The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: Hoopa Valley Tribe v. FERC - Court of Appeals for the District of Columbia Circuit, Docket No. 14-1271.

B.            Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, significant exposure to litigation pursuant to Government Code §54956.9(d)(2), three cases.

C.           Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, initiation of litigation pursuant to Government Code §54956.9(d)(4), one case.

5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AGRICULTURE

Approve FY 17/18 agreement with California Department of Food and Agriculture for the detection of exotic insect pests, in an amount not to exceed $18,863.

B.            AGRICULTURE - ANIMAL CONTROL DIVISION

Approve Memorandum of Understanding with Greenhorn Guild regarding Heartland Foundation/Noah's Wish grant proposal, in the amount of $3,000 to obtain portable kennels for use during emergency and/or disaster events.

C.           AGRICULTURE - WEIGHTS AND MEASURES

Approve request to dispose of surplus Milk Tank Calibration equipment by trading for services and/or equipment to enhance the Weights and Measures program.

D.           AUDITOR - CONTROLLER

Approve technology services agreement with Conduent Government Systems, LLC to provide certain services related to the migration to the Banner 9 accounting system, at the rates identified in the agreement, for the term effective April 1, 2018 through December 31, 2018.

E.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Approve contract with ICF Jones & Stokes, Inc. to assist the County in complying with the California Environmental Quality Act for the proposed new County Jail project, in an amount not to exceed $18,652, for the term January 23, 2018 through December 31, 2018.

F.            COUNTY ADMINISTRATOR

Approve letter to Bicycle Rides Northwest in support of their bicycle tour of Siskiyou County event in August 2018.

G.           COUNTY ADMINISTRATOR

Adopt Resolution approving renewal of the County’s participation in the State and Federal Surplus Property Program related to securing used equipment for the County at significant cost savings.

H.           COUNTY CLERK

Approve clarification of the name of the appointee to the Grenada Sanitation District for a term ending November 2, 2021, as Mark Goodman, and not John Goodman as stated on February 20, 2018.

I.              COUNTY COUNSEL

Approve addendum to professional retention agreement with Best Best & Krieger, LLP to provide representation in the Environmental Law Foundation v. SWRCB lawsuit, increasing the agreement by $25,000 to a total not to exceed $701,000.

J.            DISTRICT ATTORNEY

Adopt Resolution authorizing submission of an application to the California Office of Emergency Services and acceptance of funds, in the amount of $160,481, for the County Victim Services (XC) Program grant and extending the date through December 31, 2019.

K.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve contract with Siskiyou Community Resource Collaborative to provide outreach and marketing services for the County Medical Services Program Wellness and Prevention Pilot Project, in an amount not to exceed $60,321, for the term November 1, 2017 through December 31, 2018.

L.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve Emergency Preparedness Healthcare Coalition for Mutual Aid Memorandum of Understanding to assist in coordination of resources during and after a medical/health disaster or other event.

M.           PUBLIC WORKS

Approve contract with Lawrence & Associates to provide assistance with corrective action maintenance at the District 6 Road shop in Tulelake, in an amount not to exceed $69,288, for the term January 1, 2018 through June 30, 2019.

N.           TRANSFER OF FUNDS

1.        Plant Acquisition - Accumulated Capital Outlay - $18,652. Requires 3/5 Vote.

2.        Domestic Violence - $2,250. Requires 4/5 Vote.

3.        Road Department - $1,245,383. Requires 4/5 Vote.

A.            COUNTY ADMINISTRATOR/SISKIYOU COUNTY OFF ROAD RIDERS

Discussion, direction and possible action re request to approve conceptual Off-Highway Vehicle (OHV) route, including approximately 90 miles of paved and unpaved roads in/around the Humbug area and County roads that run from the top of North Street, Yreka and Hawkinsville to the Coast, and direction to staff related to analysis of certain potential impacts associated with CEQA compliance, conflict with human/animals liability, costs, etc.

A.            SHERIFF

Discussion, direction and possible action re Resolution honoring welcome home Viet Nam Era Veterans Day in Siskiyou County on March 17, 2018.

