The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AGRICULTURE

Approve FY 18/19 agreement including work and financial plan with US Department of Agriculture-Animal Plant Health Inspection Services Wildlife Services, for wildlife damage control services, in an amount not to exceed $67,358.

B.            COUNTY ADMINISTRATOR

Approve revisions to the Siskiyou County Drug and Alcohol Testing Policy as identified in the agenda packet, effective January 1, 2018.

C.           COUNTY COUNSEL

Approve addendum to professional services retention agreement with Nossaman LLP for the Klamath legislation and litigation, increasing the compensation by $60,000 to a total not to exceed $322,000.

D.           COUNTY COUNSEL

Approve addendum to professional services retention agreement with Best, Best and Krieger, LLP - McMillan, increasing the compensation by $35,000 to a total not to exceed $105,000.

E.            COUNTY LIBRARY

Approve contract with Bywater Solutions, to provide Library catalog system services, in an amount not to exceed $45,000 for the term July 1, 2018 through June 30, 2021.

F.            DISTRICT ATTORNEY

Approve request to authorize the District Attorney to manage additional funds, in the amount of $5,076, awarded for Automobile Insurance Fraud Program Grant for FY17/18.

G.           GENERAL SERVICES

Approve contract for janitorial services with Perfection Cleaning, Inc., for services at the Siskiyou County Transit Center, increasing the compensation to a total not to exceed $15,456 annually, for the term July 1, 2018 through June 30, 2021.

H.           GENERAL SERVICES - SANITATION

Approve contract with Lawrence & Associates to perform groundwater field monitoring and sampling for the Black Butte, McCloud, Yreka, Tulelake and Happy Camp landfills, in an amount not to exceed $56,000 for the term July 1, 2018 through June 30, 2020.

I.              GENERAL SERVICES - SANITATION

Approve addendum to contract with Scott Valley Disposal for waste hauling services in the Salmon River area, extending the contract through June 30, 2019 and increasing the compensation to a total not to exceed $164,632.88.

J.            GENERAL SERVICES - SANITATION

Approve addendum to contract with BC Laboratories, Inc. for water analysis monitoring at various landfills, extending the term through June 30, 2020 and increasing the compensation to an amount not to exceed $270,000.

K.            GENERAL SERVICES - SANITATION

Approve addendum to contract with Yreka Transfer Company, LLC for transportation of refuse from the Happy Camp Transfer/Recycling Station, extending the term through June 30, 2019 and increasing the contract to a total not to exceed $482,771.44.

L.            GENERAL SERVICES - STAGE

Approve request to hire Susan Stewart as a Bus Driver at Step 4 of the salary range, effective June 4, 2018.

M.           GENERAL SERVICES - TRANSPORTATION

Approve addendum to contract with ADS in Motion, to replace Exhibit A - Scope of Services, as identified in the addendum.

N.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Scott Valley Family Resource Center, extending the term through June 30, 2019 and increasing the contract to a total amount not to exceed $90,000.

O.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Happy Camp Community Action, Inc., extending the term through June 30, 2019 and increasing the contract to a total not to exceed $90,000.

P.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Donna J. May, MFT to conduct community writing and storytelling classes, in an amount not to exceed $33,624 for the term July 1, 2018 through June 30, 2020.

Q.           HEALTH AND HUMAN SERVICES - OFFICE OF EMERGENCY SERVICES

Approve amendment to Joint Exercise of Powers agreement with the Sierra-Sacramento Valley Emergency Services Agency, to amend verbiage related to payment of other post employment benefits identified in Article VI-Withdrawal, Section C of the amendment.

R.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY18/19 contract with Siskiyou Training and Employment Program (STEP), to provide Expanded Subsidized Employment Program to CalWORKs Welfare-to-Work customers, in an amount not to exceed $110,690.

S.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY18/19 contract with Siskiyou Training and Employment Program to provide Computer Resource Center support services, in an amount not to exceed $27,913.

T.            HORNBROOK FIRE PROTECTION DISTRICT

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $13,685 to the Hornbrook Fire Protection District, which loan shall be repaid to the County on or before April 10, 2019.

U.           PROBATION

Approve addendum to contract with Justice Benefits, Inc., to provide Title IV-E time study and claim completion services, at the rates identified in the contract and extending the term through June 30, 2022.

V.            PUBLIC DEFENDER

Approve re professional investigative services contract with Shelton Investigations, in an amount not to exceed $65,000 per year, with a total not to exceed $195,000, for the term July 1, 2018 through June 30, 2021.

W.          PUBLIC WORKS

Approve addendum to janitorial services contract with Perfection Cleaning, extending the term through June 30, 2019 and increasing the compensation to an amount not to exceed $1,865 per month, $22,380 per fiscal year, effective July 1, 2018.

X.            PUBLIC WORKS

Approve addendum to janitorial services contract with The Machine Cleaning Services, LLC, extending the term through June 30, 2019 and increasing the contract by $68,400 to a total not to exceed $136,800.

Y.            SHERIFF

Approve modification of Exhibit B for cooperative patrol for controlled substances operations with the USDA Forest Service, in an amount not to exceed $67,000, for the term October 1, 2017 through September 30, 2018.

Z.            SHERIFF/JAIL

Approve request to authorize the Sheriff to hire Anthony Crocker as Correctional Officer II at Step 2 of the salary range, effective June 3, 2018.

Ratify Resolution presented to Air Force Chief Master Sergeant Brian J. Gates on the occasion of his retirement.
