and repealing and replacing Exhibit A.

G. GENERAL SERVICES - STAGE

Approve letter to the Siskiyou County Local Transportation Commission expressing support for a Regional Active Transportation Plan Planning grant proposal.

H. HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 20/21 contract with Happy Camp Community Action, Inc. to provide Prevention and Early Intervention Program prevention and outreach services to community members, in an amount not to exceed $42,000.

I. HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Tarik Shaheen MD, Inc. dba Iris Telehealth Medical Group, PA, to provide tele-psychiatric services to clients of any age, at the rates specified in Exhibit A, for the term July 1, 2020 through June 30, 2022.

J. HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 20/21 contract with Northern Valley Catholic Social Services for the oversight and administration of services at the Six Stones Wellness Center, in an amount not to exceed $312,000.

K. HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Sutter Valley Hospitals dba Sutter Center for Psychiatry, to provide acute psychiatric inpatient mental health crisis intervention services, at the rates specified in Exhibit A, for the term July 1, 2019 through June 30, 2023.

L. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase one fixed asset GeneXpert IV-4 Rapid Test Machine, in the amount of $38,197.38, to provide Public Health with additional COVID-19 testing capability.

M. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to purchase three fixed assets Ante Up Mobile anteroom module kits, in the total amount of $15,759.03, to provide Public Health and local hospitals with inflatable emergency anteroom equipment.

N. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the Standard Agreement Amendment (STD 213) for County of Siskiyou, for additional California Department of Public Health Women, Infants and Children (WIC) funding, in the total amount of $570,731 with spending authority through September 30, 2020.

O. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the award number: COVID-19-4702 for County of Siskiyou, from the California Department of Public Health for the Hospital Preparedness Program (HPP) Supplemental Funding Award, in the amount of $120,933, with spending authority through June 30, 2021.

P. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the contract/grant #17-10353A01 for County of Siskiyou Fiscal Year 2020-21, from the California Department of Public Health to prevent and control vaccine-preventable diseases, in the amount of $25,928 with spending authority through June 30, 2021.

Q. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing the acceptance of the allocation award under the award number: COVID-19ELC47 for County of Siskiyou from the California Department of Public Health, in the amount of $1,736,390 with spending authority through November 17, 2022.

R. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve the CalWORKS Memorandum of Understanding for the Home Visiting Initiative sub-award and sub-recipient agreement, in the amount of $288,594, for the term July 1, 2020 through June 30, 2022.

S. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to create one Staff Services Analyst III position, 1.0 FTE, effective September 6, 2020.

T. HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to create one Health Educator position, 1.0 FTE, effective September 6, 2020.

U. HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve agreement with the California Department of Social Services to provide Quality Assurance reviews of Child Welfare cases, in an amount not to exceed $76,087, for the term January 1, 2020 through June 30, 2023.

V. HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Adopt Resolution authorizing application for and acceptance of the County Allocation award under the Transitional Housing Program for the Siskiyou County Health and Human Services Agency, Social Services Division, for an award in the amount of $7,200.

W. PROBATION/PUBLIC DEFENDER

Approve addendum to contract with Justice Benefits, Inc., to provide Title IV-E time study and claim completion services, adding specific services as detailed in the addendum for the Public Defender's Office, for a term ending June 30, 2022.

X. SHERIFF

Approve FY 20/21 contract with Keith Bradley, for Siskiyou County Law Enforcement Chaplaincy, in an amount not to exceed $29,400.

Y. SHERIFF

Approve contract with James N. Olson, MD, to provide autopsy services, in an amount not to exceed $60,000, for the term July 1, 2020 through June 30, 2022.

Z. SHERIFF

Approve contract with Psychological Resources Inc., dba Wolf Consulting Group to provide pre-employment screening and employee evaluation services for the Sheriff and Jail, at the rates identified in Exhibit A, for the term July 1, 2020 through June 30, 2022.

AA. SHERIFF

Approve lease agreement with Yreka Comprehensive Health Care, LLC, for the Veteran's Service Office building located at 105 E. Oberlin Road, Yreka, CA, 96097, at the rate of $200 per month, $2,400 per year, for the term July 1, 2020 through June 30, 2025.

BB. SHERIFF

Approve addendum to contract with Executive Information Services, Inc., to provide public safety net system support, law records management, dispatch and Jail management system services, increasing the contract by $3,457.50 to a total not to exceed $41,583 and extending the term through December 31, 2020.

Presentation regarding Sheriff-Coroner Jon Lopey's retirement announcement, effective September 18, 2020, and the recruitment efforts for this vacancy.

B. SHERIFF/VETERANS SERVICE OFFICE

Presentation of a powerpoint re Veteran's Service Office Overview.

C. COUNTY COUNSEL

Discussion, direction, and possible action re draft letter to State Water Resources Control Board, North Coast Regional Water Quality Control Board and California Department of Fish and Wildlife concerning a Shasta River Watershed environmental complaint and request for cannabis priority watershed status.

D. COUNTY ADMINISTRATION

Discussion, direction and possible action re a Master Stewardship Agreement with the USDA Forest Service, Pacific Southwest Region, with the goal to further restoration of natural resources by seeking funding and expanding partnership opportunities.

E. COUNTY ADMINISTRATION

Discussion and possible direction re request to explore possible partnership with the College of the Siskiyous to purchase and utilize the Quartz Valley School, located in Scott Valley, for an offsite learning facility, research facility and/or continuing education location.

Public hearing for the second reading of an ordinance adding article 7 to Chapter 13 of Title 3 of the Siskiyou County Code regarding unreasonable use of, and waste of, the County's groundwater resources and prohibiting same. (Continued from August 4, 2020)

Public hearing for the first reading of an ordinance reclassifying 3.84 acres of land north of the City of Weed, from Neighborhood Commercial District (C-U) to Town Center District (C-C) on APNs 020-510-290 and 020-510-330, located near the intersection of Highway 97 and Big Springs Road, for the Zaremba Group zone change (Z1907).
