The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the Applications of PacifiCorp and KRRC: Federal Energy Regulatory Commission proceedings: No P-2082-062 and P-14803-000.

5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            COUNTY ADMINISTRATOR

Approve letter of to the California Public Utilities Commission stating support for the Siskiyou Community Services Council and the United Way of Northern California’s application for assignment of the 2-1-1 dialing code in Siskiyou County.

B.            COUNTY COUNSEL

Approve addendum to lease agreement with Albert H. Newton, Jr. and Michael P. Newton for the office located at 205 Lane Street, Yreka CA, extending the lease term through August 31, 2020 at the rates identified in the agreement.

C.           DISTRICT ATTORNEY

Approve amendment to case management system agreement with Karpel Solutions, amending the rates as identified in the agreement and extending the through January 7, 2021.

D.           GENERAL SERVICES - SANITATION DIVISION

Approve request to authorize General Services to execute contract with Timberworks for construction of the Oberlin Road Transfer Station Canopy Project, in the base work bid amount of $592,648.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve request to authorize Personnel to hire Tony Hinojosa at Step 2 of the Certified Alcohol and Other Drug Counselor II salary range, effective May 20, 2018.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with TEACH, Inc., extending the term through June 30, 2019 and increasing the contract by $45,000 for a total amount not to exceed $90,000.

G.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to authorize Public Health to hire Ruchi Pacholy at Step 3 of the Health Educator salary range, effective May 20, 2018.

H.           HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve FY 18/19 agreement with California Department of Health Care Services Medi-Cal County Inmate Program to provide medical care to Medi-Cal eligible inmates, in an amount not to exceed $25,009.08.

I.              HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve FY18/19 contract with Siskiyou Child Care Council to provide STAGE I child care services to currently aided and post-CalWORKs families, in an amount not to exceed $135,000.

J.            MUSEUM

Approve request to change the purpose of Committed Account 1001-460042, to allow for general Museum operational purchases and expenditures for Museum exhibit supplies and installation.

K.            PROBATION

Approve request to establish budget and purpose for Local Innovation funds for Fiscal Years 17/18, 18/19 and 19/20, to assist in the creation of various specialty Courts.

L.            PROBATION - COMMUNITY CORRECTIONS PARTNERSHIP

Approve request to create one Behavioral Health Clinician II position and one Behavioral Health Specialist II position, effective July 1, 2018.

M.           SHERIFF - CORONER

Approve contract with Psychological Resources, Inc., dba Wolf Consulting Group to provide pre-employment screening and employee evaluations for the Sheriff and Jail, at the rates identified in Exhibit A, for the term July 1, 2018 through June 30, 2020.

N.           SHERIFF - CORONER

Approve Exhibit A for Cooperative Patrol for law enforcement and dispatch services and Exhibit B for Cooperative Patrol for controlled substances operations, with the US Forest Service, in an amount not to exceed $64,000 total, for the term October 1, 2017 through September 30, 2018.

O.           SHERIFF - CORONER

Approve amendment to Letter of Agreement with the US Drug Enforcement Administration increasing funding by $50,000 for a total not to exceed $117,500, for law enforcement services related to locating and eradicating illicit cannabis plants and controlled substances, for the term October 1, 2017 through September 30, 2018.

P.            SHERIFF - CORONER

Adopt Resolution honoring the Walmart Heart Program which has provided meals and liquid refreshments to veterans and their family members during various County veterans' programs and during disaster/emergency events.

Q.           TREASURER-TAX COLLECTOR

Approve the 2018 Siskiyou County Treasury Investment Policy.

R.           TRANSFER OF FUNDS

1.        County Library - $200. Requires 4/5 Vote.

2.        Risk Management-Unemployment - $2,000. Requires 4/5 Vote.

Discussion, direction and possible action re implementation of a pilot Student Summer Pass Program for students aged between 5 and 17 for unlimited rides on STAGE buses during the summer months, June 15 through August 15, 2018.

B.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Presentation re the County's Substance Use Disorder (SUD) Prevention Program, including various activities and collaboration with local schools to address substance use by school-age children.
