The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            ASSESSOR-RECORDER

Approve Assignment and Novation agreement with South Tech Systems, Inc., for assignment of agreement to provide Recorder and County Clerk software services to Granicus LLC, for the remaining term effective through June 30, 2024.

B.            COUNTY ADMINISTRATION

Adopt Resolution to proclaim the existence of a local emergency related to drought in Siskiyou County.

C.           COUNTY CLERK - REGISTRAR OF VOTERS

Approve request to accept the Certified Results of the March 3, 2020 Presidential Primary Election.

D.           COUNTY COUNSEL

Adopt Resolution adopting a Countywide records retention and destruction policy.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve lease agreement with Sisson Development, LLC, for the property located at 2060 Campus Drive, Yreka CA, in the annual rental amount of $356,400, with the annual rent to be increased each year as detailed within the lease, for the term March 1, 2020 through February 28, 2025.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Aurora Behavioral Healthcare - Santa Rosa, LLC to provide acute psychiatric inpatient medical services for adolescents or adults, at the rates specified in Exhibit A, for the term November 1, 2018 through June 30, 2023.

G.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve contract with Les Hall to provide Medi-Cal Administrative Activities and program related information as required by the Department of Health Care Services, in an amount not to exceed $80,000, for the term February 1, 2020 through June 30, 2021.

H.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Adopt Resolution authorizing acceptance of the allocation award under the award number: COVID-19-47 for the County of Siskiyou, from the California Department of Public Health for the COVID-19 Crisis Response Funding program, in the amount of $180,267.

I.              HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve Memorandum of Understanding with Siskiyou Community Resource Collaborative, to administer the Child Abuse Prevention, Intervention and Treatment funds, for the term January 21, 2020 through June 30, 2024.

J.             TRANSFER OF FUNDS

1.        Public Health - $80,000. Requires 4/5 Vote.

2.        County Library - $11,340. Requires 4/5 Vote.

Discussion only regarding the County's Transient Occupancy Tax (TOT) in light of the COVID-19 pandemic and a decrease in recreational travel to Siskiyou County.
