The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            COUNTY ADMINISTRATION - PERSONNEL

Approve request to increase Personnel Manager, from 0.9 FTE to 1.0 FTE, effective May 3, 2020.

B.            DISTRICT ATTORNEY

Approve addendum to extend term of contract with TransUnion Risk and Alternative Data Solutions, Inc., for nationwide person search, extending the term through June 30, 2023, and replacing Exhibit A, pricing schedule.

C.           DISTRICT ATTORNEY

Approve request to reimburse the DA Secret fund 1006-201160-728100 in the amount of $303.95 from Fund 1013 Life & Annuity Consumer Protection Program.

D.           GENERAL SERVICES

Approve letter to California State Senator Brian Dahle expressing support for SB 1191 related to organic waste management.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve Agreement with California Department of Health Care Services to provide covered Drug Medi-Cal Organized Delivery System services for Substance Use Disorder treatment, in an amount not to exceed $1,476,600, for the term July 1, 2020 through June 30, 2023.

F.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve agreement with California Department of Health Care Services for the purpose of County-Based Medi-Cal Administrative Activities in an amount to exceed $1,500,000 for the term July 1, 2020 through June 30, 2023.

G.           HEALTH AND HUMAN SERVICES-PUBLIC HEALTH DIVISION

Approve agreement with Sierra Health Foundation: Center for Health Program Management of California to provide services in connection with the Medication Assisted Treatment Access Points Project in an amount not to exceed $50,000, for the term June 1, 2019 through August 31,2020.

H.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve grant agreement with California Department of Public Health for the administration of the HIV Surveillance Program in an amount no to exceed $23,340 for the term of June 1, 2019 through June 30,2024.

I.              PUBLIC WORKS

Adopt Resolution certifying the total amount of County maintained mileage as 1,361.226 miles as of April 21, 2020.

J.             PUBLIC WORKS

Adopt Resolution adopting a list of road maintenance and rehabilitation projects for Fiscal Year 20/21 funded by SB 1: The Road Repair and Accountability Act of 2017.

K.            SHERIFF

Approve contract with A & P Helicopters, Inc. for marijuana flight operations and surveillance in an amount not to exceed $50,000 for the term July 1, 2020 through September 30, 2020.

L.            SUPERVISOR VALENZUELA

Approve letter to California State Senator Brian Dahle expressing support for SB 989 concerning the Sierra Nevada Conservancy: Sierra Nevada Region: subregion: definitions.

M.           TRANSFER OF FUNDS

1.        District Attorney-$9,919. Requires 4/5 Vote. 

2.        District Attorney-Life & Annuity Grant $1,388. Requires 4/5 Vote. 

3.        District Attorney-Victim Witness-$36,000. Requires 4/5 Vote. 

4.        Mt Shasta Vista Fire Zone- $13,085. Requires 4/5 Vote. 

5.        General Services-STAGE-$6,000. Requires 4/5 Vote.
