The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AUDITOR-CONTROLLER

Adopt Resolution adopting fee study for the recovery of copying costs as authorized by Public Records Act at Government Code Section 6253, for the Auditor-Controller's Office, in the amount of $.30 per page.

B.            AUDITOR-CONTROLLER

Approve Certification of Maintenance of Effort for Proposition 172 Public Safety funding, for the 2018/2019 fiscal year.

C.           AUDITOR-CONTROLLER

Approve product support & enhancement agreement with Conduent Government Systems, LLC, for the Countywide (Banner) financial system software support and maintenance, in an amount not to exceed $384,056.76, for a term effective January 1, 2019 and ending December 31, 2021.

D.           AUDITOR-CONTROLLER

Approve contract with MGT of America Consulting, LLC, to provide SB 90 services, in a total amount not to exceed $38,400, for the term July 1, 2019 through June 30, 2022.

E.            COUNTY ADMINISTRATION

Approve master contract with iSecure, Information Security, Inc., to provide secure document shredding services, in an amount not to exceed $37,455, for the term July 1, 2019 through June 30, 2022.

F.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve addendum to professional services agreement with Abbott & Kindermann, Inc., for the Siskiyou County vs. WATER litigation, increasing the agreement by $40,000 to a total not to exceed $135,000.

G.           GENERAL SERVICES - AIRPORTS

Approve Fixed Base Operator aviation fuel service lease agreement with Scott Valley Airport Pilots Association, with the Pilots Association to pay the County a fuel flowage fee and costs associated with non-exclusive self-service aviation fueling insurance policy as outlined in the agreement, for an initial five-year term effective May 21, 2019.

H.           GENERAL SERVICES - AIRPORTS

Approve hangar land lease agreement with John Cressey for Hangar #7, located at the Scott Valley Airport, with the base annual rent in the amount of $590.40 with adjustments to be made as detailed in the agreement for the term of November 1, 2018 through October 31, 2048.

I.              GENERAL SERVICES - AIRPORTS

Approve hangar land lease agreement with Vernon G. Boudro for Hangar #4, located at the Scott Valley Airport with the base annual rent of $239.04 with adjustments to be made as detailed in the agreement for the term of August 23, 2018 through August 22, 2048.

J.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with North Valley Behavioral Health, LLC, to provide therapeutic and rehabilitation services in a non-hospital, 24-hour inpatient setting, at the rates specified in Exhibit A, for the term January 1, 2019 through June 30, 2023.

K.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve contract with Prevent Child Abuse America/Healthy Families America for the purpose of forming an Affiliation and implementing Healthy Families America model, in an amount not to exceed $31,055, for the term October 1, 2018 through December 31, 2024.

L.            PROBATION - COMMUNITY CORRECTIONS PARTNERSHIP

Approve Memorandum of Understanding with New Beginnings Counseling Centers, Inc., for reimbursement to the Community Corrections Partnership for sex offender treatment at a rate of $65 per hour, for the term January 1, 2019 through December 31, 2019.

M.           PROBATION

Approve request to delete one Administrative Services Manager I position, 1.0 FTE and create one Administrative Services Manager II position, 1.0 FTE, effective June 2, 2019.

N.           TRANSFER OF FUNDS

1.          County Library - $19,732. Requires 4/5 Vote.

2.          Planning Projects - $40,000. Requires 4/5 Vote.

3.          Sheriff-Coroner - $80,039. Requires 4/5 Vote.

Discussion, direction and possible action re Resolution proclaiming May 2019 as Mental Health Awareness Month in Siskiyou County.

B.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Discussion, direction and possible action re Memorandum of Understanding with Partnership Healthplan of California for the Local Innovation Grant on Housing, for the term April 1, 2019 to April 1, 2021, and request to accept grant award, in the amount of $560,000 for the No Place Like Home funding.

A.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Public hearing for the first reading of an ordinance reclassifying 430.7 acres of land located southwest of the community of Grenada, from Prime Agricultural (AG1) and Non-prime Agricultural, 40-acre minimum parcel size (AG2B40) to Timber Production (TPZ) on APNs 014-340-320, 014-340-330, and 014-340-340; Section 36, Township 44N, Range 7W, MDB&M, for the proposed Presley zone change (Z1809).

A.            SISKIYOU COUNTY COMMUNITY WILDFIRE PROTECTION PLAN

Discussion, direction and possible action re request for approval of the 2019 Siskiyou County Community Wildfire Protection Plan to serve as a resource guide, with tools, to help local communities plan and prepare for wildfire.

B.            SISKIYOU COUNTY ARTS COUNCIL

Discussion, direction and possible action re Resolution designating the Siskiyou County Arts Council as the Official Arts Council for the County of Siskiyou and request for funding from the County for Fiscal Year 2019/20.

C.           SISKIYOU MEDIA COUNCIL

Discussion, direction and possible action re presentation of plan to connect areas of the County through public television, social media and the World Wide Web, and request for funding, in the amount of $15,000 for Fiscal Year 2019/20.

D.           FAMILY RESOURCE CENTER

Discussion, direction and possible action re presentation concerning Family Resource Center/Siskiyou Community Resource Collaboratives' activities, and request for funding, in the amount of $10,000 for Fiscal Year 2019/20.

A.            SHERIFF-CORONER

Discussion, direction and possible action re request to purchase one 2019 Ford Explorer and two 2019 Ford Escape vehicles from Yreka Motors, in the amount of $88,120.62, and to waive compliance with the County Contract and Procurement Policy.

B.            COUNTY ADMINISTRATION

Discussion, direction and possible action re Resolution declaring certain County-owned real property located along Sharps Road, Yreka, as surplus to the needs of the County in order to facilitate the disposal of that property, known as the "Waiiaka Property" identified as Assessor Parcel Number 062-141-120.

C.           COUNTY ADMINISTRATION

Discussion, direction and possible action re request to accept real property, known as the "Mott" Parcel, located near Mott Road, Dunsmuir and identified as Assessor Parcel Number 030-230-340, from the Shasta Trinity National Forest conveyed through a Quit Claim Deed.

Discussion, direction and possible action re Resolution declaring certain timber to be surplus property and authorizing the County Administrative Officer to sell timber, located at Lake Siskiyou.

D.           NATURAL RESOURCES

Discussion, direction and possible action re Resolution of the Board of Directors of the Siskiyou County Flood Control and Water Conservation District acting as the Groundwater Sustainability Agency for the Butte, Scott, and Shasta Valley Groundwater Basins to adopt Advisory Board charters.
