The
Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda
contains a brief general description of each item to be considered. If you wish
to speak on an item on the agenda, please complete a Speaker’s Card identifying
the item(s) and return it to the Board Clerk. If you wish to speak on a matter
that does not appear on the agenda, you may do so during the Public Comment period.
Persons speaking during Public Comment will be limited to three minutes, or
depending on the number of persons wishing to speak, it may be reduced to allow
all members of the public the opportunity to address the Board. Except as
otherwise provided by law, no action or discussion shall be taken/conducted on
any item not appearing on the agenda. When addressing the Board, please state
your name for the record prior to providing your comments. Please address the
Board as a whole through the Chair. Comments to individual Supervisors or staff
are not permitted.
The Board may take action sitting as the Board of Supervisors and as the
governing body of: Siskiyou County Flood Control and Water Conservation
District Board, Siskiyou Power Authority, County Service Area 3 Board, County
Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission,
and In Home Supportive Services Public Authority.
Availability of Public Records. All public records related to an open session item on this agenda,
which are not exempt from disclosure pursuant to the California Public Records
Act, that are distributed to a majority of the legislative body will be
available for public inspection at 510 North Main Street, Yreka CA 96097 at the
same time that the public records are distributed or made available to the
members of the legislative body. All supporting documentation is available for
public review in the office of the Clerk of the Board of Supervisors, located
in the Siskiyou County Clerk’s Office, 510 North Main Street, Yreka, CA 96097,

Approve request to authorize the Auditor/Controller
to make necessary Fiscal Year 16/17 budget appropriation adjustments as
identified in the agenda packet.

of Effort for Proposition 172 Public Safety funding for Fiscal Year 16/17.

Ratify Resolution recognizing the
service given by Garold Carver to the County of Siskiyou on the occasion of his
retirement, which was presented to Mr. Carver on November 14, 2017.

DISTRICT
ATTORNEY - VICTIM WITNESS DIVISION
Adopt Resolution authorizing the
submission and acceptance of the Victim Witness Assistance Program Grant, in
the amount of $172,277, from the California Office of Emergency Services for
Fiscal Year 17/18.
E.
HEALTH AND
HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION
Approve agreement with the
California Department of Health Care Services to provide alcohol and other drug
prevention, treatment and recovery support services, in an amount not to exceed
$1,952,154, for the term July 1, 2017 through June 30, 2020.

HEALTH AND
HUMAN SERVICES - PUBLIC HEALTH DIVISION
Approve request to ratify
application, authorize acceptance of grant award from the California Department
of Public Health, for the Naloxone Distribution Grant Program, in the amount of
$10,631.25 and approve associated grant agreement.

HEALTH AND
HUMAN SERVICES - PUBLIC HEALTH DIVISION
Approve request to authorize
Personnel to hire Christopher Wheeler at Step 3 of the Health Educator salary
range, effective December 17, 2017.
H.
NATURAL
RESOURCES
Approve letter in response to the
California Department of Fish and Wildlife Secretary’s response to the County’s
concerns re acquisition of the Shasta Big Springs Ranch and an invitation to
Secretary Bonham to discuss various water and land management topics with local
irrigators and County staff.
I.
SHERIFF
Approve reimbursement agreement for
Deputy Sheriff POST Academy training housing costs between the Sheriff's
Department and applicants for employment, in concept, and authorize the Department
to enter into the agreement with applicants.
J.
SHERIFF
Approve contract with Girdner's
Funeral Chapel to provide autopsy and other coroner services, at the rates
identified in the contract, for the term July 1, 2017 through June 30, 2020.
K.
SHERIFF
Approve request to accept the
donation of one 1956 Tucker Sno-cat from Pacific Power to be used for parts and
ratify the donation of one 1993 Tucker 2000 Sno-cat from the California Parks
and Recreation.

District for a short term, ending December 6, 2019 to establish a quorum.

Public hearing to consider adopting
a Resolution authorizing the commitment of up to $275,000 Program Income from
the County’s Community Development Block Grant Program to fund a Code
Enforcement Program, contingent on the State's approval of a Program Income
Waiver application, and authorizing staff to submit the waiver application.

COUNSEL
Public hearing for the second
reading of an ordinance retitling Chapter 14 of Title 10 of the Siskiyou County
Code regarding the cultivation of cannabis, and amending therein Sections
10-14.010 through 10-14.030, and Section 10-14.060, and deleting Sections
10-14.040, 10-14.050, and 10-14.070, regarding regulation of personal marijuana
cultivation in the unincorporated areas of the County. (Continued from November
14, 2017)
