The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. A.            ASSESSOR

Approve FY19/20 Megabyte Property Tax System annual maintenance agreement to provide system maintenance services, in an amount not to exceed $169,980.08.

B.            AGRICULTURE - ANIMAL CONTROL

Approve request for a temporary 7.5% special assignment pay increase for Animal Shelter Technician, position number ANST01, effective June 16, 2019.

C.           COUNTY ADMINISTRATION

Adopt Resolution to change the delivery method to Design/Build, changed from Design/Bid Build, and re-establish the AB 900 Project for the new Siskiyou County Jail Construction Project, authorizing the County Administrative Officer to further revise to prepare documents for the State Public Works Board approval.

D.           COUNTY ADMINISTRATION

Adopt Resolution declaring intent to sell certain County-owned real property located along Foothill Drive in Yreka, Assessor Parcel Numbers 053-642-590, 053-642-580, 053-651-760, and 053-651-820.

E.            COUNTY ADMINISTRATION/OFFICE OF EMERGENCY SERVICES

Approve letter to Congressman Doug LaMalfa requesting that the current mutual aid reimbursement process for California's local fire agencies not be altered before December 31, 2019.

F.            COMMUNITY DEVELOPMENT/PLANNING DIVISION

Approve addendum to contract with Harold's Cleaning to provide janitorial services at 804, 806, 808, 810, and 700 (Suite 1) South Main Street, Yreka, increasing the contract by $81,000 for a total amount not to exceed $142,200, and extending the term through June 30, 2022.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Yve A. Susskind dba Praxis Associates, LLC, replacing Exhibit A - Scope of Services, and reducing the compensation to a total not to exceed $75,550, for the term of the contract.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Happy Camp Community Action, Inc., extending the term through June 30, 2020, replacing Exhibit A, and increasing the contract by $40,000, to a total not to exceed $130,000.

I.              PUBLIC WORKS

Approve request to award Contract No. 19-02, in the amount of $1,959,260, for the Ager Road Rehabilitation project to Northwest Paving, Inc.

J.            SHERIFF

Approve cooperative law enforcement annual patrol operations and financial plan Exhibit A with the US Forest Service for law enforcement services in the Shasta-Trinity, Klamath and Modoc National lands, in the amount of $42,000 and approve Exhibit B for cooperative patrol for controlled substances operations, in the amount of $39,093.09, for the term October 1, 2018 through September 30, 2019.

K.            SHERIFF

Approve Memorandum of Understanding with the City of Montague for the Sheriff's Department to provide law enforcement services, in an amount not to exceed $639,600, for the term July 1, 2019 through June 30, 2022.

L.            SHERIFF

Approve Memorandum of Understanding with the City of Dorris for the Sheriff's Department to provide law enforcement services, in an amount not to exceed $657,756, for the term July 1, 2019 through June 30, 2022.

M.           NATURAL RESOURCES

Approve letter to the California Wildlife Conservation Board expressing support for the Cal Trans Grass Lake Station grant application for development of wildlife crossings to improve public safety.

N.           TRANSFER OF FUNDS

1.          Predatory Animal Control - $45,000. Requires 4/5 Vote.

2.          Septage - $73,107. Requires 4/5 Vote.

1.          Discussion, direction and possible action re request to accept donation, in the amount of $350,000, from The Nature Conservancy (TNC) and approve letter to TNC expressing appreciation for said donation.

 

2.          Discussion, direction and possible action re request to increase Flood Control budget, in the amount of $125,000 and waive the 75/25 County/Flood split.

 

3.          Discussion, direction and possible action re the Sheriff's Department budget with regard to the County Administrator's recommendation - remain as recommended or increase budget as requested by the Sheriff and decrease various other budget items.
