The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            COUNTY CLERK

Adopt Resolution accepting the request from various special districts for a special district election to be held on November 7, 2017 to fill various offices, place local measures on the ballot and directing the County Clerk to conduct said elections.

B.            COUNTY COUNSEL

Approve addendum to retention agreement with Nossaman, LLP, for Klamath legislation and litigation, increasing the contract by $50,000 to a total amount not to exceed $222,000.

C.           COMMUNITY CORRECTIONS PARTNERSHIP

Approve FY 17/18 contract for services with HealTherapy, Inc., to provide services as detailed in the contract to adults who qualify per the Scope of Service, in an amount not to exceed $235,228.

D.           COMMUNITY CORRECTIONS PARTNERSHIP

Approve agreement with Bi, Incorporated, to provide electronic monitoring services, at the rates identified in the agreement, for the term July 1, 2017 through June 30, 2020.

E.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Northern Valley Catholic Social Services increasing the contract to a total not to exceed $579,607, for a term ending June 30, 2018.

F.            HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Restpadd Psychiatric Health Facility, Redding, amending Exhibit A to incorporate FY17/18 and FY18/19 rates as identified in the addendum.

G.           HEALTH AND HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Charis Youth Center, amending Exhibit A to incorporate rates for FY17/18 as identified in the addendum.

H.           HEALTH AND HUMAN SERVICES - SOCIAL SERVICES DIVISION

Approve agreement with the California Department of Social Services to provide certain services related to administrative action appeals associated with the Resource Family Approval Program, at the rates identified in the agreement, for the term January 1, 2017 through June 30, 2019.

I.              NATURAL RESOURCES

Approve letter to the North Coast Regional Water Quality Control Board providing comments on the renewal of the Total Maximum Daily Load (TMDL) Conditional Waivers of Waste Discharge Requirements for the Shasta and Scott Rivers.

J.            NATURAL RESOURCES

Approve letter to the California Department of Fish and Wildlife Director expressing concerns regarding the non-operation of the Scott River Rotary Screw Trap in 2017.

K.            PROBATION

Approve FY17/18 contract with HealTherapy, Inc., to provide services to juvenile probationers, in an amount not to exceed $113,000.

L.            PROBATION

Approve FY17/18 contract with HealTherapy, Inc., to provide services to adults who qualify per the Scope of Service, in an amount not to exceed $50,000.

M.           PROBATION

Approve agreement with Bi, Incorporated, to provide electronic monitoring services, at the rates identified in the agreement, for the term July 1, 2017 through June 30, 2020.

N.           PUBLIC WORKS

Approve FY17/18 contract with The Machine Cleaning Service LLC to provide janitorial services at 311 Fourth, 322 1/2 West Center and 305 Butte Streets, Yreka CA, in an amount not to exceed $68,400.

O.           SHERIFF

Approve amendment to agreement with the County of Los Angeles to provide intrastate prisoner transportation services by the Los Angeles Sheriff's Department, amending the rates for FY 17/18 as identified in the amendment, effective July 1, 2017.

P.            SHERIFF

Approve Memorandum of Understanding with the City of Dorris for the Sheriff's Department to provide law enforcement services, in a total amount not to exceed $430,200, for the term July 1, 2017 through June 30, 2019.

Q.           TRANSFER OF FUNDS

1.        Accumulated Capital Outlay/Plant Acquisition - $1,000. Requires 4/5 Vote.

2.        Office of Emergency Services/Communications - $44. Requires 3/5 Vote.

Discussion and possible direction re the State Water Resources Control Board's Water Quality Certification process for the Klamath Dams, including potential County impacts related to dam removal, the Water Board’s responsibility to address impacts associated with dam removal and to consider dam removal alternatives.