B.            SHERIFF

Discussion, direction and possible action re Resolution honoring Women's Military History Week in Siskiyou County during March 2018.

C.           GENERAL SERVICES - SOLID WASTE

Presentation re an upcoming Earth Day recycling event on April 21, 2018.

D.           GENERAL SERVICES - SOLID WASTE

Discussion, direction and possible action re an update on the Oberlin Road Transfer Station Canopy Project and request to accept the project and authorize General Services to advertise the project.

E.            COUNTY ADMINISTRATOR

Discussion, direction and possible action re Resolution authorizing an increase in the County Administrator salary to $180,000 per year, effective March 11, 2018 and deleting employment contract Section 9(e) which authorizes payment upon death or retirement of 60 day accumulated sick leave balance at the rate of pay.

F.            COUNTY ADMINISTRATOR/PERSONNEL

Discussion, direction and possible action re the following Personnel requests, effective March 11, 2018 and/or April 8, 2018 :

1.      COUNTY ADMINISTRATION – Request to adjust County Administrator position salary range, 1.0 FTE, from approximately $150,000 to $180,000.

2.      AUDITOR – Request to adjust Payroll Specialist position, 1.0 FTE salary range from Range 41 to 46, and adjust Payroll/ Accounting Supervisor, 1.0 FTE salary range from Range 53 to 56.

3.      PROBATION/JUVENILE HALL – 

A.      Request to create Supervising Deputy Probation Officer position, 1.0 FTE, effective March 11, 2018 and delete subsequent vacant Deputy Probation Officer position, 1.0 FTE, effective April 8, 2018.

B.      Request to delete two Juvenile Correctional Officer positions, 2.10 FTE.

4.      COMMUNITY CORRECTIONS PARTNERSHIP – 

A.      Request to delete Deputy Chief of Probation (CCP) position, 1.0 FTE.

B.      Request to create Supervising Deputy Probation Officer position (Adult CCP), 1.0 FTE.

C.      Request to create Supervising Deputy Probation Officer position (Court CCP), 1.0 FTE.

D.      Request to delete subsequent vacant Deputy Probation Officer position, 1.0 FTE, effective April 8, 2018.

5.      HEALTH AND HUMAN SERVICES/SOCIAL SERVICES DIVISION – Request to delete one Social Worker I position, 1.0 FTE and create one Social Worker III position, 1.0 FTE.

6.      HEALTH AND HUMAN SERVICES/BEHAVIORAL HEALTH DIVISION – 

A.      Request to create Fiscal Technician I position, 1.0 FTE.

B.      Request to create Administrative Services Manager II position, 1.0 FTE.

C.      Request to delete Department Fiscal Officer position, 1.0 FTE, effective April 8, 2018.

7.      PUBLIC WORKS/STAGE – 

A.      Request to delete Transportation Service Worker position, 1.0 FTE.

B.      Request to create two Bus Driver positions, 1.50 FTE.

9.            1:30 P.M. - PUBLIC HEARINGS

A.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Public hearing to consider two resolutions, one approving an amendment to two existing Agricultural Preserves and one approving the rescission and re-entry of existing Williamson Act Contracts under APA-16-01, for the Menne-Batistich project, for properties located near the Town of Fort Jones.

B.            COMMUNITY DEVELOPMENT - PLANNING DIVISION

Public hearing to consider a resolution approving the Callick Tentative Parcel Map and Joint Timber Management Plan under Application TPM-1505, for property located on Horse Creek Road, approximately 2.5 miles north of State Highway 96 and approximately 6.5 east of Seiad Creek Road on APN 007-130-310; Township 46N, Range 10W, Section 8, MDB&M.

Approve letter to the Yurok Tribe re outreach regarding the Sustainable Groundwater Management Act and offer to meet with tribal representatives.

Discussion and possible direction re presentation of an update re Sustainable Groundwater Management Act activities, including a template for a Memorandum of Understanding for Tribal Engagement in the process.
