The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AUDITOR-CONTROLLER

Approve contract with Kronos Incorporated for the Countywide timekeeping system software support and maintenance, in an amount not to exceed $160,208.41, for the term June 29, 2019 through June 28, 2022.

B.            COUNTY ADMINISTRATION - PERSONNEL

Approve request to delete Information System Specialist III position, 1.0 FTE and create Information System Specialist IV position, 1.0 FTE, in the Health and Human Services Agency, effective July 14, 2019.

C.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Yve A. Susskind dba Praxis Associates, LLC, increasing the contract to an amount not to exceed $78,125, extending the term through June 30, 2020 and replacing Exhibit A as detailed in the addendum.

D.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Scott Valley FOCUS, Inc., increasing the contract by $40,000 to a total not to exceed $130,000, extending the term through June 30, 2020 and replacing Exhibit A as detailed in the addendum.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with TEACH, Inc., increasing the contract by $40,000 to a total not to exceed $130,000, extending the term through June 30, 2020 and replacing Exhibit A as detailed in the addendum.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Siskiyou Community Resource Collaborative, increasing the contract by $200,000 to a total not to exceed $425,000, extending the term through June 30, 2020 and replacing Exhibit A as detailed in the addendum.

G.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve Intergovernmental Transfer Agreement with California Department of Healthcare Services, for transfer of public funds, in a total amount not to exceed $111,831 and including Intergovernmental Transfer Assessment Fee of 20% on the non-federal share IGT's to reimburse DHCS for administrative costs of operating the program, for the term July 1, 2018 through December 31, 2021.

H.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY19/20 agreement with the University of California, Davis to provide a specialized program of staff training, with the user share of cost not to exceed $85,000.

I.              NATURAL RESOURCES

Adopt Resolution adopting a map of the "Traditional Homelands of the Modoc Nation" as presented.

J.            PUBLIC WORKS

Approve contract for janitorial services with Perfection Cleaning, Inc., to provide janitorial services at the County Administration Office building located at 1312 Fairlane Road, Yreka, CA, in an amount not to exceed $22,380 annually, for the term July 1, 2019 through June 30, 2021.

K.            SHERIFF/JAIL

Approve payment in an amount not to exceed $2,500 from 1005-203020-721000 (Jail-Inmate Welfare) to the Inmate Trust to cover a shortage discovered during a software system transition.

L.            SHERIFF

Approve contract with Siskiyou Hospital Inc., dba Fairchild Medical Center to provide certain autopsy services at rates as detailed in Exhibit A, for the term July 1, 2019 through June 30, 2022.

M.           DUNSMUIR RECREATION AND PARKS DISTRICT

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Dunsmuir Recreation and Parks District, in the amount of $50,000 to be repaid to the County on or before April 10, 2020.

N.           WEED RECREATION AND PARKS DISTRICT

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Weed Recreation and Parks District, in the amount of $100,000 to be repaid to the County on or before April 10, 2020.

O.           SUPERVISOR ED VALENZUELA

Approve the 2019 Credentials Voting Form for the Annual National Association of Counties (NACo) Conference.

P.            TRANSFER OF FUNDS

1.        Public Health-Personal Health - $134,197. Requires 4/5 Vote.

2.        District Attorney-Life and Annuity Grant - $100. Requires 4/5 Vote.

Public hearing to consider adoption of the Mental Health Services Act (MHSA) FY 2019-2020 Annual Update, including associated funding summary detailed within the agenda packet.

B.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Public hearing for the first reading of an ordinance of the County of Siskiyou amending Chapter 6 of Title 10 of the Siskiyou County Code to limit vacation rentals within the sphere of influence of the City of Mt. Shasta to properties of 2.5 acres or greater in size.

C.           COMMUNITY DEVELOPMENT - PLANNING DIVISION

Continued public hearing for the second reading of an ordinance reclassifying 17.2 acres of land located west of the community of Grenada, from Town Center (CC) and Rural Residential Agricultural, 2.5-acre minimum parcel size (RRB2.5) to Highway Commercial (CH), on APNs 038-110-140, 038-110-150, 038-110-160, 038-110-170, 038-110-180, 038-410-381, 038-410-391, 038-150-080; Sections 21, 22, and 27, Township 44N, Range 6W, MDB&M, for the Newton proposed zone change (Z1807).(Continued from June 18, 2019)

Discussion, direction and possible action re Resolution authorizing the acceptance of the County Noncompetitive Allocation Award under the No Place Like Home (NPLH) Program and Resolution approving the Siskiyou County 10 Year Plan to End Homelessness, which would allow the California Department of Housing and Community Development to reserve $500,000 of NPLH funds should the County apply in the future.

B.            COUNTY ADMINISTRATION

Discussion and possible direction re an update of the status of the Fiscal Year 19/20 Recommended Budget.
