The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            COUNTY COUNSEL

Approve addendum to professional retention agreement with the firm of Nossaman, LLP to increase the agreement by $40,000 to a total not to exceed $262,000, and to include a revised Exhibit A – Hourly Rates.

B.            GENERAL SERVICES - STAGE

Approve request to designate funds received from the sale of surplus STAGE buses to be placed into the Rolling Stock Replacement Committed Account, effective January 1, 2018.

C.           GENERAL SERVICES - STAGE

Approve request to increase the cap on the Rolling Stock Replacement Committed Account to $500,000.

D.           GENERAL SERVICES - STAGE

Authorize STAGE to submit a project list in order to acquire funding, in the amount of $62,270 from the California State of Good Repair Program for FY 2017/2018, to accept the awarded funds and adopt Resolution authorizing the execution of the certifications and assurances for the California State of Good Repair Program.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve contract with Michael Summers dba Disability Response, to provide Peace Officer Standards and Training (POST) certified crisis intervention team trainings to local law enforcement, in an amount not to exceed $27,144, for the term January 1, 2018 through June 30, 2018.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with BHC Sierra Vista Hospital, to incorporate the rates for FY 17/18 as identified in the addendum.

G.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve update to the Siskiyou County/Community Partnership CalWORKs County Plan Addendum, to add Section (x) - Issuance of Incentive Cards, effective January 1, 2018.

H.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve request to hire Bill Wallis at Step 6 of the Employment & Training Worker III salary range, effective February 11, 2018.

I.              NATURAL RESOURCES

Approve letter to the California Department of Fish and Wildlife providing comments on the Draft Statewide Elk Conservation and Management Plan (Draft Plan).

J.            NATURAL RESOURCES

Approve re-authorization of the Scott Valley Groundwater Advisory Committee, which is required every two years.

K.            NATURAL RESOURCES

Approve contract with SWCA Environmental Consultants to provide technical and scientific support to the County regarding the Klamath dams, at the rates identified in Exhibits A and B of the contract in an amount not to exceed $100,000, for the term January 15, 2018 through December 31, 2020.

L.            PUBLIC WORKS - ROAD DEPARTMENT

Adopt Resolution authorizing the Northwest CA Resource Conservation & Development Council (5C) and County staff to apply for Grant 41792 Sugar Creek Road Sediment Treatment Project and making findings with respect to Siskiyou County being a disadvantaged community, for funding from the 2018 Nonpoint Source Grant Program.

M.           SHERIFF

Approve agreement with the Department of California Highway Patrol for use of the Sheriff's firearms range, in an amount not to exceed $6,000 for the term January 1, 2018 through December 31, 2020.

N.           SHERIFF

Approve request to hire David Nye as a part-time Deputy Sheriff I at Step 4 of the salary range, effective February 11, 2018.

O.           TRANSFER OF FUNDS

1.        Behavioral Health - Local MHSA - $100,000. Requires 4/5 Vote.

2.        Planning - Community Development Block Grant - $85. Requires 4/5 Vote.

3.        STAGE - $99,007. Requires 4/5 Vote.

4.        Sheriff - Fingerprint Fees GC 76102 - $20,585. Requires 4/5 Vote.

Public hearing to consider draft ordinance reclassifying portions of a 43.6 acre parcel (APN 006-240-600) and an 82.9 acre parcel (APN 006-240-620) located on Hilt Road northwesterly of the community of Hornbrook and adjacent to the California-Oregon border from Prime Agricultural (AG-1) to Non-prime Agricultural, 40-acre minimum parcel size (AG-2-B-40); portions of Sections 14, 22 and 23 of Township 48N, Range 7W, MDB&M, and including Tentative Subdivision Map (TSM-16-01) and Initial Study/Mitigated Negative Declaration (SCH No. 2017102066).
