The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AUDITOR-CONTROLLER

Approve Certification of Maintenance of Effort for Proposition 172 Public Safety funding for the 2017/2018 fiscal year.

B.            AUDITOR-CONTROLLER

Adopt Resolution setting the Prop 4 Gann expenditure limitations for fiscal year 2018-2019 as $53,220,820.

C.           AUDITOR-CONTROLLER

Approve State Highway Rental Tax increment allocation, in the amount of $318.24, as identified in the attached document pursuant to Street and Highways Section 104.

D.           AUDITOR-CONTROLLER

Adopt Resolution setting the tax rates for 2018/2019 fiscal year at $1.00 per hundred dollars of appraised valuation and setting FY18/19 debt rates.

E.            COMMUNITY DEVELOPMENT - ENVIRONMENTAL HEALTH DIVISION

Approve request to create one Senior Environmental Health Specialist position, 1.0 FTE, effective September 9, 2018.

F.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve addendum to professional services retention agreement with Abbott & Kindermann, Inc., for the Siskiyou County vs. WATER litigation, increasing the contract by $20,000 for a total not to exceed $45,000.

G.           COUNTY ADMINISTRATOR

Approve letter to Glenn County Board of Supervisors expressing thanks for staff support provided to Siskiyou County during the Klamathon Fire event.

H.           COUNTY COUNSEL

Approve addendum to professional services retention agreement with Best Best & Krieger for the Environmental Law Foundation vs. SWRCB, et al litigation, increasing the compensation by $25,000 to a total not to exceed $726,000.

I.              COUNTY LIBRARY

Approve application to California Library Literacy Services and accept Adult Literacy State Library program funding in the amount of $18,000 for fiscal year 18/19 to fund Literary Coordinator services in Library branches.

J.            GENERAL SERVICES

Approve request to appoint General Services Manager Ethan Garrett as First Alternate to the Rural Counties' Environmental Services Joint Powers Authority Board of Directors for 2018.

K.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Northern Valley Catholic Social Services to provide oversight and facilitate programs for the Six Stones Wellness Center, in an amount not to exceed $624,000 for the term July 1, 2018 through June 30, 2020.

L.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Kings View Corporation for the Anasazi software system support services, extending the term until June 30, 2019 and amending the rates for FY 18/19 as identified in the addendum.

M.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Yve A. Susskind dba Praxis Associates, LLC to provide various services for the Mental Health Services Act, Innovation Project, in an amount not to exceed $112,600 for the term July 1, 2018 through June 30, 2020.

N.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve FY 18/19 contract with Remi Vista, Inc., to facilitate youth groups in local elementary schools toward development of social and emotional skills, in an amount not to exceed $55,000.

O.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Adopt Resolution authorizing participation in the one-time Homeless Mentally Ill Outreach and Treatment funding opportunity available as a result of SB 840 (Chapter 29, Statutes of 2018), in the amount of $100,000.

P.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to lease agreement with James C. Peluso for the building located at 525 North Main Street, Yreka, clarifying the party responsible for utilities; services as identified in the addendum.

Q.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve contract with Maria Vanderhorst to provide external evaluation services for the Tobacco Education Program, in an amount not to exceed $36,500 for the term July 1, 2018 through June 30, 2021.

R.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH AND BEHAVIORAL HEALTH DIVISIONS

Approve amendment to Partnership HealthPlan of California Health Plan-Provider agreement, for Intergovernmental Transfer funding for the term July 1, 2017 through June 30, 2020 as identified in the amendment.

S.            PROBATION

Approve addendum to contract with Redwood Toxicology Laboratory, Inc., extending the term through June 30, 2019 and amending the Scope of Services and associated rates as identified in Exhibit A.

T.            SHERIFF-CORONER

Approve FY 18/19 contract with Keith Bradley, Siskiyou County Law Enforcement Chaplaincy, to provide various counseling and critical incident related Chaplain services, in an amount not to exceed $2,450 per month and not to exceed $29,400 for the fiscal year.

U.           SHERIFF-CORONER

Approve addendum to contract with Mt. Shasta Memorial Chapel to provide indigent burial services, amending and replacing Exhibit A, for the term July 1, 2017 through June 30, 2022.

V.            SHERIFF-CORONER

Approve contract with Central Valley Toxicology, Inc., to provide toxicology analysis services in Coroner’s and other investigations, at the rates identified in the contract, for the term July 1, 2018 through June 30, 2021.

W.          SHERIFF-CORONER

Approve contract with James N. Olson, MD, to provide autopsy services, in an amount not to exceed $60,000, for the term July 1, 2018 through June 30, 2020.

X.            SHERIFF-CORONER

Approve cooperative agreement with the California Department of Transportation for the County to provide Sheriff's Work Alternative Program labor, in an amount not to exceed $327,051.72 for the term October 1, 2018 through July 31, 2021, and adopt associated Resolution.

Y.            SHERIFF-CORONER

Approve FY 18/19 agreement with Siskiyou Joint Community College District for the Sheriff's Department to coordinate the Administration of Justice Program, with the College reimbursing the Department in an amount not to exceed $82,500.

Z.            SISKIYOU MODOC REGIONAL DEPARTMENT OF CHILD SUPPORT SERVICES

Approve request to create one Child Support Supervisor position, 1.0 FTE, effective September 9, 2018.
