The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

 

The Board may take action sitting as the Board of Supervisors and as the governing body of:  Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

 

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 510 North Main Street, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. 5.            10:00 A.M. - CONSENT AGENDA - The following consent agenda items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member, staff member, or interested person may request that an item be removed from the Consent Agenda for discussion and consideration.  Approval of a consent item means approval of the recommended motion as specified on the Agenda Worksheet.

A.            AGRICULTURE

Approve FY 17/18 Work and Financial Plan with the US Department of Agriculture-Animal Plant Health Inspection Service Wildlife Services, for predatory wildlife services, in an amount not to exceed $67,338.

B.            COUNTY ADMINISTRATOR

Approve letter to the California Senate Appropriations Committee in support of Senate Bill 58 (McGuire) - Wildlife Management Areas: Payment of Taxes and Assessments.

C.           COUNTY FIRE WARDEN

Authorize acceptance of donation of a 1995 Pierce Type 1 Fire Engine from the Monterey County Fire District; surplus firefighting hose, tools and appliances from the Jay Paul Company; and a 1985 FMC Type 1 Fire Engine from the Bolinas Fire Protection District.

D.           COUNTY RECORDER

Approve Assignment and Novation agreement between AtPac, Inc., and South Tech Systems, Inc. to provide recording software for the Assessor-Recorder’s Office, effective March 1, 2017.

E.            GENERAL SERVICES - AIRPORTS

Approve lease agreement with 4C Farming – Dan Chase and Family, for farming operations at the Siskiyou County Airport, located at 8515 Montague Field Road, Montague CA., for a ten-year term April 19, 2017 through April 18, 2027, in an amount totaling $190,000.

F.            GENERAL SERVICES

Adopt Resolution authorizing execution of any documents necessary to obtain financial assistance provided by the Governor's Office of Emergency Services through the Transit Security Grant Program for FY 2016/2017, in the amount of $31,147.

G.           GENERAL SERVICES - SANITATION

Approve addendum to contract with BC Laboratories for water analysis monitoring of County landfills, increasing the contract by $15,000 for a total amount not to exceed $180,000.

H.           HEALTH & HUMAN SERVICES - BEHAVIORAL HEALTH DIVISION

Approve addendum to contract with Dr. John L. Schaeffer, Inc. dba California Telepsychiatrists, adding to the scope of work related to Treatment Authorization Requests and setting the rates as identified in the addendum.

I.              HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Authorize Personnel to hire Denise Spayd at Step 3 of the Senior Public Health Nurse salary range, effective April 23, 2017.

J.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve application to the California Department of Public Health for the Childhood Lead Poisoning Prevention contract, in an amount not to exceed $359,636 per fiscal year, for the term July 1, 2017 through June 30, 2020.

K.            HEALTH AND HUMAN SERVICES - PUBLIC HEALTH DIVISION

Approve Medi-Cal County Inmate Program Agreement with the California Department of Health Care Services, in an amount not to exceed $30,056.50, for the term July 1, 2016 through June 30, 2018.

L.            HORSETAIL FALLS AERIAL TRAM ACTION COMMITTEE

Adopt Resolution supporting the City of Dunsmuir’s application for a Community Development Block Grant Planning and Technical Assistance grant for a feasibility study for the Horsetail Falls Aerial Tram Project.

M.           NATURAL RESOURCES

Adopt Resolution to proclaim the existence of a Local Emergency for Siskiyou County, California related to dead and dying trees.

N.           NATURAL RESOURCES

Approve letter to Assemblyman Brian Dahle in support of AB 1133 to amend Fish and Game Code to allow California Fish and Wildlife Service to recognize law and regulation outlined under the Federal Endangered Species Act related to enhancement of survival permits and experimental species populations.

O.           SUPERVISOR ED VALENZUELA

1.      Adopt Resolution honoring Andrea Herr for receiving the Alexander Dunsmuir Award 2016.

2.      Adopt Resolution honoring David Clarno for receiving the Alexander Dunsmuir Award 2016.

3.      Adopt Resolution honoring Cindy Rinne for receiving the “Heart of Dunsmuir” Award.

4.      Adopt Resolution honoring Sandra Hood as the Dunsmuir Citizen of the Year for 2016.

P.            TREASURER-TAX COLLECTOR

Approve request to purchase Micro-Image Capture 7M microfilm/microfiche reader as a capital asset, in the amount of $5,620.

Q.           TRANSFERS OF FUNDS

1.      STAGE - $50,000. Requires 4/5 Vote.

2.      STAGE - $325,000. Requires 4/5 Vote.

Discussion and possible direction re presentation regarding the Lower Klamath Project, the Klamath River and the Yurok Tribe's fishing activities on the Klamath River and request to coordinate with Siskiyou County regarding these issues.

Discussion and possible direction re results of a salary survey conducted for Elected Department Heads in the Assessor-Recorder, Auditor-Controller, County Clerk, District Attorney, Sheriff-Coroner and Treasurer-Tax Collector Offices in four ‘like’ northern California counties.

Travel is being provided by STAGE and space is limited. The public is welcome to travel with the Board to Mt. Shasta, however, due to security concerns, the public will not be able to participate in the plant tour.)

2.         2:00 p.m. – Tour of Hydro Plant

3.         3:00 p.m. – Lake Siskiyou Campground Store

4.         3:15 p.m. – Marina
