The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Conference with real property negotiators pursuant to Government Code §54956.8, property description: Possible sale of parcel in Yreka, California APN # 062-141-120, agency negotiator: Terry Barber for Siskiyou County, negotiating parties: Steven Baker for the City of Yreka, instructions to negotiator will concern both price and terms of payment.

B.            Personnel pursuant to Government Code §54957, consider public employee appointment for the position of Director of Community Development.

C.           Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the Applications of PacifiCorp and KRRC: Federal Energy Regulatory Commission proceedings: No P-2082-062 and P-14803-000.

D.           Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(a), name of case: In the Matter of the Application of PACIFICORP (U-901-E), an Oregon Company, for an Order Authorizing a Rate Increase Effective January 1, 2011 and Granting Conditional Authorization to Transfer Assets, pursuant to the Klamath Hydroelectric Settlement Agreement: California Public Utilities Commission proceedings, Application 10-03-015.

E.            Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, initiation of litigation pursuant to Government Code §54956.9(d)(4), three cases.

F.            FLOOD CONTROL AND WATER CONSERVATION DISTRICT - Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, significant exposure to litigation pursuant to Government Code §54956.9(d)(2), one case.

5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            COUNTY ADMINISTRATOR

Approve request to authorize a 5% temporary pay increase for the positions of Deputy Director of Planning, Deputy Director of Environmental Health and Deputy Director of Building Divisions of the Community Development Department, effective April 8, 2018.

B.            COUNTY CLERK

Adopt Resolution accepting the request from the City of Weed to consolidate a special municipal election to be held on June 5, 2018 with the Statewide Direct Primary Election to include a general tax measure and directing the County Clerk to conduct those elections.

C.           COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve request to create one Code Enforcement Officer position, 1.0 FTE, effective May 6, 2018, utilizing Community Development Block Grant funding.

D.           GENERAL COUNTY FIRE

Approve request to establish the budget for the purchase of a 1-ton truck to be converted to a Type 6 engine, in the amount of $60,000, register the vehicle to the County and add to General County Fire's inventory.

E.            GENERAL SERVICES - AIRPORTS

Approve hangar rental agreement with Mario Galliano, to rent a county owned hangar located at the Siskiyou County Airport, at the base monthly rate of $214.37 for the first twelve months, effective April 5, 2018.

F.            GENERAL SERVICES - AIRPORTS

Approve hangar rental agreement with Dale Bush to rent a county owned hangar located at the Siskiyou County Airport, at the base monthly rent of $214.37 for the first twelve months, effective April 1, 2018.

G.           GENERAL SERVICES - SANITATION

Approve addendum to agreement with the City of Tulelake for operation of the Tulelake Solid Waste/Recycling Facility, to extend the term from April 16, 2018 through April 15, 2019, for a total contract amount not to exceed $98,000.

H.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve request to authorize Personnel to hire Nancy Sesson at Step 3 of the Behavioral Health Division Clinical Services Site Supervisor salary range, effective May 6, 2018.

I.              HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Praxis Associates, LLC, to add an additional $15,000, for a total contract amount not to exceed $99,250.

J.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to ratify grant application and approve grant agreement with the California Department of Public Health for the Immunization Program, in an amount not to exceed $261,020 for the term July 1, 2017 through June 30, 2022.

K.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve request to authorize Personnel to hire Marie Dowell at Step 3 of the Health Assistant II salary range, effective May 7, 2018.

L.            HEALTH AND HUMAN SERVICES - SOCIAL SERVICES/BEHAVIORAL HEALTH DIVISIONS

Approve addendum to contract with Language Line Services, Inc. to provide translation services, extending the term through June 30, 2020, for a total contract amount not to exceed $47,600.

M.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve request to ratify grant application and accept Partnership HealthPlan of California grant award, in the amount of $219,949, to implement the Rapid Re-Housing Project, for the term July 1, 2018 through June 30, 2020.

N.           NATURAL RESOURCES

Approve letter to the California Wildlife Conservation Board stating opposition to the California Department of Fish and Wildlife's purchase of the Shasta Big Springs Ranch property.

O.           SISKIYOU MODOC REGIONAL DEPARTMENT OF CHILD SUPPORT SERVICES

Approve addendum to lease agreement with Davis, Davis and Lange for the building located at 1215 South Main Street, Yreka CA, to extend the term through June 30, 2021, at the rates identified in the addendum.

P.            SISKIYOU COUNTY FISH AND GAME COMMISSION

Approve contribution, in the amount of $3,000 from the Siskiyou County Fish and Game Commission to the California Deer Association for the Siskiyou Deer Study UTV/ATV purchase.

Q.           TRANSFER OF FUNDS

1.        General County Fire - $60,000. Requires 4/5 Vote.

2.        Emergency Services - $33,500. Requires 4/5 Vote.

3.        County Library - $7,000. Requires 4/5 Vote.

4.        Siskiyou County Airport - $26,300. Requires 4/5 Vote.

Discussion, direction and possible action re adoption of a Proclamation for Older Americans Month, May 2018.

C.           SISKIYOU COMMUNITY SERVICES COUNCIL

Discussion, direction and possible action re request for Siskiyou Community Services Council to be lead partner with United Way of Northern California for implementation of the 'Siskiyou Connect' information and referral system.

D.           SOUTH CENTRAL OR ECONOMIC DEVELOPMENT DISTRICT

Discussion, direction and possible action re request for funding, in the amount of $5,000 to support bi-state tourism initiatives which would include Tulelake and the Dorris-Butte Valley in Rural Tourism Studio projects and marketing materials.

Discussion and possible direction re presentation concerning the Healthy Siskiyou Mobile Clinic, including services/education related to HIV/HepC testing, Syphilis testing, partner treatment, syringe/needle exchange, Naloxone distribution, needle collection, oral health, tobacco cessation, health screenings and linkage to MediCal/CalWorks/CMSP enrollments.

C.           2:15 P.M. - COUNTY ELECTED DEPARTMENT HEADS

Discussion, direction and possible action re request for approval of range adjustment, tiered Cost Of Living Adjustment and Employer Paid Member Contribution offset for 2018 and 2019 for the Elected Department Heads. (Continued from April 17, 2018)

Discussion and possible direction re staff report providing an update on the Klamath Dams project, required federal and state regulations, Klamath River Renewal Corporation's efforts, and recent activities and progress by the County and its consultant SWCA Environmental Consultants.
